The City of Stillwater Parks and Recreation Commission will meet on Monday, May 23, 2011, at
7:00 p.m. in the Council Chambers of Stillwater City Hall, 216 North Fourth Street.

Ms. Amrein called the meeting to order at 7 p.m.
Approval of minutes: Mr. Amrein noted a typo on page 1 (wants instead of want), page 2
(move rather than more) of the minutes of Feb. 28, 2011. Mr. Brandt, seconded by Ms.
Snellman, moved to approve the minutes of Feb. 28, 2011, as corrected. Motion passed
unanimously. Ms. Amrein noted a typo on page 1 of the March 28, 2011, minutes (a, rather than
as). Ms. Snellman, seconded by Mr. McGarry, moved to approve the minutes of March 28,
2011, as corrected. Motion passed unanimously.

ACTION ITEMS
PROS (Parks, Recreation or Open Space) Zoning District
Mr. Pogge gave a power point presentation regarding the proposed new zoning district. He
noted this is the result of the City's updated Comprehensive Plan and the need to correct
inconsistencies in the current zoning map to make it consistent with the future land use map. He
said the new PROS zoning district will create an additional layer of protection for park, open
space, athletic fields, trails, etc. that currently are zoned residential, commercial or industrial. He
said most of the properties proposed to be rezoned PROS are City -owned parcels, but there are
a few privately -owned properties included. He noted that the rezoning will not give any public
ownership or public rights to those privately held parcels. He said there is a total of 303
properties proposed to be rezoned to the new classification. He highlighted the components of
the new zoning classification including: purpose, allowable uses and minimum standards related
to lot size, setbacks, maximum height and impervious surface. He noted that the Planning
Commission had expressed concerns regarding the proposed 50' front setback as a number of
existing park structures are closer than 50' to the right -of -way; he said staff is proposing revised
language that would retain the 50' front yard setback but allow a structure to be closer by
special use permit. Ms. Amrein said the language regarding the performance standards implies
that the impervious surface coverage must be at least 25% of a site, rather than a maximum
allowable impervious coverage of 25 %; Mr. Pogge agreed that it might be good to clarify that.
There was some discussion of permitted uses; Mr. Pogge said the intent is to provide public
notice of uses other than normal park activities that might be incompatible with the
neighborhood. Mr. Pogge briefly spoke of the remaining properties that will be rezoned to a
classification other than PROS, noting that the rezoning will recognize the current uses. Mr.
Pogge noted that properties were removed from the list of those to be rezoned if an owner
objected to the new classification. In discussion, members commented that this proposal
recognizes existing use and desired future uses and provides protection for areas like the golf
courses that could be developed if the zoning were not changed. Ms. Snellman moved to
approve the proposed Parks, Recreation and Open Space zoning district as presented. Mr.
McGarry seconded the motion; motion passed unanimously.

