HomeMy WebLinkAbout2003-09-03 HPC MIN0 City of Stillwater Heritage Preservation Commission September 3, 2003 Commissioner Tomten called the meeting to order at 7 p.m. r r Present: Commissioners Eastwood, Hark, Johnson, Peterson, Tomten and Kraske Absent: Commissioner Lieberman. Others: Sue Fitzgerald, City Planner Approval of Minutes. Correction to August 4, 2003 minutes. Commissioner Tomten was not present at the August 4, 2003 meeting. Motion made by Chairperson Tomten, seconded by Commissioner Eastwood to approve the August 4, 2003 Heritage Preservation Commission minutes with correction. All in favor. Motion passed unanimously. Discussion Items. Mr. Don Empson was present to discuss the lift bridge sign update. Signs should be located 10,000 feet from bridge where and when sign should be placed. Sign placed in Lowell Park south of bridge. MnDOT feels the money would come. Will be meeting again Monday night upstairs deadline October 8th. Case No. DR /03 -50. Design review of exterior patio and parking for Stonewood Grille located at 324 South Main Street. Jim Kellison, representing applicant. The applicant will be coming in at a later date for design review of signage, lighting and other details. Approval for the patio and parking is needed now, so construction can be finished before winter. The patio will be concrete with a stained finish. There will be a fence around the patio, along with landscaping. The parking lot will be paved. Four stalls and two handicapped stalls are shown on the plan. The existing entrance will remain the same. A covered stone trash enclosure is shown in the southwestern area of the lot. The stone wall match the stone on the building. The exterior will have a retaining wall. Trees will be thinned out and replanted with vegetation on the slopes. Per the City Fire Chief, the fire pit needs to be 25 feet away from building. There will be signage on the side of building. A variance will be required for signage on the front of the building. Commissioner Tomten request that the. signage, lighting and landscape package plan be approved at a later date. Conditions of Approval: I. All revisions to the approved plan shall be reviewed and approved by the Heritage Preservation Commission. 2. Landscape plan, materials and colors and schedule shall be reviewed by staff. Motion by Commissioner Eastwood, seconded by Hark, to accept as conditioned with staff approval of landscaping and present signage and lighting plan to commission at a later date. All in favor. Case No. DR/03 -51. Design review of addition to carriage house, carport, signage, lighting, railing replacement, sidewalks, steps and parking for the Rivertown Inn located at 305 West Olive Street. Ed Hawksford, representing applicant. The applicant is requesting design review for the above list of improvements. The existing concrete steps will be replaced with new concrete. The entry of the house will have two new concrete stoned veneered posts with cast stone caps. New landscape and walkway lighting will replace the old lighting. The parking area will be reconfigured, retaining the same number of parking stalls. A proposed 16'x 36' carport. covered with grape vines will screen guest parking from the street. An addition is planned for the carriage house and one of the main buildings guest rooms will be moved. They will close the Lumber Baron Room on the main floor of the main structure. Page 2 The applicant stated that the public area on the main floor is small and the closing the Lumber Baron guestroom and restoring the area to its original design will increase the public area. The number of guestrooms will remain at nine (9). Colors of the exterior facade of the Inn will change to: 11 11 Building color — Anjou Pear Main trim — Crisp Linen Windows — Black Forest Green Trim Eaves and accents — Classic Burgundy Accent — Svelte Sage Porch ceiling — Rain Washed Gold Metallic accents on ornamentation Conditions of Approval: 1. All revisions to the approved plan shall be reviewed and approved by the Heritage Preservation Commission. Motion by Commissioner Johnson, seconded by Commissioner Eastwood to approved the application has presented. All in favor. Case No. DR/03 -52. Design review of renovation and expansion of Stillwater Public Library located at 223 North Fourth Street. John Mecum, Miller Dunwiddie Architects John Mecum was present to present the conceptual ideas of the renovation and expansion for the Library. Bill Hickey, President of the Library Board was also present. The parking structure will be tucked under the east side. The library will increase from 13,000 square feet to 36,000 square feet plus the parking structure. The 1902 facade will remain untouched. The same materials will be used as in the 1973 addition. Conditions of Approval: 1. All revisions to the approved plan shall be reviewed and approved by the Heritage Preservation Commission. Motion by Commissioner Eastwood, seconded by Commissioner Tomten to approve conceptual plan. All in favor. Design review of building modifications and signage for Fresh Fields Bakery located at 1250 Frontage Road West. Kriss Novak, applicant. The applicant is requesting design review of exterior modifications and signage for Fresh Fields Bakery. The bakery will be located on the southwesterly part of the strip center, where the embroidery shop was located. It will have several modifications to the exterior. Green and white awnings will be added. A couple windows will be added, all of the windows will have small squared glass panes instead of one large window. Doors will modified to match the windows. Trim will be green. There will be outside seating under a trellis. All around the seating there will be large planters. Kriss Novak, Jim Herget, Bob Norton, Brian Grigg and Jeff Odmark were present to discussion application with commission. Mr. Novak stated the location of the bakery. Mr Herget talked about exterior design, The facade colors will stay the same as the rest of the center with some changes. Top band of building will be green. Awnings will be stripped green and cream. Exterior lighting will be carriage style. Seating will be 36 -40 outside and 56 inside. Hours will be 6 a.m. to 8 p.m., seven days a week with the opening before Thanksgiving. Conditions of Approval: 1. All revisions to the approved plan shall be reviewed and approved by the Heritage Preservation Commission. Motion by Commissioner Eastwood, seconded by Commissioner to approve with condition that final colors and lighting be approved by staff. All in favor. Motion by Commissioner Lieberman, seconded by Commissioner ° Peterson to adjourn the meeting at 8:45 p.m. All in favor.
