He stated the bids had gone out but when the iGity received them b the bidders had not followed directions due to some con fu , in the bids. The bid required pricing for: 1) Base Bid that includes the head end equipment (in the back room) and 16 cameras that cover the stairwells, lobby, and entry gates 2) 13 additional cameras that cover the drive lanes within the ramp 3) Installing cabling that would support a future wireless connection between the Ramp and City Hall. The prices were as follows: Company Base Price 13 Additional Cameras Antenna Cabling UHL $ 30,937.00 $ 22,219.00 $ 495.00 AlphaVideo $ 32,849.00 $ 22,173.07 $ 587.00 GSSC $ 33,798.00 $ 24,605.00 $ 1,902.00 VTI $ 35,940.33 $ 23,339.69 $ 534.38 Parsons $ 36,885.00 $ 21,345.00 $ 904.00 UHL had both the lowest base price as well as the lowest total price for the base bid, additional cameras and antenna cabling. Staff called five of the references provided by UHL. Each of the references spoke highly of UHL related to their service, commitment to their product post installation, and overall pricing. Staff sees no reason not award a contract to UHL. Staff at this point is recommending against installing the antenna cabling for the wireless link. This can be completed and included in a future project when the City chooses to installs this type of system at the ramp in the future. Related to surveillance coverage at the ramp, staff is divided on whether or not to install just the 16 cameras included within the base price or all 29 cameras included in both the base and additional cameras pricing. The 16 cameras in the base pricing will cover public areas within the lobby, stairwells, and vehicular entryways but not any of the parking areas themselves. The 13 additional cameras will cover the parking area and main drive lanes within the ramp. Staff will be at the next meeting to discuss this with the Commission and help form a recommendation to the City Council. mp Item 3.02 Memorandum To: Downtown Parking Committee From: Shawn Sanders Director of Public Works Date: November 16, 2010 Re: Stage 3a Flood Control Project Staging Area DISCUSSION Plans are progressing for the Stage 3A Flood Control Project and construction is scheduled to begin In August of 2011. The consultant for the project is looking at staging areas for the project to store equipment and materials during construction. Two sites are been considered; Mulberry Point and the gravel parking east of the Desch Building. (See attached map). Both sites would be acceptable staging areas but using Mulberry Point for the entire project would make it difficult to reestablish turf grass. Construction is scheduled to take place from August to November and any seeding of Mulberry Point would not occur until the contractor is done using the site. A late seeding would make it more difficult for the grass to establish by the following spring and summer. By using the parking lot east of the Desch Building, grading and seeding would take place early on in the project, which would be ample time for seed to establish. RECOMMENDATION It is recommended that the commission approve the use of the gravel parking lot east of the Desch Building as a staging area for the Stage 3aFlood Control Project . O ..