North Lowell Park and pedestrian walkway
Mr. Pogge reviewed changes to the plans made subsequent to the March 28 open house. He
noted comments at the open house clearly favored the straight alignment for the walkway and
the design team is proceeding in that direction. He noted that comments at the open house
indicated a preference for a more formal plaza concept, while the City Council had previously
expressed preference for a more natural concept. Subsequent to the open house, plans were
brought back to the Council and the Council directed staff to proceed with the formal plaza
concept, he said. Mr. Pogge said another change made based on comments at the open house
was to move the location of the restroom west of Water Street. He also spoke to the design of
the restroom and the preference, from an historical perspective, for an industrial appearance in
keeping with the character of downtown north of Myrtle Street. He said the City Council is not in
favor of the industrial /commercial design and prefers a Victorian style building. Mr. Pogge said
one of the concerns with the Victorian design is the roof pitch and impact on the viewshed; he
said the intent is to provide additional building designs to the Council, Heritage Preservation
Commission and the Parks Commission. Mr. Pogge pointed out that due to its location in the
floodplain, the building foundation is limited to 500 square feet, which does present design
challenges. Mr. Pogge said staff still believes construction could begin in August /September.
Ms. Amrein asked about the connection to the bike trail and whether people would be able to
bike through the plaza area; Mr. Pogge said it would be signed as a walk zone. Ms. Snellman
expressed concern about one of the parking areas that has no outlet; Mr. Pogge said one of the
intents of that design is to eliminate openings to Main Street. Mr. Brandt asked about the area
that was the previous location for a restroom east of Water Street; Mr. Pogge said that would be
redesigned and kept formal, open space. Mr. Pogge pointed out the intent of the parking lot
designs is to provide space that lends itself to both smaller and larger events and provides
connections between the lots and plaza. There was discussion of parking issues as well as the
potential impact of the new state trail. Mr. Christensen questioned the motorcycle parking lot;
Mr. Pogge said part of the reason for that lot is for flood protection considerations and also
suggested it might be used for bicycle parking in future. Mr. Moore and Mr. Polehna spoke of
the current status of the Corps' levee project. No action was taken.
Rivertown Art Festival
Mr. Moore said there are not many changes to plans; he said the event seems to be working
fairly well from the City's standpoint. Mr. Brandt asked if the recycling containers would be
available; Mr. Moore said he wasn't sure if that would be available for the art fair but said things
are moving along well with that effort and it is hoped containers will be in the parks by the end of
May. Mr. Moore noted that according to the City's contract with Waste Management, the
recyclables don't have to be separated, the City only needs to have a separate container and
separate dumpster. Mr. Brandt moved to approve the Rivertown Arts Festival application as
presented. Mr. McGarry seconded the motion. There was discussion as to the date of the
application. Mr. McGarry pointed out according to the new special events procedure, this is a
contract with the City, that is reviewed and approved by staff and comes to the Parks
Commission as a formality. Motion passed unanimously.
Croixwood Natural Areas prairie restoration
Mr. Moore noted that it has been decided to eliminate the east Northland area and add the area
immediately west of Northland Park to the prairie restoration project. He asked the Commission
whether to proceed with a neighborhood meeting to receive input; he said Karen Kill from
Brown's Creek Watershed District would be present to answer questions. He said he would also
like to include the wooded area on the east side of Long Lake. It was consensus to schedule the

neighborhood meeting for the May Parks Commission meeting, Ms. Amrein made that in the
form of a motion. Ms. Snellman seconded the motion; motion passed unanimously.
INFORMATIONAL ITEMS
Recycling program — Mr. Moore stated the recycling program plans are moving along and
asked whether the Commission wanted to be involved with selecting the containers. He said the
City has a grant for $30,000. It was consensus to have Mr. Moore make that decision.
Schulenberg Park frog pond — Mr. Moore told the Commission St. Croix Valley Roots and
Shoots is planning to construct a small frog pond at Schulenberg Park; he said he thought it
would be a nice feature for kids and the location is out of the primary active area of the park.
Ms. Amrein suggested it would be nice to let the neighborhood know what is going on. Mr.
Polehna questioned maintenance; Mr. Moore said this is more of a depression that collects
rainwater and will just turn back into grassy area if the project is abandoned in the future.
Teddy Bear Park and Washington Square programs — Mr. Moore said Mr. Armstrong has
graciously agreed to fund programs again this season in Teddy Bear Park and Washington
Square. He said there is some interest by Dairy Queen to help sponsor programming. A list of
programs was included in the agenda packets.
Lily Lake restrooms — Mr. Moore said construction is progressing. He provided pictures of the
exterior.
Ms. Amrein noted the next Park Board meeting will be May 23. She asked whether the annual
tour will take place in June after the regular meeting. Mr. McGarry volunteered to host the post -
tour gathering. Mr. Moore suggested inviting new Councilmember Menikheim to participate in
the tour. Mr. Moore noted that work should be going on at Millbrook Park and might be good to
include on the tour. Councilmember Polehna noted a tour of armory sites has been scheduled
and invited Park Board members to participate. Mr. Brandt asked about the status of his
membership on the Commission; Mr. Polehna stated both Mr. Brandt and Ms. Peterson had
been reappointed.
The meeting was adjourned at 8:28 p.m. on motion by Ms. Snellman, second by Mr. McGarry.

