apartments with only 23 parking spots on the property. They mentioned residents of
this building are at least 62 years old or handicapped. Mobility and cognitive
difficulties with some residents make it important the parking spots are reserved.
Discussion by the commission surrounded the need for revenue streams to cover
operating costs for the ramp, equipment costs, short and long -term maintenance costs.
All these costs are estimated to be $345.00 a year per parking spot. The ramp was
funded by TIFF funds and therefore the focus of the ramp needs to be on economic
development.
After detailed discussion it was decided to vote on the request in three separate
motions.
1. A motion was made and seconded to recommend to the city council to grant
Rivertown Commons eight spaces. In a voice vote the motion passed 2 to 1.
2. A motion was made and seconded to recommend to the city council that spaces
granted to Rivertown Commons be reserved spaces at a cost of $25 per month per
space for 2010. The motion passed in a unanimous voice vote.

3. A motion was made and seconded to recommend to the city council that six of the
eight reserved spaces be on the north wall of Level 1 and the other two spaces be
on the abutting spaces on the east wall. The motion passed in a unanimous voice
vote.
Location of reserved ramp
Bill presented a recommendation that reserve spaces be placed along the east wall of
parking spaces
the ramp. The commission approved this recommendation and requested there be no
more than ten spaces and if city staff thinks there is a need for more that this request be
brought back to the commission.
Request for parking ramp
Bill requested that up to $8000 from the parking funds be used to pay for the cost of a

sign at the entrance to the ramp. Staff had hoped this sign would be paid for out of
constructions funds. However, it appears there may not be any extra funds for the
sign due to last minute change orders. A motion was made and seconded to approve
Bill's request. The motion passed in a unanimous voice vote.
Administrative secretarial
John explained that two of the city's administrative secretaries are retiring at the end of
assistance
January and they do a lot of support work for the parking commission. The city
council is filling in only 1.5 employee positions. The Parking commission may be
called about to assist in funding for a half of a position.
