Commissioner Lieberman called the meeting to order at 7 p.m.
Present: Commissioners Lieberman, Eastwood, Hark, Johnson, Peterson, and Kraske
Absent: Commissioner Roger Tomten

APPROVAL OF MINUTES
Motion made by Commissioner Eastwood, seconded by Commissioner
Peterson for correction on page 5 of the May 5, 2003 commission minutes
to change paragraph 2 as follows: " Motion made by Commissioner
Eastwood, seconded by Commissioner Johnson ". Motion passed.
Addition to agenda.
Larry Nelson at 125 North Main Street, The Karst Building (the old Thompson
Hardware), requested construction of a roof deck and to replace existing skylight and
a vestibule with stairs leading to a roof deck.
Discussion regarding replacement of skylight and a vestibule with a spiral staircase with
a structure on top with a view of the river which would not be visible from Main Street
but could be seen from Water Street and the park. Also, discussion regarding a deck
which does have a railing that goes around it that is simple, square tubular steal with
cable, 3 feet high.
Considerable discussion regarding visibility of railing from Water Street and the visual
impact of project. Suggestion of moving the railing back 6 feet from the edge from
Water Street to minimize visibility. The size of the deck is 600 square feet.
The Water Street side of the deck railing would be back 3 feet from the edge to
minimize the visibility.
Motion made by Commissioner Johnson, seconded by Commissioner
Lieberman to approve the window and roof access and the railing on the
side facing Water Street be held back 3 feet. All in favor with the
following conditions:

1. The railing on the side facing Water Street be held back 3 feet.
Case No. DR/03 -27. Design review of exterior signage for A'salonna located
at 225 East Chestnut Street. Mary Beth Johnson, applicant.
This case is continued from the May 5, 2003 HPC meeting so applicant could be
present. Ms. Johnson was not aware that exterior changes to the building in the
historic district required design review through the Heritage Preservation Commission
The exterior signage is installed. The background of the sign is cream, lettering is
red /burgundy with a sage color trim and sage color flowers framing the name. The
sign will not be lit.
Ms. Johnson requested lighting be added to the sign package. Ms. Johnson would like
to have the "goose neck" lighting to keep the same image as the rest of downtown.
Commissioner Tomten was not present but made the following written comments of
concern, the size of the sign is well over the allowed 1 square foot per lineal foot and
the intensity of the red used as a trim color. Commissioner Tomten recommended that
the applicant prepare a new sign design that complies with the ordinance the new
design could be reviewed by staff for compliance.
Considerable discussion on the size of the sign and the removal of the flower motif to
bring into compliance. The sign would still be out of compliance with the ordinance.
The sign itself would have to be cut down in size. The wording alone is too large. The
applicant is allowed 19 square feet.
Discussion of opening up transom windows in the area of the sign or putting a solid
panel but something has to be done a little different about the size of the sign.
Motion made by Commissioner Lieberman, seconded by Commissioner
Eastwood to reject the sign as presented today because it does not meet
the design guidelines and refer back to city staff to work with the
applicant to reduce the size of the signage so that it fits within design
guidelines. All in favor with the following conditions:
1. All revisions to the approved plan shall be reviewed and approved by the
Heritage Preservation Commission.

Discussion followed regarding the lighting of the sign. The applicant would like to have
the gooseneck fixture that is found in other locations around the city it wouldn't be
back lit.
Motion made by Commissioner Johnson, seconded by Commissioner Eastwood,
to approve the lighting when the applicant decides to go head with the lighting,
that the design of the light fixture be submitted to city staff for approval. All in
favor.
Case No. DR/O3 -31. Design review of an exterior over the counter sales
structure for pizza located at 241 South Main Street. Mark Hanson,
applicant.
Applicant was not present at time of discussion. Will return to request when applicant
is present.
Motion made by Commissioner Johnson, seconded by Commissioner Eastwood.
All in favor.
Case No. DR/O3 -32. Design review of a porch and retaining wall for The
Mortgage Company located at 106 East Chestnut Street. Mark Balay and
Rick Wells, representing applicant.
The applicants are requesting design review for two projects at The Mortgage
Company. The first is to replace an existing ramp, steps and a porch that are
deteriorating. The proposed project will consist of three elements, according to the
attached letter. They are:
1. A replicated wrap around 9 ft. deep porch on the south side of the building
executed with the same historical details that make up the existing building. There
would also be a traditional set of wooden steps in front of the main entry as
depicted in plan.
2. A `bridge" walkway from the public sidewalk, which will improve accessibility to the
entrance of the building.
3. The creation of an additional parking stall for the building that shall be used to get
delivery/short term vehicles off Chestnut St.

