Jeff called the meeting to order at 8:34 a.m.

Jeff presented the agenda and requested an agenda item concerning wedding parking
at the St. Croix Boat & Packet Co be added. A motion was made and seconded to
approve the amended agenda. The motion passed in an unanimous voice vote.
approval of May minutes
A motion was made and seconded to approve the May 19, 2011 meeting minutes. The
motion passed in a unanimous voice vote. (There was no June meeting.)
David will forward the approved minutes
to the Stillwater city clerk.
parking for downtown
residents
Bill presented a request from Eric Beaudry, a downtown resident, that Parking Lot 3
become a 24 -hour permit lot. In the background information Bill stated that currently
Main Street residents between Nelson and Myrtle tend to park in Lot 4 (east of Water
Street) because it is the closet 24 -hour permit lot for many of the residents. However,
this lot is very popular with special event organizers (and special events parking
preempts residential permit parking), so Lot 4 is not usable for residential parking
during much of the summer.
After discussion a motion was made and seconded to temporarily allow downtown
residents to use their 24 -hour permits in Parking Lot 3 during special events.
Downtown residents will present suggestions for a permanent solution no later then
the November meeting. The motion passed in a unanimous voice vote.

parking ramp camera change
out
Bill presented information from city planner Michael Pogge on the Ramp Video
Surveillance System. The Video Surveillance System has been operating at the ramp
since March. The system has been invaluable in dramatically reducing the number of
incidents and stopping the breaking of arm gates. However, the camera on the upper
deck of the ramp that monitors 3rd Street entry and exit is less then desirable. The
contractor agrees and is willing to replace it with the quality of camera that should

have been installed in the first place and give us full credit for the old camera. A
motion was made and seconded to upgrade the quality of the camera in that location
for a cost of $1,363. The motion passed in a unanimous voice vote.

Bill presented the concern of a downtown visitor who had received a parking ticket.
The visitor had received a free parking pass as a wedding guest from the St. Croix
Boat & Packet Co. as part of a wedding package. However, the visitor had not parked
in the area stated on the pass and had received a ticket. After discussion Dennis said
he would contact the owner of St. Croix Boat & Packet Co. to come up with a
solution.

decisions
Bill updated the commission on the following recent city council actions pertaining to
parking commission recommendations:
• The city council approved the recommended fee system for the Lowell Inn.
• The city council approved the recommendation that the fee for Summer Tuesdays
be the same as the fee approved for Cruisin' on the St. Croix.

Doug asked if Stillwater is a "user- friendly city" and spoke to the changes going on in
the city. There was much discussion about the topic but no action was taken.

RE: No- Parking request for Pine Street east of 2' Street
BACKGROUN D
Bill Fredell of 408 Quarry Lane has requested that the City post one side of Pine Street east of 2nd
Street as a "No Parking" zone. Since the center line of Pine Street is the boundary of the
Downtown Parking District, the Downtown Parking Commission should consider the request and
make a recommendation to the City Council.
The Traffic Safety Committee will also review the request and forward a recommendation to the
City Council.
DISCUSSION
As with most residential streets in Stillwater, when cars are allowed to park on both sides of the
street the through lanes are fairly narrow. But, since traffic volumes are relatively low in most
residential neighborhoods, motorists can usually work together to pass by each other. In this
instance traffic volumes are fairly high due to Andersen Windows commuting traffic. The result is a
decrease in the number of opportunities to pass by each other. Therefore, Mr. Fredell has asked
the City to consider posting one side or the other of Pine Street east of 2' Street as a "no parking"
zone.
As seen in the attached air photo, the north side of Pine Street west of 2' Street (in front of Cub
Foods) is already posted as a "No Parking" zone. So if a parking prohibition is acceptable in the
subject block, it would make sense to continue it along the north side of the street.
The Public Works Director has reviewed the request and finds it reasonable to continue the "no
parking" zone on the north side of Pine Street east of 2' Street.
ACTION
The Parking Commission should consider the request for no- parking and make a recommendation
to the City Council.

This last Wednesday I spoke with you about two different traffic issues on the South Hill.
To begin with, to establish my point of view, I live at 408 Quarry Lane, just off the
intersection of South Broadway Street and Sixth Avenue South. I have noted a large
number of vehicles coming down the hill on Sixth Avenue South and continuing north on
South Broadway at what appears to be a speed over thirty miles per hour. The road
curves to the left as Sixth Avenue becomes South Broadway, and many vehicles cross
over and are actually in the oncoming lane. There is an added issue in that Triangle Park
is on the left. There is usually activity in the park during the day and the evening
including small children. It would be helpful to paint a solid yellow line at the curve and
also to find a way to reduce the speed of the vehicles coming down Sixth Avenue.
The other issue is a bit more difficult to explain. Pine Street, between South Broadway
Street and 2 "d Street is somewhat narrow. If cars are parked on both sides of the street,
there is really only one lane, so that vehicles can only go in one direction or the other. It
is impossible for two vehicles to get by each other. The street is busier than one would
expect it to be. It could be especially problematic if an emergency vehicle needed to get
through. It should be quite simple to make one side or the other no parking. This should
not restrict residents on that one block, as there is only one residence on the south side of
the street, and only two homes on the north side. All have adequate off street parking.
Cub Foods has its administrative offices on the north side of the street in the block to the
west between 2 "d Street and 3rd Street. That side of the street is already a no parking zone.
The south side of the street is parking for residents only. Cub Foods has adequate parking
behind the building or across 3rd Street.
I would like to see these two traffic issues improved. I would be happy to attend your

RE: Update on Council Decisions
INTRO
Many requests that come before the Downtown Parking Commission are forwarded to the City
Council with a recommended action. This memorandum updates the Commission on the decisions
made by the Council on those requests.
DECISIONS
1. Residential Parking Permit for Parking Ramp
a. Request
A second resident of Rivertown Commons asked for a residential pass in the
parking ramp. This is in addition to the 8 spaces permanently reserved for
the apartment building.
b. Parking Commission Recommendation
Due to quick turnaround time required, the Parking Commission did not
have the opportunity to make a recommendation. However, staff
recommended denial for several reasons. 1) The Parking Commission
recommended denial on a similar request earlier this year. 2) Owners of
Rivertown Commons could address the situation themselves by adding five
spaces to their private parking lot. 3) The Parking Commission offered an
interim solution until ownership could build the new spaces - residents/staff
could use the city's gravel lot at Mulberry and 2 °d
c. Council Decision
Council approved the request for this summer at $25 per month. During
the winter there is already a policy in place that allows up to 17 residential
permits to be sold (in addition to the 8 permanently reserved for Rivertown
Commons). The Council asked the Parking Commission to revisit the
residential summer pass issue next spring.
2. Fall Art & Jazz Festival
a. Request
Reserve 46 spaces in Lot 4 and 46 spaces in Lot 5 all day Friday (10/7) and
Saturday (10/8). Fee as set by Resolution 2010 -204 = $1,728
b. Parking Commission Recommendation
$468 fee — Since Lots 4 and 5 are not pay lots, only charge base fee of
$3 /space /day (rather than a multiplier to account for turnover in spaces)
c. Council Decision
$468 per Parking Commission recommendation
