Present: Commissioners Eastwood, Hark, Johnson, Tomten and Kraske Absent: Chairperson Lieberman and Commissioner Peterson APPROVAL OF MINUTES Motion made by Commissioner Hark, seconded by Commissioner Tomten to approve the April 7, 2003 commission minutes. Motion passed unanimously. Case No. DR/03 -22. Design review of signage for Koppy Motors located at 1200 West Frontage Road. Daniel Koppy, applicant. Mr. Koppy requested design approval for two signs. Mr. Koppy would like two signs, a wall sign or a freestanding sign. The freestanding sign will be a 4 foot by 8 foot to reflect the new business name. The lettering will be red on a yellow background. The phone number will be yellow on a black background. The sign will be internally lit. The wall sign would have 18" yellow lettering and would not be lit. The sign would be mounted across the front of the building above the entry. Since the sign ordinance only permits one sign. Mr. Koppy will have to decide which sign he prefers. He stated that he preferred the lighted freestanding sign. Commissioner Eastwood inquired about the use of inflatable items on the roof or property. None will be used. Commissioner Tomten was concerned about the type of lighting on the property. Lighting should be "downlit" and contained on the lot. Motion made by Commissioner Johnson, seconded by Commissioner Eastwood to approve the design of the freestanding sign without the wall sign or the wall sign without the freestanding sign located at 1200 West Frontage Road with the following conditions: 1. The design conditions in the West Business Park Design Guidelines must be met. 2. No elevated cars. 3. All lot lighting shall be directed downward. Lighting plan shall be reviewed and approved by staff. 4. No flag banners. 5. No exterior amplification. CITY OF STILLWATER HERITAGE PRESERVATION COMMISSION MAY 5, 2003 6. No parking cars on the Frontage Road. 7. No more than fifteen cars for sale in front of the building. 8. No sign on the building. 9. All revisions to the approved plan shall be reviewed and approved by the Heritage Preservation Commission. Motion passed unanimously. Case No. DR/01 -39. Design review of modifications to the Stillwater Veterans Memorial. Brian Larson, representing applicant. Mr. Larson went over the changes to the design from the original proposal. The main changes were a reduction in scale and scope of the design. Motion made by Commissioner Tomten, seconded by Commissioner Eastwood to approve the modifications to the Stillwater Veterans Memorial as revised. Motion passed unanimously. Case No. DR./03 -14. Design review of revision design of mini - storage site located at SE corner of Curve Crest Blvd and Industrial Blvd. Steve Gaffney, applicant. Mr. Gaffney requested design approval for a mini - storage complex located on the southeast corner of Industrial Boulevard and Curve Crest Boulevard. The site is 1.13 acres. Impervious surface will cover approximately 25,126 square feet or 51 % of the property. The use is for a self - storage facility that will have six buildings with individual units ranging from 40 to 300 square feet. The buildings will have a "prairie" style design on the perimeter buildings using stucco and cedar. The site will be fenced using a combination of the proposed structure's and ornamental iron fencing. There will be a security gate with a user specific entry code combined with a video security system. The landscape plan shows a combination maple, crab apple and junipers. It is staffs suggestion that willow trees are planted along the most eastern building, by the retaining pond. The willows will soften the space between the pond and the buildings. Lighting in the site will consist of shoebox pole lighting and downlit wall paks. There is no trash receptacle since this business doesn't generate trash. The signage will consist of a wall sign on the corner on the northeast corner of Curve Crest Blvd and Industrial. It will be bronze colored individual lettering saying "Prairie Winds of Stillwater'. It will not be lit. There will not be any perimeter lighting. Mr. Gaffney stated that he will take guidance from the Commission and staff about lighting plans. 2 • • CITY OF STILLWATER HERITAGE PRESERVATION COMMISSION MAY 5, 2003 Motion made by Commissioner Johnson, seconded by Commissioner Eastwood to approve the design of a mini- storage complex located on the southeast corner of Industrial Boulevard and Curve Crest Boulevard with the following conditions: 1. All revisions to the approved plan shall be reviewed and approved by the Heritage Preservation Commission. 2. No snow, in winter, shall be deposited in the pond. 3. Provide Engineering with water quality ponds. 4. All security lighting shall be downlit. 5. All utilities shall be completely screened from public view. 6. A lighting plan showing the fixture type, height, location and exterior lighting intensity shall be submitted with building permit plans for Planning Director approval. All lighting shall be directed away from the street and adjacent properties. Light sources shall be shielded from direct view and protected form damage by vehicles. Preferably use shoebox fixture. 7. All security lighting shall be downlit. 