Motion made by Commissioner Johnson, seconded by Commissioner Hart to
approved the front porch modifications provided they are consistent with the
existing porches and architecture of the building and also a plan be developed
and referred back to city staff for approval. All in favor with the following
conditions:
1. All revisions to the approved plan shall be reviewed and approved by the
Heritage Preservation Commission.
Concern was discussed about the masonry stone used in the ""bridge" walkway. Mr.
Balay clarified that the walkway will not be 30 inches above grade so a handrail will not
be required so what it will be is a pathway with two raised portions to keep people on it
but to act as a bench. Mr. Balay said that a pattern concrete was being thought of to
be used.
The second review item is a new retaining wall between the American Legion and the
Mortgage Company. Do to age and erosion the existing wall is cracking and crumbling.
They are planning to remove the old flagstone and replace it with a concrete wall. It
would be 80 feet long, 9 feet high and 12 inches thick. The old flagstone is scheduled
to be reused in the courtyard for a garden area.
Mr. Wells was present to discuss the retaining wall. The wall will start out at the top of
the Legion and move across to the edge of the Legion and then stair step down to the
existing alley creating three new parking spaces on top and four new parking spaces
below. The concrete will be stained. It is a poured wall. The three utility poles located
off the corner of the Legion will be moved.
Some discussion of the lot line between the Legion and the Mortgage Company. The
wall will be 10 feet out from the building.
A fence is proposed to put around the garbage area. The Legion is going to take care
of this.
Motion made by Commissioner Johnson, seconded by Commissioner Eastwood to
approved the wall as submitted. All in favor with the following conditions:
1. That the color match the limestone wall that is along 3rd Street.
2. Incorporate a cap or coping on the.top about 6 to 8 inches high by 2 inch.

projection to finish off the top of the wall similar to the way the sidewalk
comes across the wall.
3. All revisions to the approved plan shall be reviewed and approved by the
Heritage Preservation Commission.
Discussion followed regarding the footing width and a wider base. An engineering firm
designed the poured wall. The engineering firm will look at the footings to verify it's
stability.
Case No. DR/O3 -33. Design review of window modifications at Midtown
Antique Mall located at 301 South Main Street. Renewal by Anderson,
representing applicant.
The request is for design review of new windows for the above businesses third floor.
Currently the third floor windows on Main Street (west side of building have louvered
shutters over them). Cinder block was used at one time to replace the glass. The
windows on the third floor on the east side will be replaced also. All windows will be
double hung windows, looking very much like the original windows.
Mr. Miller was present to answer questions regarding replacement of windows on the
Water Street side as well as the ones on the Main Street side with the sash window.
Curved top in masonry will be replicated exactly. They will pull the windows out, cut in
cedar rounds with the decorative that will match exactly as they are now. They will
look the same. The windows are vinyl clad, terra tone color and blends in with the
brick and mortar. It is paintable.
Commissioner Tomten written comments were to approve with the condition that final
plans, elevations and specifications of windows be approved by staff.
Motion made by Commissioner Lieberman, seconded by Commissioner Peterson
to approve with the following conditions. Commission Hark voting no.
1. All revisions to the approved plan shall be approved by the Heritage
Preservation Commission.
2. Final plans, elevation and specifications of windows be approved by staff.

Public Hearing
Case DEM /03 -02. Demolition review for a residence located at 923 South 6t"
Street. Todd and Anne Anderson, applicants.
Todd and Anne Anderson are requesting review of the demolition of a vacant wood
building at 923 South Sixth Street. It is the charge of the Commission to determine if
the structure at the address above is historically significant or potentially significant.
The incorrect address on the agenda was noted.
An ordinance exists that stipulates that in the event that anyone wants to demolition a
currently standing building has to come before the Heritage Preservation Commission
for the issuance of a demolition permit. The reason is to ensure that historic's of the
city are preserved. If a building is historic or potentially historic that there are certain
steps that have to be followed for a demolition permit to be issued. Any building that is
on the national historic register is deemed by definition to be historically significant.
Any building that is potentially significant has to go through these steps that is defined
that any building or structure or portion of a building or structure 50 years or older.
The building located at 923 So Sixth Street is 50 years or older and falls into the
perimeters of the demolition ordinance. There also has to be a demolition plan review
that nine events or items have to exist that are used for evaluation.
The commission went through the nine items of the demolition ordinance to ensure
that they have been followed.
Don Empson was in the audience and said the house was built in about 1882.
The applicant's desire is to demolition the entire building. There are two lots but not
large enough lots to divide the lots. The lots are roughly 40 x 135 which are too small
individually.
The reason for demolition is the condition of the structure and the foundation which
had collapsed once and in poor condition. The applicant does not feel it is economically
feasible to repair. The applicant is a remodeling contractor that works on vintage
homes in the surrounding areas and in Stillwater on a consistent basis.
The siding is painted aluminum that was tacked over backer board in some areas and in

others it is a rolled roofing material and the siding is tacked over.
Motion made by Commissioner Lieberman to deny the demolition, seconded by
Commissioner Peterson. All in favor.

Terra Springs EAW Update.
Discussion of the historic district boundaries. Wardens house description has to be
clear that the wall does not belong to the city and if the city can get the guard tower
restored, that could also be another anchor for that district.
The developers have made a good faith effort to maintain the historic integrity of the
property and to design the development that enhances the historic elements of the
property and to play into the overall historic feel of downtown Stillwater. The loss of
this project would be a huge setback from what we want to accomplish in downtown
Stillwater.
Motion made by Commissioner Lieberman, seconded by Commissioner Eastwood
to adjourn the meet at 9:16 p.m. Motion passed.
