Stillwater Charter Commission
Meeting Minutes
January 22,1996
The Stillwater Charter Commission met on January 22, 1996, at 7:30 p.m. in the Fire Hall
Training Room. Chair Laurie Maher called the meeting to order at 8:00 p.m.
Present were Laurie Maher, Tim Old, and John Rheinberger.
John Rheinberger moved to accept John Tunheim's resignation with many regrets. Tim Old
seconded. Motion passed. Laurie Maher will write to Mr. Tunheim to thank him for his
contnbutions to thIs Commission.

Vice Mayor/Boards & Commission Appointments
The proposed charter change regarding Vice Mayor appointment was discussed. At the
workshop with the City Council, council members requested to have the option to return
to serving as a ward council representative, if one so chose, after serving as Vice Mayor.
John Rheinberger was in favor of not allowing the Vice Mayor to return to his council
representative position. He would either have to run for Mayor or run for council from
his ward again when the next general election occurred. Laurie Maher and Tim Old
tended to favor allowing them to return to being a council member without going through
another election. It was decided to ask Dave Magnuson to draft the two versions of the
provision for the Commission to consider in February.
It was also agreed that the suggestion by the Council to elect a new Mayor at the next
general election (which occur every two years) was a good one.
Conflict of Interest
Tim Old and Howard Lieberman will rework the Conflict ofInterest provision. Mr. Old
strongly felt that such a provision needs to be established especially after hearing some of
the disclosures which surfaced at the Council workshop.
Tim Old moved to adjourn. John Rheinberger seconded. Meeting adjourned.
