Commissioner Eastwood arrived at 7:07 p.m. Others: Sue Fitzergerald, City Planner Approval of Minutes: Correction to September 3, 2003 minutes. Commissioner Peterson was not present at the meeting. Correction noted and corrected. Motion by Johnson, seconded by Commissioner Hark to accept the minutes as corrected. All in favor. Motion passed. Case No. DR/03 -54. Design review of exterior modifications for a building on Main Street located at 209 -211 South Main Street. John Wennberg, applicant. The applicant is planning to do some repair work to the front of his building. The woodwork that is under all the display windows has deteriorated and he is suggesting that it be replaced with brick. The brick used would match the brick that is on the columns that are at the north and south edges of his building and one at the center of the building. There are some bricks that need to be repaired on the upper area of the columns, along with some tuck - pointing. The windows will be repainted to match the existing paint color. The applicant is also proposing to replace a plaque that disappeared from the center column. The plaque had a short history of the McKusick Building. Discussion on the if the this is the McKusick building or Brunswick building. Applicant was not present for discussion. Commissioner Lieberman tabled this item until later in the meeting and to give the applicant an opportunity to be heard on the matter and to clarify which building is being made for application. Case No. DR/03 -55. Design review of signage for Ruby Begonia's located at 112 North Main Street. Deborah Junker, representing D.J.Properties, LLC. Page 1 0 City of Stillwater Heritage Preservation Commission October 6, 2003 The applicant is requesting design review of a sign replacement. The sign will replace the St. Croix Saloon sign. It will be the same size as the previous sign, 2 X 27 feet and the lighting will remain the same. Everything on the exterior wall remain the same except the sign itself. The proposed sign will have black lettering on a gray background with a white boarder. Applicant was not present for discussion. Commissioner Lieberman tabled this item until later in the meeting. Case No. 03 -56. Design review of signage for the historic lift bridge. Karl Weissenborn, MnDOT, applicant. Karl Weissenborn was present to discuss a sign that would talk about the history and the mechanics of the bridge. Five million dollars has been allotted for maintenance of the lift bridge by the federal government. $10,000 was designated for this sign. Commissioner Johnson gave Mr. Weissenborn an introduction by stating that he was part of a committee working on the lift bridge options. There were three or four meetings on this to look at some options, locations and involve folks from SHIPO as well as from the community here. Mr. Weissenborn presented the design intent recommendations and specific bullets about the interpretive and graphic communications. The design intent is to fit the contexts in the setting of Lowell Park It's to find appropriate form and structure. It's to meet human scale, balance and proportion correct materials for the context specific for the interpretation and graphic communication. The goal is to have durable low maintenance graphic media, a hierarchy of text and graphics. The graphics and text have not been developed as of yet. A timeline of the sequence of the history of the lift bridge discussing how the lift bridge works and why the lift bridge is important and what is significant about the lift bridge. The recommendations were consistent with all five concepts. Were avoiding and adding new clutter to the park. The chosen design should be complementary to the 1992 renovation plan, should be low maintenance, should have a fluid design form, simple and not overly complex. Page 2 a 0 City of Stillwater Heritage Preservation Commission October 6, 2003 There is $10,000 that was set aside from the $5 million lift bridge specific project for this and the recommendation was to think beyond the $10,000 window and future phasing and to phase future funding as much as possible. The concept presented is Concept Z and specifically what it is, is a low pedestal or a low marker. All of the proportions and scale and the height and the widths of proposed cast in place concrete are taken from the existing flagpole overlook so it is very reminiscent and in the same character and the same style as the flagpole overlook which is at the levee wall. From the base course to the top is about 1 feet 8 inches, the cast concrete cap is about 9 inches, the width of the structure is about 12 inches , the overall length of the structure is about 8 feet. There was discussion on the location and that it could be moved in the future. The graphics will be done all in house by MnDOT staff artists. The left side panel (upstream) is intended to carry the interpretation of the bridge, the right side (downstream) that would carry graphics and text, an interpretative message, that interprets the environment or the city history or the geology. Commissioner Eastwood asked if the text has been determined yet. Mr. Weissenborn said it has not yet been determined. Don Empson and Charlene Royce came forward to be willing to put the text together to make the initial draft of the text. The Heritage Preservation Commission will have a chance to review the text. Motion by Commissioner Lieberman to approved the plan as presented and conditions of approval and that prior to completion, the final draft of the text shall be brought back to the Heritage Preservation Commission for review, seconded by Commissioner Eastwood. All in favor. Conditions of Approval: 1. All revisions to the approved plan shall be reviewed and approved by the Heritage Preservation Commission. MnDot has offered to bring a full scale mock up prior to completion. Case No. DR/03 -57. Design review of temporary signage for the Lofts construction site. Site located at 501 North Main Street. Michael