A motion was made and seconded to approve the agenda as presented. The motion

Stillwater trolley parking
permit renewal
Bill presented a request from Bob Raleigh of Stillwater Trolley Co. to have his 2011
on- street parking permit approved for his two trolleys. City staff recommended
approving these permits at a rate of $645 for each of the two trolleys. (It was thought
fair to charge Stillwater Trolley Co the same as Trolley Tours LLC , whose rate had
previously been approved by the Commission and the City Council.) A motion was
made and seconded to approve this request at a cost of $645 for each of the two
spaces for a total of $1,290. The motion passed in a unanimous voice vote.
Bill will forward the recommendation to
the City Council.
Lowell Inn agreement for
parking ramp
Bill presented a proposal from the Lowell Inn to pay 1% of its gross annual sales as
its annual parking ramp usage fee. They requested this change as the current
arrangement of tracking ramp usage and submitting reports to the City is complicated
and time consuming After discussion a motion was made and seconded for the City
to enter into an agreement to set the Lowell Inn's parking ramp fee at 1% of gross
annual sales, or the 2011 estimated fee schedule amount of $9,410, whichever is
greater. Conditions of the agreement include that the base rate (fee schedule) would
increase as the City increases ramp usage fees and the City's Finance Director would
verify The Lowell Inn's tax returns of gross annual sales. In return the Lowell Inn
would no longer have to track its ramp usage or submit reports to the City. The
motion passed in a unanimous voice vote.
Bill will forward the recommendation to
the City Council.

update on new parking ramp

Bill briefly updated the Commission on the ramp cleaning and installation of the new
equipment; both updates were included in the Parking Ramp Update newsletter. He
said the new ticket dispenser and proxy card readers are installed and working well.
As part of the system, businesses can buy a validater from the City to validate
customer parking ramp tickets. Aimee complimented Bill and Mike Pogge on their
recently published article, in the city's newsletter, on downtown parking. She also
complimented Bill on the work he did on the "Parking Ramp Update" which had just
been published.
Rumble on the Deck
Bill presented the Freight House's plan for the 16 annual Rumble on the Deck this
July 14 They want to reserve Lot 3 from 3 PM to 10 PM. A motion was made and
seconded to approve the request, charging the established fee of $9 /day /parking spot
for a total of $225. The motion passed in a unanimous voice vote.
Bill will forward the recommendation to
the City Council.

Gerald informed the commission that the Stillwater Convention and Visitors Bureau
is purchasing bulk parking passes and using them as part of a plan to track
effectiveness of ads by placing them in gift bags to visitors.
Dennis said some of the lots need striping and wanted to know if the Commission is
willing to fund it. The Commission had questions about costs, specific lots, and the
funds available.
At the next meeting John will have
information on the Enterprise Fund to
assist with the decision on whether or
not to stripe some parking lots.
Update on City Council
decisions
Bill updated the commission on recent City Council actions pertaining to parking
commission recommendations:
• Art Fair: The Council approved the application at a cost of $2,313; the
Commission had recommended the cost be $3,627.
• Mr. Okerman's request: The Council approved his request at the real operational
cost of $25 a month through this season.

Re: Ramp Video Surveillance System
Message:
The Video Surveillance System has been operating at the ramp since March. During this
time no gate arms have been broken and the number of incidents has fallen dramatically
compared to a year earlier. Additionally, the system has been invaluable in helping
identify individuals who have caused issues at the ramp. Overall, staff has been very
happy with the system.
The camera on the upper deck of the ramp that monitors the 3 Street entry and exit gate is
less than desirable. Due to the angle of the camera and the distance from the gate arm the
image is distorted making it impossible to read license plates and make out people entering
the ramp using that entry point. The camera is useless as is.
Our contractor agrees that the camera is not performing well. They have proposed
replacing the fixed dome camera with a higher resolution box camera. They have agreed to
buy back the existing camera at the price we paid ($1,610) for it as part of the change out.
The new camera costs $2,973 installed. The City's cost for the new camera is $1,363 (camera
cost minus credit for the old camera). There are a number of reasons the new camera costs
more including:
1. The new camera is a higher resolution camera
2. The new camera lens will have a higher zoom factor
3. Unlike the existing dome camera that has a built in heater the new camera
requires a separate heater and external power supply, which adds cost.
If the equipment would have been originally specified correctly, this is the camera we
would have selected. Since the vendor is willing to buy back our old camera at the City's
original cost, we are recommending that proceed with swapping out the camera at a cost of
$1,363.

There are a number of ways to respond to the request. They include:
The Parking Commission should consider choosing a course of action.

Currently Main Street residents between Nelson and Myrtle tend to park in Lot 4 (east of Water
Street Inn) because it is the closest 24 hour permit lot for many of them. However, the lot is
very popular with special events organizers. Because of the number of special events that
preempt residential permit parking, Lot 4 is not useable for residential parking during much of
the summer. For example, many Tuesday evenings are eliminated by Summer Tuesdays. Most
Wednesdays are eliminated by Crusin' on the Croix. The 4 of July and Lumberjack Days
reserve the lot.
The many events force residents to park further away in Lots 5, 7, 12 or 13. Therefore, Eric
Beaudry, a downtown resident, recently requested that Parking Lot 3 become a 24 hour lot by
permit.
1. Consider making Lot 3 a 24 hour permit lot as requested.
2. Consider making one row of parking in Lot 3 available by permit on a 24 hour basis.
3. Consider pursuing either of the first two courses of action, but charging $25 or $30 a
month for these premium 24 hour permit spots instead of the standard $10 per month
permit fee. In return for the extra fee, vehicles for these permit spaces would not be
booted every time there is an event in the lot. Or at least give these permit holders a
week notice if they are going to be preempted by an event.
4. Leave the status of each of the downtown lots as they are.

circled parking lots (4, 5, 7, 11, 12, 13 & 14) for 24 hours. Note: Lot 7 has permit
