S A TQiit•7 To: Parks and Recreation Commission From: Tim Moore, Assistant Public Works Superintendent Date: November 18, 2010 Re: 2011 Park Fees BACKGROUND The Parks and Recreation Commission has discussed park fees at the August 23 and October 25 meetings. At the October meeting staff was directed to create a fee schedule with existing fees charged in 2010 and proposed fees for 2011. Weddings and weekend events such as softball tournaments at Lily Lake generate more cost to city staff in both time and expenses. In some instances the city has had to pay more overtime for weekend clean up, there is also additional cost of electricity and upkeep of the facilities. City staff has additional time spent meeting with customers prior to their event for placement of their equipment and facility operation. DISCUSSION Staff proposes a $100.00 increase for weddings and $150.00 increase for ball tournaments at Lily Lake. Following is a fee schedule of existing fees charged in 2010 and proposed fees for 2011. A `„ O F M I N N f S U i A Memo To: Parks and Recreation Commission From: Tim Moore, Assistant Public Works Superintendent<__J_ < Date: November 18, 2010 Re: 2010 Project Updates Millbrook Park The City of Stillwater has received title to the 2 park properties in the Millbrook Development. The developer was required to top dress, seed and fertilizes the parks according to city specifications. This was completed on 11/10/2010. As part of the developers' agreement the city received $40,000.00 for turf improvements. This money will be used for installation of an irrigation system at the north park located along TH 96 and turf establishment at both Parks. I have also received a quote tolransplant some trees from the Boutwell property recently purchased by the city . is planned to transplant pine trees along the north and west side of the park Long Lake shore land restoration City staff began working on b.u,ckthorn removal in the Long Lake Natural area the first week in November. The Watershed District needs approximately 25' cleared along the shore. Using STS it has gone very well, so we have decided to clear all buckthorn from' the shoreline to the top of the hill on the north end along with widening of the existing trail through the area. In 2 days STS crews were able to clear approximately 1 -1 1/2 acres. Sts is scheduled for 9 days the remainder of the year and should clear a large portion of the area. Browns Creek watershed District has some funding to replant the-.open area along Nightengale Blvd with native grasses. This will involve an open house at a future Parks and Recreation Commission, meeting for public input. Legends Park improvements The irrigation, infield and trail re- alignment were completed this fall. Earl F. Anderson began construction of the new playground structure the week of November 1 the structure is installed and completion of the,border, and play surface will be completed the week of November 22 " — 26 Electric service for the new picnic shelter will be installed in the spring of 20111.