Russ, applicant. Page 3 0 . City of Stillwater Heritage Preservation Commission October 6, 2003 The applicant is requesting design approval of temporary signage around the Lofts construction site. The material of the banners would be mesh fabric. All the banners would be five feet in height (see attached site plan for banner placement). The applicant has used the words "The Lofts" in more than one place on the banners. The sign ordinance allows for one name of the project to be on the side that faces the street. Staff has added this on the request as a condition of approval. Mr. Russ requested after further discussion with Ms. Fitzgerald that the name it wouldn't be on the front but the side panel, which would be the south side. Motion by Commissioner Johnson, seconded by Commissioner Peterson to approve the request as presented with conditions of approval with the "Lofts of Stillwater" only once on the sign and that being on the side facing south. All in favor. Conditions of Approval: 1. All revisions to the approved plan shall be reviewed and approved by the Heritage Preservation Commission. 2. The words "The Lofts" shall appear only once and only on the street side of the banner. Case No. DR/03 -58. Design review of exterior modifications for the Legion Hall located at 103 South Third Street. Charlie Drake, applicant. The applicant is requesting design review for exterior modifications to the Hall. The proposal is to replace the soffits and fascia. New siding would be a light tan; similar to the color it was before the dark color was applied . Three windows will be replaced on the north side of the building. The new windows will be similar to the replaced ones. Mr. Drake presented the colors proposed for the siding. Mr. Drake also requested having the awning restored with a one to one slope. Motion by Commissioner Johnson to approved the plans as presented with conditions of approval based on color samples and locations as submitted and that we concur in general concept the awnings similar to that of the 1920s picture submitted would be considered but would come before the Commission for further review, seconded by Commissioner Hark. City of $ti1(water Heritage Preservation Cc mmission October 6, 2003 Three windows on the north side of the building have rotted out and it is being requested to shorten the windows to get them off the roof. It was suggested that a metal flashing be used instead of shortening the windows. A sash window is to be used to fit the proportions of the rest of windows. Commissioner Johnson added to his motion that the windows be replaced as sash window of similar size and location as the ones that are in place, seconded by Commissioner Hark. Conditions of Approval: 3. All revisions to the approved plan shall be reviewed and approved by the Heritage Preservation Commission. Case No. DR/03 -59. Design review of exterior signage for TLC Foods located at 1501 Stillwater Blvd. Lori Kroeger, applicant. The applicant is requesting design approval of a sign for a new low carb Grocery store. The channel lit sign will be black with yellow trim. The applicant can install a 20 square foot sign according to the sign ordinance. The proposed sign is slightly less than 20 square feet. Commissioner Johnson made some suggestions on the location of the sign such as carrying through the sign band from the next building for consistency. Commissioner Lieberman suggested making the sign issue as one item for the agenda. Because technically, if you approve one, it sets a standard for others. Motion by Commissioner Johnson to approve the sign as submitted with conditions of approval but the location of the sign be down in the horizontal band below the triangle directly above the door, seconded by Commissioner Tomten. All in favor. Conditions of Approval: 4. All revisions to the approved plan shall be reviewed and approved by the Heritage Preservation Commission. 5. No additional signage. Case No. DR /03 -60. Design review of exterior signage for Roly Poly located at 1401- 1501 Stillwater Blvd. Tri Management, applicant. Page 5 0 i City of Stillwater Heritage Preservation Commission October 6, 2003 The applicant is requesting design approval for a new business that is replacing "The Vet Doctor" in the strip center. The new business is called Roly Poly, a rolled sandwich shop. Signage will consist of channel lettering on a raceway. The lettering will be red for "Roly Poly" with blue lettering for "Sandwiches ". This will be on one side of the existing canopy. The word "Sandwiches" will be on the other side of the canopy in blue lettering. Ms. Fitzgerald said that the applicant patterned the signage after The Pet Doctor that was there before. Motion by Commissioner Hark to approve the plans as conditioned, seconded by Commissioner Tomten. All in favor. Conditions of Approval: 6. All revisions to the approved plan shall be reviewed and approved by the Heritage Preservation Commission. 7. Size of sign shall meet Sign Ordinance regulations for the zoning district. 8. No additional signage. Case No. DR/03 -61. Design review of freestanding sign for Long Lake Villas located at 2825 Long Lake Drive. Jim Kaczrowski, Signs by Tomorrow, applicant. This case only needed staff approval because it is right outside of the business park. Case No. DR/03 -62. Design review of an office building, headquarters for Midwest Lumber, located at 17XX Tower Drive. Bob Nuffort, applicant. The applicant is requesting design review for a 6,500 square foot office building that will be the headquarters for Midwest Lumber Minnesota, Inc. The building will house Midwest Lumber sales and administration staff and 1,000 square feet of the structure will be for general storage for records and trade show displays. There will be no retail or wholesale sales from the building; nor will there be any outside storage. Building materials will consist of stone for the base of the building and the upper area of the building will be a combination of