Re: Pedestrian walkway update
Message:
Attached is the current layout for the Pedestrian Walkway project and designs for the new
restroom building.
Pedestrian Walkway Layout
The attached pedestrian walkway layout is substantially completed and reflects comments staff
has received to date. There are a few minor tweaks that the designer is going to make based on
minor staff comments regarding tree spacing the eastern kiosk, and bike rack placements. Staff
would like to discuss any comments, questions or concerns with the Commission so we can
finalize the plan for a public open house in June.
Restroom Building
The council discussed various bathroom designs at their May 3' and May 17` council meetings.
Based on these discussions, the Council has directed staff to proceed with Option A while using
the building finished seen on Option B.

Re: Fire Muster Event
The Minnesota Fire Engine Club made application for a Fire Muster event to be held on
Sunday, June 26 2011 in Lowell Park from 12 pm to 5 pm. The event would feature vintage
fire trucks and would include a route from Lily Lake Park to Lowell Park, static display of parked
fire engines and a water canon display. Attached is the event application and an air photo
showing the layout of the event. The Public Works Department will provide 3 portable toilets,
8 trash receptacles, 6 regular barricades and 1 outlet for electricity. The Downtown Parking
Commission reviewed the application on April 21 Council will review at their June 7 Council
meeting. Richard Wente representing the Minnesota Fire Engine Club will be at the Park and
Recreation meeting on Monday to answer any questions.
Recommendation
The Park and Recreation Commission should review the event request and recommend to City
Council to approve the Fire Muster Event.

Parade starts at Myrtle and 4th street. After that point you can use red lights. Use

Re: Croixwood Natural Areas Prairie Restoration Open House
Background
At the February 2011 Park and Recreation Commission meeting, the Parks Commission was
given a presentation by Karen Kill from the Brown's Creek Watershed District about a potential
prairie restoration project in the Croixwood neighborhood. The Park Commission approved
and scheduled an open house to be held May 23, 2011. Notification was sent to residents
surrounding the proposed areas.
Discussion
Restoring the Croixwood natural areas to prairie will be an on -going project for the next one to
five years. This will have several benefits to the community such as restoring some of city
property to its natural prairie habitat, lower maintenance costs for the.city parks department
with less fuel consumption, labor, and equipment maintenance, and opening the area up for a
broader use by the public such as nature walks and public education.
The City of Stillwater and Brown's Creek Watershed District have been working together on a
project including estimated costs, project schedule and future maintenance for the prairie
restoration. Brown's Creek Watershed District would perform the design of the project and
purchase the seed. The City of Stillwater would match funds with labor and equipment to
complete the project. The proposed costs from Brown's Creek Watershed District are
attached.
The proposed schedule would be approval by the Parks Commission at the May 23 meeting.
Browns Creek will present the project to their funding committee the first or second week in
June and then to their board on June 13 for approval. In mid July the grass will be left to grow
longer to enable it to absorb the herbicide better. Construction would start mid to late August
with the elimination of turf grass. Some spot spraying or a controlled burn may be needed in
September to eliminate additional grass. The prairie grasses would then be planted in late
October or early November for early germination in the following spring.
Maintenance of the prairie grasses is key to its success. In the first year the City will mow the
turf grass every 2 -3 weeks, along with some spot spraying to eliminate undesirable weeds. In
the second year of maintenance the city will mow once per month to keep the undesirable
weeds from competing with the prairie grasses. The third year will consist of mowing 3 or 4
times during the growing season and spot spraying to eliminate undesirable weeds. Fourth
year and beyond the City will mow or conduct a prescribed burn if needed due to invasive
weeds. Trails will be mowed through the prairie on a regular basis to allow for public use.
Action Required
Staff recommends that the Parks & Recreation Commission gain feedback from the residents of
the Croixwood area and make recommendation to City Council.
