AGENDA 1. Approval of the June 27, 2011 minutes 2. Open Forum - The Open Forum is a portion of the meeting to address the Board on subjects which are not a part of the meeting agenda. The Board may take action or reply at the time of the statement or may give direction to staff regarding investigation of the concerns expressed. Update on Lowell Park restrooms Commission Items /Topics City of Stillwater Parks and Recreation Commission June 27, 2011 Present: Linda Amrein, chair David Brandt, Solveg Peterson, Sandy Snellman, and Mike Polehna Absent: Don Stiff, Scott Christensen, Rob McGarry, Staff present: Asst Public Works Superintendent Tim Moore Approval of Minutes Mr. Brandt, seconded by Ms. Snellman, moved to approve the May 23, 2011 minutes. Motion passed unanimously. ACTION ITEMS 2011/2012 CIP (Capital Improvement Plan) — Tim Moore referred to his memo in the packet regarding the 2011/2012 CIP. He explained that the Parks Department budget for 2012 is finished and that the 5 -year plan will be ready for the July meeting. Recommendations will go to the Council in August. Mr. Moore explained that the John Deere tractor was purchased last fall using budget sharing with the Rec Center, and that since there are multiple uses for the tractor, they would like to purchase attachments and implements to make it more efficient. Next year the Parks Department will concentrate on developing Millbrook Park. Ms. Amrein asked about the Triangle Park Playground expense. Mr. Moore replied that this project was discussed about four years ago, but never got done. The project has now been included in the budget and will be completed. He talked to Mike Pogge about having another neighborhood meeting, since it was first discussed several years ago, and Mr. Pogge indicated that he did not feel it was necessary. Regarding other items in the budget, Mr. Moore explained that the restrooms at Lily Lake were finished on the outside a month ago but still need improvements inside. He went on to say that the wide area mower was approved at the last City Council meeting, and is an attachment for John Deere tractor. In timing the difference in using a 12 -foot wide mower versus a 16 -foot wide mower, Mr. Moore found that what formerly took Parks workers one hour now takes only 15 minutes, thus saving time and fuel. A landscape trailer was purchased to follow the mower to get areas unreachable with the wider mower. He explained that the court resurfacing expense of $45,000 covers tennis and basketball courts at various parks. Mr. Brandt, seconded by Ms. Amrein, moved to accept staff recommendations to approve the 2011/2012 CIP as presented. Motion carried unanimously. Ramsey Grove Park — Mr. Moore explained that the existing wood structure has been there for over 10 years and that most cities have gone away from using wood structures in playgrounds. He stated that this one does need to be replaced, as parts are failing and the existing wood chip base is deteriorating and rotting. The structural replacement plan uses a smaller footprint, thus taking up less space. It's a good quality, heavy -duty play structure by Burke, the same manufacturer used at Legends Park last fall. $50,000 is budgeted, but the actual estimate is closer to $43,000. The existing swing set will stay, but a new teeter - totter will be added. The layout will be similar to what was there before. Ms. Amrein asked if there was space to play ball. Mr. Moore replied that the park has a small area south of the playground to play catch, and also a basketball court and a sliding hill for winter. Mr. Brandt commented that when Benson Park was redone, there was a delay between the time the old equipment was removed and the new equipment was brought in, and neighbors didn't know what was going on. Mr. Moore responded that he could send out postcards giving neighbors an overview and a time frame of Park and Recreation Board Minutes June 27, 2011 Page 2 of 2 the project. Installation will be done by the contractors, and should only take three days. Ms. Amrein said she is in favor of getting neighbors' input. Ms. Amrein, seconded by Ms. Snellman, moved to approve in concept the recommendation for replacing the playground equipment in Ramsey Grove Park, assuming that Mr. Moore gets positive or no feedback from the neighborhood. Motion passed unanimously. Commission Items/Topics • Council Member Polehna asked what was happening with upcoming events and flooding. Mr. Moore responded that Plan B is ready to go into action for 4 th of July — they will be fencing off the area of high water on the north end of the park and closing an area of the parking lot from Nelson to Mulberry to give people an area to sit and watch the fireworks. People will need to park a little farther away. Water is already surrounding the gazebo, and is not expected to go down for a few weeks. • Mr. Polehna asked if Parks had received letters from Liberty Square residents wanting a playground. Mr. Moore responded that he didn't get any letters, but that the issue will be addressed in the 5 -year CIP currently in