cedar lap siding and cedar shakes. The roof will be 25 year GAF textured shingles, most likely a weatherwood color. The trash receptacle will be enclosed and located on the north side of the property. Utilities will be inside of the building except for a couple of residential type condenser units that will be at the back of the building. There will be some downlighting in the soffit at the entry of the building, no other lighting on the structure. Parking lot fixtures will be 25 foot high shoebox type. Parking spaces, by the zoning ordinance, should have 22. The site plan shows 32. Page 6 0 0 Cii ty of St i 1 Iwater Heritage Preservation Commission October 6, 2003 A freestanding sign is proposed. The stone columns are about 4 feet high that support the 3 foot by 8 foot interior lit sign. The sign will have a white background with black lettering and a green tree. Mr. Nuffort was present to answer questions. There was a question on the materials being used. There is a belt line on the base around the perimeter of the building and below that is horizontal lap siding and shake cedar above. The idea is to display some of the material that they are selling. Field stone is on the corners and on the front elevation facing Tower Drive. A question on how the materials are changed and it goes to back to one of the design guidelines criteria which is about design consistency on all four sides of the building. Stone starts and stops at different height elevations then the transitions between the siding styles and then on the both the east and west elevations are transition at the edge of the window. This could perhaps be handled more consistently with the other transition whether it is lowered and pick up the same belt line as the other transition. More uniformity between the belt line being created by the stone and the lap siding. The colors will be a more natural wood look. Part of the concept is to have a nice rustic look to the building. Carriage style doors will be used. Materials for trash enclosure will be the same type of materials as the building to blend into the structure. Light fixtures will be for security. On the building on the west elevation under the canopy downlit lighting will be used such as a wall sconce or a hanging fixture. No lighting on the east elevation. Sconces on either side of the door on the garage. Mechanical equipment will be in the back of the building or on the east elevation. Landscaping would be put around the mechanical equipment. An internally illuminated sign with white background and black lettering is hard to read than a black background with white lettering. It one makes the letters jump out and easier to read and two it also cuts down on light pollution as well. The sign is a full metal champagne colored cabinet the darker letters are backlit and illuminated within the sign case itself. All you will see is the lit letters. A setback requirement for the sign is required which is 15 feet from the front and side property lines. Page 7 0 0 City of Stillwater Heritage Preservation Commission October 6, 2003 Motion by Commissioner Tomten to approve the plan as presented with conditions approval plus three additional conditions. No. 18 A revision in the stone and wood transition at the south, east and west elevation of the building the transition between the different siding materials is more consistent. No. 19 The material for the trash enclosure be wood finish material similar to the building. No. 20 Changing the language about the monument sign that the background would be opaque and the lettering system would be translucent part of the sign, and Condition of approval No 2 and 14 shall be removed, seconded by Commissioner Johnson. All in favor. Conditions of Approval: 1. All utilities shall be completely screened from public view. 9. A lighting plan showing the fixture type, height, location and exterior lighting intensity shall be submitted with building permit plans for Planning Director approval. All lighting shall be directed away from the street and adjacent properties. Light sources shall be shielded from direct view and protected form damage by vehicles. 10. All landscaping shall be installed before utility release or final project inspection. No project shall be phased unless approval is granted by the Planning Commission. 11. Continuous concrete curbing shall be installed to separate parking areas from landscape areas. 12. Handicapped parking spaces and signage, in compliance with State requirements, shall be shown on building permit plans and installed before final inspection of the project. 13. The street address of the building shall be displayed in a location conspicuous from the public street. 14. The trash enclosure shall be made of a sturdy opaque masonry material, with trash receptacles screened from view and compatible,with the color and materials of the project. 15. All trees required to remain on site, as indicated on the plans, shall be protected by fencing or other necessary measures shall be taken to prevent damage during construction activity. 16. No roof equipment shall be visible to the general public. 17. All gutters, downspouts, flashings, etc. shall be painted to match the color of the adjacent surface. 18. Construction projects shall conform to the City's Noise ordinance. Construction during the dry season shall mitigate excess dust problems. 19. A sign permit shall be required for all project signs. 20. Grading and drainage plan to be approved by City Engineer before building permits are issued. All security lights on building shall be downlit. 23. A sign permit is required for signage. 