Charter Commission Public Hearing July 17, 1996 Present: Laurie Maher, chairman Kathy Czar, Steve Keister, Howard Lieberman, Tim Old, Mary Ruch, and Don Valsvik Absent: Nancy Purcell and Richard Slivik The Charter Commission held a public hearing on proposed ward boundary changes in the Garden Room of Trinity Lutheran Church on July 17, 1996. Laurie Maher called the meeting to order at 7:25 p.m. There was no one present for the public hearing. Ms. Maher explained the current ward assignments as well as the requirement that ward populations must be within plus or minus 5 percent of each other. She also noted the 1990 census figures are the most recent figures available; the county was unable to provide any updated information, she said. Mr. Keister, seconded by Mr. Lieberman, put forth the following resolution: Based on the 1990 census and in the absence of any updated census information, the Charter Commission resolves to place the Stillwater Golf Course area included in the phase 1 annexation area in Ward 2, with all the remainder of the phase 1 annexation area in Ward 4. Roll call vote was taken: Kathy Czar, yes; Steve Keister, yes; Howard lieberman, yes; Laurie Maher, no; Tim Old, yes; Mary Ruch, yes; Don Valsvik, yes. During the discussion, members expressed concern about the timing of the hearing after filings for election had closed and being put in the position of having to "rubber stamp" the ward assignments to avoid the possibility of a lawsuit. With the likelihood of additional ward changes in the near future as annexation and development occurs, members discussed ways of avoiding a similar situation in the future. Ms. Maher will write a letter to the City Council advising the Council of the Commission members' concerns, along with the request that the Council be more sensitive to such issues in the future. It was also agreed that getting updated population figures should be a priority in order to be prepared for future ward assignments/changes. .. . . . Mr. Lieberman updated members on the proposal to hold a retreat. Members agreed that it would be preferable to hold the retreat in September, and agreed that it would be a good idea to have a facilitator. It also was agreed that the city manager form of government should be the Commission's next major discussion topic. Mary Ruch, seconded by Tim Old, moved to adjourn the meeting at 8:25 p.m.; all in favor.