the works. • Commission Brandt stated that he is hearing complaints about the playground at Pioneer Park regarding the lack of wood chips and the bathrooms that were vandalized. Mr. Moore said he would look into the situation, and that they planned to add more wood chips between 4 th of July and Lumberjack Days. Playground equipment in Pioneer Park is older but being heavy duty, it is holding up. • Ms. Amrein informed the commission that she will not be here for the Park Board meeting on July 25 Mr. McGarry will be asked to chair that meeting. N? ,.A C E O F M 1 4 N E S 0 I A Memo To: Parks and Recreation Commission From: Tim Moore, Assistant Public Works Superintendent Date: July 21, 2011 Re: 5 -Year CIP Proposal /Work Plan BACKGROUND At the June 27 2011 Parks and Recreation Commission meeting the commission was presented with the 2011/2012 CIP update and proposal. Attached is the memo dated June 23, 2011 listing the park and equipment proposal. The 2012 items were submitted to City Administrator Hanson as part of the 2012 Parks budget. The $313,000 request has not been approved and some may be cut. It's also planned to make improvements to south Lowell Park which include: bathroom upgrade - $200,000, irrigation system - $15,000 and utility pole replacement- $7,500 totaling $222,500. This would be used from previous years CIP Capital Outlay carryover for Lowell Park. DISCUSSION The following items are the start of a work plan approved by Parks Commission on July 28 2008. 1 have added some items which are underlined to this list that staff believes should be considered. From time to time the City of Stillwater generates a 5 -year Capital Improvement Plan (CIP) to city budget for upcoming projects that will incur major expenditures. As part of this 5 -year CIP the Parks and Recreation Commission should review this list and prioritize projects or add any items for the upcoming future. This list does not include proposed equipment purchases. This constitutes a higher percentage of the CIP budget for 2011. We will still accomplish some park improvements such as Triangle Park and Ramsey Grove playground. In 2012 we propose to concentrate on developing the Millbrook Park along with improving Northland Park ball fields, tennis and basketball courts at various parks (Lily Lake, Benson, Northland) and correcting ball field light wiring at Lily Lake. Attached is the proposed plan for Millbrook Park for your review. A neighborhood meeting will be held in late summer early fall to present the proposed plan. I am currently working on the 5 -year capital outlay plan and will bring that to the Parks Commission in July. RECOMMENDATION Staff recommends the Park and Recreation Commission approve the proposed 2011 and 2012 capital outlay expenditures. s r ater Nii R R °''..ACE. OF H1NNF. S 0 (A Memo To: Parks and Recreation Commission From: Tim Moore, Assistant Public Works Superintendent Date: July 21, 2011 Re: Triangle Park and Ramsey Grove Park We installed a sign showing the playground design approved by the Parks Commission at Triangle Park and Ramsey Grove Park. We received one comment on the Triangle Park design. They would like to have more swings anfteep the teeter totter. Due to the limited room at the park and clearance issues with this type of play equipment we can only accommodate one swing set. Below are the comments received regarding Ramsey Grove Park. • Against spending money on playgrounds when we need to clean our pond instead. • 1 absolutely love the design! My kids go to Ramsey Grove Park all the time and were sad when the big slide was damaged and eventually removed. It's a wonderful neighborhood and park and this would only make it that much nicer. Thank you (from my kids, as well) for proposing this update! • 1 like the open plan of the jungle gym ... as the existing one seems to have some concealed areas that tend to be an easy target for graffiti and vandalism. Very excited for the updated equipment! • My family and I live on the West side of the park, by the sledding hill. We like the design (especially the three slides!). We would love to have monkey bars back, and maybe a couple of shade trees near the playground, but we are very grateful to the Stillwater parks dept for the new equipment. We have watched Ramsey Grove park disintegrate significantly over the last few years. We and our neighbors with children used to go there every day; now we rarely do, even though our children are still elementary school age. There has been a noticeable decline in the number of families and children who come to the park as the playground has fallen into disrepair and teenagers have made it the park to use as a smoking, loitering, and drinking hangout. We hope this new equipment will give the park new life and allow our neighborhood families to reclaim it as a place for our children. "thank you so much for your efforts and for asking for our feedback. Even before this upgrade of the park, I think a painted crosswalk over Myrtle St. is long overdue. It's a very busy street for children to cross with the traffic.