24. All exterior modifications to the approved plan are to be reviewed by Community Development Director. Case No. DR/03 -63. Design review of a 112 -unit condominium located between North Main Street and North Second Street, north of Mulberry Street. Architectural Network Inc., Michael Hoefler, applicant The request is for design review of a 112 -unit condominium with retail on the street on Main Street. The applicants will be appearing before the Planning Commission on October 13 to request a Special Use Permit and Variances to the height ordinance, 4 stories required, 6 stories requested; and to building in the floodplain. The number of floors for the condominiums is 5 stories, with a party room being the 6th floor. The structure's facade will be primarily brick and stucco. All the balconies will have ornamental iron guardrails. All lighting will be down lighting. The mechanical utilities will be inside the building, along with the trash receptacles. All parking will be underground with the ingress and egress midway up Mulberry Street. The required amount of parking spaces for this complex is 282; they show 282 underground spaces. The six story building is designed in a u- shape, with the interior plaza being used to recreational activities. There is a park area along South 2nd Street that will be open to the public. The first floor on the Main Street side will be retail shops. Mr. Hoefler presented his request to the Commission. A lot of time and consideration was spent on the design of this project. Numerous obtions were considered, different types of housing such as road housing to inline buildings to extending buildings back to Second Street and looking at different heights and providing road housing along Second Street. It was determined to keep the viewing corridors of the existing neighborhood consistent with what they have, they pulled the building in on all four sides and created six different zones. The setbacks of Main Street are 10 feet. Internally, the courtyard area all of the condominiums that front the plaza with a generous amount of landscaping, pavilion buildings as well potentially a tennis court and a swimming pool. They are working with the fire department to have an access way for fire trucks. There is about 11,000 square feet of retail fronting Main Street. The entrance to the Page 9 0 0 City of Sti1Iwater Heritage Preservation Commission October 6, 2003 parking ramp is off of Mulberry Street that basically would ramp down slightly to parking which is at the same level as the Main Street elevation retail. Parking is circulating within the parking structure itself. Commissioner Lieberman said that this design approval is conceptual design approval. Motion by Commissioner for conceptually approval with conditions of approval and with additional conditions that the applicant return with a more detail on the lighting of the building, as well as the first floor elevation commercial space, to limit the parapet and building of four stories along the vertical plane of Main Street and step back between 8 and 10 feet of the fifth story from that vertical plane and return to the commission with some details on how to accomplish the parapet and the railings and the privacy barriers and the upper level treatment to accomplish that, seconded by Commissioner . All in favor. Conditions of Approval: 25. Limit parapet to the 4I" story, to show a vertical plane of the building of 4 stories and if Variance is granted by the Planning Commission, the 5`h story shall be stepped back 10 from the parapet. 26. Details of first story public space and merchant space shall be reviewed and approved by the HPC. 27. All utilities shall be completely screened from public view. 28. A lighting plan showing the building fixture type, height, location and exterior lighting intensity shall be submitted for Heritage Preservation approval. The Commissioner would like to have the text of the building approved by them. An exact brick match would be difficult and that other methods would be better historically. A one course of stone base, a cast stone or a limestone, and then wood above that. The consensus is that the brick would never really match so to avoid using brick. Ms. Fitzgerald will call the applicant with the Commission's suggestions. Page 11 0 0 City of Stillwater Heritage Preservation Commission October 6, 2003 Motion by Commissioner Tomten to deny the request using the brick but consult with the owner about using a combination stone and and /or wood in lieu of brick. Consultation services are available from Commissioner Johnson. Prior to completion of the plaque, the text will be brought before the Commission to assure its historic accuracy. Commissioner Peterson has offered to check for the accuracy, seconded by Commissioner Johnson. All favor. Case No. DR/03 -55. Motion by Commissioner Peterson, to approve the sign with conditions and to have staff talk with the owners about the sign ordinance and the process, seconded by Commissioner Hark. All in favor. Conditions of Approval: 46.All revisions to the approved plan shall be reviewed and approved by the Heritage Preservation Commission. 47. No additional signage. Case No. DR/03 -61. Design review of freestanding sign for Long Lake Villas located at 2825 Long Lake Drive. Jim Kaczrowski, Signs by Tomorrow, applicant. The PUD came before the commission for design approval and that the sign would come before the commission for design approval. The sign is nonilluminated, it is free standing, it is 48 inches high by 98 inches wide. This is their rental sign. It is permanent. It was reviewed and approved by staff. Page 12 0 • City of Stillwater Heritage Preservation Commission October 6, 2003 Settlers Park discussion on the monument. This is the park in Liberty that has a band shelter. When Paula Kroening this property to the developers one of the agreements is that they would have some sort of a plaque or monument in Settlers Park talking about the history of the park. Ms. Kroening would like to work with the Commission to come up with some text. Ms. Fitzgerald will invite Ms. Kroening to the next HPC meeting. The Historical Society of Washington County has endorsed this marker. Commissioner Lieberman talked about how the Commission should stay actively engaged in the meetings and process involving the Downtown Plan Update.
