OPEN FORUM The Open Forum is a portion of the Heritage Preservation Commission meeting to address subjects which are not a part of the meeting agenda. The Heritage Preservation Commission may take action or reply at the time of the statement or may give direction to staff regarding investigation of the concerns expressed. ADJOURN City of Stillwater Heritage Preservation Commission November 1, 2010 Present: Howard Lieberman, Chair, Robert Goodman, Jeff Johnson, Roger Tomten and Scott Zahren Staff present: Planner Mike Pogge Absent: John Brach, Micky Cook and Reggie Krakowski Approval of minutes: Mr. Zahren, seconded by Mr. Goodman, moved approval of the October 4, 2010, minutes. Motion passed unanimously. OPEN FORUM No comments were received. DESIGN REVIEWS Case No. 2010-41 Design review of tenant signage for the building at 105 New England Place in the VC, Village Commercial District, DeMars Signs, applicant. The applicant was not present. Mr. Pogge stated he had talked with the applicant, and the applicant and owner are agreeable to all the conditions of approval, including that the master sign be generic in nature. Mr. Johnson asked whether the signage totaled 190' aggregate or 190' on both Manning and New England Place. Mr. Pogge stated they are allowed 190' on both street frontages; Mr. Johnson suggested that the language be clarified to indicate that the signage of 190' is allowed on both frontages. Mr. Tomten noted that the proportion of font to background, especially on the master signage on the trash enclosure, appears very Tight and may not be readable to traffic. Mr. Tomten suggested the applicant may want to consider whether a larger font size might be appropriate for the master sign and moved approval as conditioned. Mr. Zahren seconded the motion; motion passed unanimously. Case No. 2010-42 Design review of a 24 x 50' addition to the building at 2100 Tower Drive in the BP-O, Business Park Office District. Gregory Sandager, Abrahamson Nurseries, applicant. The applicant was not present. Mr. Pogge briefly described the plans for the new structure, which will occupy the same footprint as the former wood structure. Mr. Lieberman expressed preference for a wooden structure, rather than aluminum, as proposed. During discussion, Mr. Johnson pointed out the former structure didn't provided the desired protection for plantings during the early spring. Mr. Johnson moved to approve as submitted and conditioned. Mr. Zahren seconded the motion; motion passed unanimously. Case No. 2010-43 Design review of exterior renovations to the building at 14130 60th St. N. in the BP-C, Business Park Commercial District. Brian Larson, Larson Brenner Architects, applicant. The applicant was not present. Mr. Pogge stated this is a fairly straightforward project. He reviewed the request to replace the existing greenhouse -style windows on the front elevation and add windows on the north and west elevations of the building; the new windows will match the style and details of the existing windows, he said. He said, at this point, the plans are to touch up the paint on the building, but the applicant may come back in the future with a proposal for a new color palette. Mr. Pogge also stated the applicant will present a sign package proposal at a later date. Mr. Zahren, seconded by Mr. Tomten, moved approval as conditioned. Mr. Tomten asked about lighting plans, noting that the new use may not require as much lighting as currently exists on site. Mr. Pogge suggested that a condition be added to require submission of a lighting plan if changes are made; Mr. Tomten asked for a friendly amendment to the motion 1 City of Stillwater Heritage Preservation Commission November 1, 2010 to require submission of a lighting plan when the signage package is presented. Mr. Zahren agreed to that amendment, but questioned whether the applicant would need to submit a lighting plan if no changes are made. Mr. Pogge suggested asking the applicant to consider reducing the lighting and if the lighting is modified as requested, a plan be submitted for review and approval. Mr. Lieberman suggested the amended motion indicate that when the applicant returns with approval for the sign package, the applicant come back with a lighting plan appropriate for the new use of the building. Amended motion passed unanimously. Mr. Johnson asked whether the grandfathering rights are affected by the new use; Mr. Pogge said that would be affected only if the zoning were to change. Mr. Larson came later in the meeting. It was noted that the Commission has requested that lighting be evaluated/reconsidered in view of the new use of the building. Mr. Larson said he thought the building owner would be amenable to that. Case No. 2010-44 Design review of signage for Acorn Direct for the building at 232 Main St. N. in the CBD, Central Business District. Teresa Bignell, applicant. Mr. Pogge stated this request involves the re -facing of an existing sign. It was noted there is existing ground lighting for the sign; Mr. Tomten pointed out that in a previous discussion regarding the lighting, it was suggested that some type of shielding be considered. Mr. Johnson said he recalled there was also a suggestion that consideration be given to lighting the sign with some type of goose -neck lighting from above rather than from the ground. Mr. Tomten asked whether grandfathering rights also apply to lighting; Mr. Pogge responded in The affirmative, unless the applicant is willing to change. Mr. Zahren moved to approve the plan as conditioned with a suggestion that the applicant