8. All landscaping shall be installed before utility release or final project inspection. No project shall be phased unless approval is granted by the Planning Commission. 9. Continuous concrete curbing shall be installed to separate parking areas from landscape areas. 10. Handicapped parking spaces and signage, in compliance with State requirements, shall be shown on building permit plans and installed before final inspection of the project. 11. The street address of the building shall be displayed in a location conspicuous from the public street. 12. The trash enclosure shall be made of a sturdy opaque masonry material, with trash receptacles screened from view and compatible with the color and materials of the project. 13. All trees required to remain on site, as indicated on the plans shall be protected by fencing or other necessary measures shall be taken to prevent damage during construction activity. 14. No roof equipment shall be visible to the general public. 15. All gutters, downspouts, flashings, etc. shall be painted to match the color of the adjacent surface. 16. Construction projects shall conform to the City's Noise ordinance. Construction during the dry season shall mitigate excess dust problems. 17. A sign permit shall be required for all project signs. 18. Grading and drainage plan to be approved by City Engineer before building permits are issued. 19. Sign package to be approved by the Heritage Preservation Commission, including directional signs. M • CITY OF STILLWATER HERITAGE PRESERVATION COMMISSION MAY 5, 2003 20. All exterior modifications to the approve plan are to be reviewed by the Heritage Preservation Commission. 21. Willow trees shall be planted along the east end of the south building closest to the retaining pond. Motion passed unanimously. Case No. DR/03 -23. Design review of signage for National Sports Gallery located at 115 Union Alley. Adam Kayser representing National Sports Gallery. Mr. Kayser requested design approval for a projecting 2 ft by 3 ft wooden sign. The sign will hang from a black wrought iron bracket. The sign is drawn 12 inches off the building because of the telephone poles to the north and south of the building. The bracket will be about 4 feet long. The sign will have a hunter green background with tan /gold lettering. The sign will not be lit at this time. Motion made by Commissioner Eastwood, seconded by Commissioner Hark to approve the design for signage for National Sports Gallery located at 115 Union Alley with the following conditions: 1. All revisions to the approved plan shall be reviewed and approved by the Heritage Preservation Commission. 2. No additional signage. Motion passed unanimously. Case No. DR103 -24. Design review of signage for Art Andes located at 368 North Main Street. Melanie Ebertz, applicant. Ms. Ebertz requested design approval of a 3'5" by 12' aluminum coated signboard. The sign will have a simulated rug draped over the left side, the rug will be raised slightly using a second bard cut to the shape of the rug and mounted on the main board. The background of the sign is white with white lettering edged in dark brown. The rug is red, green, black, yellow and orange. It will be mounted above the shingle roof and below the top windows. Commissioner Johnson was concerned about future retail tenants wanting signage on the front of the building. He inquired about the size of the sign. City Planner Fitzgerald informed him that the sign meets the square footage requirement. Ms. Ebertz would like to paint the name of the business, address and phone number on the inside of the window. Commission Johnson informed her that it is allowed as long as she does not exceed 1/3 of the window. 4 • • CITY OF STILLWATER HERITAGE PRESERVATION COMMISSION MAY 5, 2003 Commissioner Johnson recommended that the background color be changed to yellow to make the lettering stand out more or use a brown boarder around the sign. Motion made by Commissioner Eastwood, seconded by Commissioner Phil to approve the signage design for Art Andes located at 368 North Main Street with the following conditions: 1. All revisions to the approved plan shall be reviewed and approved by the Heritage Preservation Commission. 2. No additional signage. Motion passed unanimously. Case No. DR/03 -25. Design review of signage for Movie Gallery located at 1798 Market Drive. Scott Meister, applicant. Mr. Meister requested design approval of signage. The new sign would replace the Video Update signage. Video Update had two signs. Movie Gallery will only have one sign. The sign will be a 42.28 square foot sign on the south (entry) side of the building. The channel lit lettering is white trimmed in red, with a black and yellow "v" in the copy "Movie ". They will be removing all the red banding on the building. The red awnings will stay. Motion made by Commissioner Tomten, seconded by Commissioner Johnson to approve the signage design for Movie Gallery located at 1798 Market Drive with the following conditions: 1. All revisions to the approved plan shall be reviewed and approved by the Heritage Preservation Commission. 