All Commissioners present, with President O'Brien presiding. Discussion was held on the responsibility and or ownership of private and or shared service lines where there is no water main that runs down the street in front of the house. With private and or service lines, the lines and or services are connected to the closest watermain. According to the City Charter Sec 28 -2 Subd 4 it states as follows: Repair of Leaks: "The consumer or owner shall be responsible for maintaining the service pipe from the watermain into the building served. If the consumer fails to repair any leak in a service pipe within 24 hours after notice by the city, the city may turn the water off. When the waste of water great or damage is likely to result from the leak, the City shall turn off the water immediately upon the giving of notice if repair is not commenced immediately." Owners are responsible for 100% of the cost to repair or replace private or shared service lines. If owners wanted to install new water main outside of a street project the Board would split the cost of the new water main 50/50, the street repair and all other costs would be the responsibility of the owners receiving service from the new water main. If the new water main was installed during a street project to replace private or shared service line the Board would match whatever % the City of Stillwater would match for replacement of sewer, street or sidewalks included in their project, therefore on motion of Commissioner Nyberg, duly seconded by Commissioner Speedling, all voting "Aye ", the choice will be left up to the owners of the private and or shared service line There being no further business, on motion of Commissioner Nyberg, duly seconded by President O'Brien, all voting "Aye ", the meeting was adjourned.