consider lighting of the sign to reduce glare, perhaps by utilizing a down -lighted, goose -neck fixture. Mr. Johnson seconded the motion; motion passed unanimously. NEW BUSINESS Mr. Pogge referred to the annual report to the State Preservation Office included in the agenda packet. He noted the Commission reviewed more cases than in 2009, with all cases approved. He referred to paragraphs in the report dealing with the St. Croix River crossing and the efforts regarding local designation focusing on the completion of the Heirloom Homes and Landmark Program. There was discussion of the Sierra Club's position regarding the lift bridge, with Mr. Tomten pointing out that the Sierra Club does favor preservation of the lift bridge. Mr. Pogge pointed out there is nothing in the annual report regarding the Sierra Club's position. Mr. Johnson noted that the lift bridge will have to be maintained/preserved while it continues to carry traffic. There was discussion of the National Park Service's position, as well as the impact on downtowns bypassed by new bridge crossings, and discussion on the impact on downtown Stillwater when the lift bridge was closed for maintenance in 2005. There was discussion of the condition of the lift bridge, as well as the possibility of federal legislation that may eliminate all mitigation efforts. Mr. Johnson suggested that from the HPC's perspective, he would favor continuing the continuing current method of operation, maintaining the existing bridge; he said he would rather see the lift bridge operating and maintained for the purpose of carrying traffic. Mr. Lieberman agreed with that position. Mr. Tomten pointed out that in the current Comprehensive Plan, there was a line item or paragraph requesting a traffic management study/plan before the new bridge was built; Mr. Pogge said staff has started to look at that. There was discussion of the three architects' concept of a new crossing, which incorporates the lift bridge. Director PREPARED BY: Michel Pogge, City Planner/j DISCUSSION The applicant is requesting design review and approval of a proposed projecting sign and building elevation changes for 215 Main St S. Projecting Sign The proposed projecting sign face is 27-inches tall by 36-inches wide for a total of 6.75 square feet. The sign is proposed to contain the words "The Green Room Cafe and Bar" in white and "Stillwater's Historic - Local Food & World Cuisine - Estd. Twenty - Eleven" in light yellow all on a green background. For retail storefront signs the Commercial Historic District Design Manual provides the size of signs shall be consistent with the Sign Ordinance. The zoning ordinance allows projecting signs of up to six square feet in size. The total sign of the sign face is 6.75 square feet, which exceeds the sign limits of the zoning ordinance. The proposed sign will need to be reduced or a variance would need to be obtained from the Planning Commission. 215 Main St S Page 2 Front Entry The applicant is proposing to move the exiting front entry door forward by 1'7". The door will still be 4 feet from the sidewalk in order for it not to conflict with pedestrian traffic when the door is in the open position. Internally they plan to add a second door for energy efficiency purposes. The proposed steel door is similar to the existing steel door on the building. Colors The applicant is proposing to paint all non -masonry building surfaces on the first floor a light green color with white and black accents as shown on the attached drawings. RECOMMENDATION Approval as conditioned. CONDITIONS FOR APPROVAL 1. The projecting sign shall be reduced to 6 square feet or less in size or a variance will need to be obtained from the Planning Commission to allow the signs to exceed the allowable square footage. If the signs are reduced in size, the new sign plan shall be submitted for reviewed and approved by the City Planner. 2. Masonry surfaces shall not be painted. 3. The trash dumpsters shall either be kept inside the building or in an outdoor enclosure as required by the design guidelines. If a new trash enclosure needs to be built and is to be located on a parking space then a lease shall be obtained from the City prior to locating the enclosure on City Property. 4. All revisions to the approved plan shall be reviewed and approved by the Heritage Preservation Commission. 5. No additional signage without approval of the Heritage Preservation Commission. FINDINGS The proposal meets the requirements of the zoning ordinance. The freestanding sign will replace the existing Country Inn & Suites sign. The wall sign on the south side of the building facing frontage road is new to the building. The wall signs, will be comprised of individual channel letters that will spell out "Crossings Inn & Suites" in white and yellow letters. A single box sign will say "By Grandstay" in white letters on a blue background. The sign is proposed to be 11'3" wide by 3' tall for a total square footage of a total of 33.7 square feet. The sign is proposed to be internally lit. The applicant is also requesting to replace the face of an freestanding sign to read "Crossings Inn & Suites by Grandstay". The sign face is 12' wide by 4'11" tall for a total of 59 square feet. The freestanding sign is proposed to match the height of the current sign. Normally a business is not able to place this type of sign on a property zoned RCM; however, since the sign was approved by the City in 1994 it is allowed to remain. Updatath September 2, 2006 L SALON ac5 s' 40- Memo Community Development Department To: Heritage Preservation Commission From: Michel Pogge, City Planner AAA Date: Thursday, December 02, 2010 Re: Solar Collectors Message: The City Council directed staff to review and develop guidelines related to solar collectors on residential property within the City. Attached is a draft of a proposal developed by staff. It creates specific guidelines for properties within the Neighborhood Conservation District (NCD) and sets minimum requirements for residential properties outside the NCD. The Commission should review and comment on this proposed draft. Specifically the Commission should: 1. Provide comments on the NCD guidelines. 