2. Trash receptacles shall be shielded from view with materials similar to the design of the existing building or remove the dumpsters from the site. Motion passed unanimously. Case No. DR103 -26. Design review of signage and building color change located at 2000 Industrial Blvd. Jennifer Cates, applicant. Ms. Cates requested design approval for a freestanding sign and building color change. Ms. Cates proposed a sign package that would have her company name at the top of a 5 foot by 9 foot internally lit sign, "Cates Construction ". It would be about 24" high by 50" wide. There would be room for six other panels, each of E • • CITY OF STILLWATER HERITAGE PRESERVATION COMMISSION MAY 5, 2003 these are 11.5" by 60" on a 24" concrete base. There will be cultured stone around the base of the sign. The color of the building is dark brown with a trim band and front entry roof that is "rust" color. Ms. Cates proposed to change the color of the building to dark tan and the trim band and front entry roof color to blue. There are no plans at this time for exterior lighting. Commissioner Johnson recommended that the other panels in the sign opaque to soften the white light. He also recommended that the sign have a blue background with white lettering. Motion made by Commissioner Johnson, seconded by Commissioner Eastwood to approve the design for a freestanding sign and building color change located at 2000 Industrial Boulevard as submitted with the total height of the sign to be reviewed by staff along with the following conditions: 1. All revisions to the approved plan shall be reviewed and approved by the Heritage Preservation Commission. 2. A landscape plan to be provided for review and approval for entire site with in 6 months. Motion passed unanimously. Case No. DR/03 -01. Design review of signage for Edina Realty located at 14430 60th Street. Richard J. Olsen, representing applicant. Action is not needed on this item. There would not be a quorum to vote. Both of the signs have been approved, however only one sign is permitted by the sign ordinance. Case No. DR103 -28. Design review of retail sale of fresh flowers and associated merchandise located at 222 South Third Street. Bob Estelle, applicant. Applicant not present. The applicant requested design approval for signage and flowerbeds for a business that will sell fresh flowers. The applicant is an importer /broker of fresh cut flowers. It is his intent to sell flowers handles by his firm as "quality check" at this location. The business will be small, not a "full service" retail florist. Since inventory will be limited, hours of operation will be limited. The hours of operation might be Tuesday through Saturday from 12:00 p.m. to dinnertime. This will be a cash and carry operation. There will be no deliveries. Cl 0 • CITY OF STILLWATER HERITAGE PRESERVATION COMMISSION MAY 5, 2003 Signage will be included in the existing signage on the building. The applicant requested a "sandwich board" sign to be used occasionally. The sign ordinance does not permit these temporary signs. Commissioner Tomten recommended the use of a open banner or flag since a "sandwich board" sign is not permitted. Motion made by Commissioner Tomten, seconded by Commissioner Eastwood to approve the signage design and flowerbeds located at 222 South Third Street with the following conditions: 1. All revisions to the approved plan shall be reviewed and approved by the Heritage Preservation Commission. 2. No additional signage. Motion passed unanimously. Case No. DR/03 -29. Design review of Planned Unit Development, Long Lake Estates located on Parkwood Lane. Mark Grossman representing St. Croix Development, applicant. Mr. Grossman requested final design approval of the Long Lakes Estate development. The development will consist of 14 multi - family residential units on 2 acres; and one commercial bank with a drive thru on the remaining 1.67 acres. The final review for the bank will be at a later date. The nits will have asphalt roof shingles, Hardie Shake siding and a texture stone base. There will be no site lighting or signage. The landscape plan was included in the package. It is staffs recommendation that the 8 Colorado Blue Spruce be replace with Black Hills Spruce or a comparable plant material. The landscape plan shows a pedestrian trail that will connect with the CR 5 trail. City Planner Fitzgerald requested that trees be planted along the boulevard. Motion made by Commissioner Hark, seconded by Commissioner Kraske to approve the final design of the Long Lake Estates located on Parkwood Lane with the following conditions: 1. All utilities shall be completely screened from public view. 2. All landscaping shall be installed before utility release or final project inspection. Submit final landscaping plan to staff with boulevard trees. Motion passed. Commissioner Tomten abstained. Case No. DR/03 -27. Design review of signage for A'salonna located at Chestnut Street. Mary Beth Johnson, applicant. Applicant was not present. There was discussion amongst the Commission. The Commission would like the applicant to be present for the discussion. Motion made by Commissioner Eastwood, seconded by Commissioner. Johnson to table item until next meeting. Motion passed unanimously. OTHER ITEMS a. Discussion of EAW (Environment Assessment Workshop) for Prison site. The Commission discussed about the EAW. Expecting comments to come in. b. Discussion of HPC design review for CA zoning district.