2. Discuss what requirements should be in place outside the NCD and what if any requirements should be in place for solar collectors mounted on the roofs of residential structures outside the NCD. Staff will incorporate comments from the HPC in the proposal and depending on the level of comments, staff will forward the ordinance and guidelines to the Planning Commission for a public hearing in January. Solar Panels Appropriatelocation for -solar panels Appropriate location for solar panels Solar panels should be located to the side or rear roof planes or on a secondary structure (all gray surfaces. Solar panels shall be mounted flush with the roof. Solar panels should be located in unobtrusive places. If it is necessary to mount solar panels on a historic building, rather than apart from the building elsewhere on the site, it is essential that the panels are installed such that they do not change the character of the building. If solar panels are placed on a roof they should be designed and positioned to have a minimal effect on the character of the structure. Placement on rear facing roof planes of the primary stricture should be considered first. Design Objective Solar panels should not adversely affect the historic character of the structure to which they are being added. In order to reduce the visual impacts of solar panels as seen from the public right-of-way the following shall be followed: • Locate the solar panels away from public view when feasible. • Solar panels should be installed apart from the building or mounted on secondary building, such as a shed or garage, when feasible. • Solar panels should be located on newer construction, such as a newer wing, where possible. • Locate an attached solar panel in a manner such that it does not affect the primary roof facade elevations. • Location on a street facing roof plane of a primary structure over 50 years of age is inappropriate and thus not permitted. • Alternative technologies, such as photovoltaic shingles, may be appropriate in certain circumstances and thus allowed on a street facing roof plane on all primary structures when it is not replacing a historic roofing material such as tin, slate, or other similar materials. • Where roof mounted, solar panels shall be flush to the extent feasible. • If not attached to the building, collectors shall be located in an interior side yard or rear yard at the setback distance equal to or greater than those established for an accessory building or structure. They are not allowed in front or exterior side yards. Their total height is not permitted to exceed that of an accessory building or structure. Exposed hardware, frames and piping should have a matte finish, and compliment the color scheme of the primary structure. • Panels not attached to the building should be screened by landscaping to reduce their visibility. However, screening materials need to be selected carefully, since with sufficient height the screening may diminish the effectiveness of the collectors to receive sunlight. AN ORDINANCE AMENDING THE STILLWATER CITY CODE CHAPTER 31, ENTITLED ZONING ORDINANCE BY ADDING "SOLAR COLLECTORS" THE CITY COUNCIL OF THE CITY OF STILLWATER DOES ORDAIN: 1. Purpose. The City of Stillwater finds it necessary to regulate solar collectors in order to preserve the character of its unique residential neighborhoods and for the promotion of public health, safety and welfare. 2. Amending. City Code Chapter 31, Section 31-505 is amended by a new Subdivision 3 as follows: Subd. 3. Solar Collectors (a) Installation of solar collectors within the Neighborhood Conservation District (See City Code Ch. 22, Section 22-7, Subd. 5(7)--Heritage preservation commission, additional duties). (1) When a solar collection system is installed within the Neighborhood Conservation District, the solar collection system must satisfy the design guidelines established by City of Stillwater Resolution Number 2011-XXX and any revision to it. (b) Installation of solar collectors on a residentially zoned property outside the Neighborhood Conservation District. (1) Installation apart from a principal structure or accessory building i. When a solar collection system is installed apart from the principal structure or an accessory building, the solar collector system must meet the setback and height standards that apply to an accessory building 1. Since each zoning district may refer to accessory building slightly differently, for purposes of this subdivision, the term accessory building is intended to include height and setback standards for an accessory building, accessory structures or a garage. Whenever there are conflicting standards within a specific zoning district, the most restrictive standard is to be applied. ii. When a solar collection system is installed apart from the principal structure or an accessory building, the solar collection system is not allowed to be located within a front yard or an exterior side yard.
