the 1 Floor at Stillwater City Hall, 216North Fourth Street, Stillwater MN 55082.
3. OPEN FORUM The Open Forum is a portion of the Heritage Preservation Commission meeting to address
subjects which are not a part of the meeting agenda. The Heritage Preservation Commission may take action or
reply at the time of the statement or may give direction to staff regarding investigation of the concerns expressed.

5. DESIGN REVIEWS
5.01 Case No. 2010 -41. Design review of tenant signage for the building located at 105 New England Place in
the VC, Village Commercial District. DeMars Signs, applicant.

CALL TO ORDER
Acting Chair Tomten called the meeting to order at 7 p.m.
Present: John Brach, Micky Cook, Robert Goodman, Jerry Krakowski, and Scott Zahren

APPROVAL OF MINUTES
Mr. Zahren, seconded by Mr. Goodman, moved approval of the Sept. 9, 2010, minutes. Motion
passed unanimously.

PUBLIC HEARINGS
DESIGN REVIEWS
Case No. 2010 -38. Design review of signage for Paws & Claws located at 1709 Greeley St. S.
in the BP -I, Business Park Industrial District. Daniel Lodge, applicant.
Mr. Pogge stated the applicant was unable to attend the meeting. He reviewed the request and
noted the applicant has agreed to reduce the size of the sign to meet the ordinance
requirements. Mr. Zahren moved approval as conditioned. Mr. Krakowski seconded the motion;
motion passed unanimously.
Case No. 2010 -39. Design review of signage for Pure Yoga located at 105 New England Place,
#120 in the VC, Village Commercial District. Suzy Schaak, applicant.
The applicant was present. She stated the size of the sign will be modified to meet the
ordinance. She said the sign would be centered between the two lights. Mr. Brach moved to
approve as conditioned. Mr. Zahren seconded the motion; motion passed unanimously.
Case No. 2010 -40. Design review for signage for Lexington Suites located at 2000 Washington
Avenue in the BP -C, Business Park Commercial District. Paul Miller, Install this Sign, applicant.
Mr. Pogge reviewed the request for two wall signs, one facing Washington Avenue and another
facing south; both requested signs are 37.5 square feet. He said the signage on the south
elevation technically does not meet code requirements as there is no street frontage on that
elevation, but there is an existing sign on that elevation, which was approved in 1999. The
request also includes replacement of the face of the freestanding entrance sign. He said
approval is recommended with the three conditions noted in the staff report. Mr. Zahren noted
the request is to replace the existing signs with signs that are the same or smaller, and moved
to approve as conditioned. Mr. Krakowski seconded the motion. On a question by Ms. Cook, Mr.
Pogge reviewed statute related to grandfathered status. Motion to approve passed
unanimously.
NEW BUSINESS
Consultant selection for Phase III of the Heirloom Home and Landmark Sites Program -
Mr. Pogge stated four proposals were received. He said Mr. Johnson and Mr. Krakowski did an

initial review of the proposals and provided comments on the proposals. He said staff was also
requested to obtain comments from Don Empson, which were included in the packet. Based on
their review, the committee recommended against one of the proposals, but felt the other three
proposals — submitted by Carmen Tscholfen, Dearborn Company and Mark Balay - would be
acceptable. Mr. Pogge noted this work is being funded by CLG and Legacy grants; the purpose
of this year's project, he said, is to complete the remaining 53 Landmark property inventories.
He noted the top three candidates were invited to attend the meeting. Mr. Krakowski reviewed
the process used to rank the candidates. Regarding Mr. Empson's comments, Mr. Pogge
suggested they represent another point of view and noted that Mr. Empson does have a vested
interest in this project due to his previous work on it and his previous neighborhood studies. Ms.
Cook asked for comments on the first and second phases of the project. Mr. Pogge commented
briefly on the different styles of the first, completed by The 106 Group, and second phase, done
by Mr. Empson. Mr. Zahren moved to accept the committee's recommendation that Carmen
Tscholfen be awarded the consultant's contact for Phase III of the Heirloom Home and
Landmark Sites Program. Mr. Krakowski seconded the motion. Ms. Cook asked for comments
from the two individuals who had submitted proposals who were in attendance. Ms. Tscholfen
and Mr.Balay briefly spoke of their background and the experience they would bring to the
project. Motion passed 4 -1, with Mr. Goodman voting no. It was noted this is a recommendation
to the City Council.
OTHER BUSINESS
Mr. Pogge said he would like to work on a resolution to the demolition ordinance and suggested
that the best way to accomplish that would be to form a working group of the HPC that could
meet several times a month for three or four months. He said he would like to get that
completed before this year's CLG project is concluded, noting that if the HPC decides to move
forward with selecting a local designation district, that will be a pretty time intensive effort. Mr.
Goodman asked what Mr. Pogge felt about remodeling projects that result in an entirely different
appearance for a structure. Mr. Pogge said there is nothing in the code that prevents that;
creating a local designation district and design guidelines, he said, may help address that issue.
There was discussion of the impact of an aging population on the housing stock. Mr. Pogge
spoke of the challenges that will be encountered in the establishing a local designation district
and design guidelines. There also was discussion of the recent Supreme Court case regarding
the issuance of variances.
The meeting was adjourned at 7:55 p.m. on a motion by Mr. Goodman, seconded by Mr. Brach.

DISCUSSION
The applicant is requesting design review and approval for signage at 105 New
England Place. The signage includes a unified multi - tenant signage for the building on
the west and east elevations. Additionally, they wish to replace the signage on the trash
enclosures to match the signs being placed on the building. This would replace the
existing signs that exist on the building for the upper tenants and all of the signs on the
trash enclosures.
The building signs are proposed to contain the building name "Professional & Office
Lofts" with a 48" wide by 10" tall space for up to seven tenants. The overall sign is 96"
by 51.75" for a total of 34.5 square feet. All lettering is proposed to be black with a gray
boarder on a cream background.
For retail storefront signs the Village Commercial District building signs '...may have
an aggregate area not exceeding one square foot for each foot of building face...'. The
applicant's retail space is 190 feet long facing Manning Ave and New England Place.
The total sign area of the proposed sign meets the zoning ordinance.

The trash enclosure signs are proposed be similar style and color as the building signs.
One of the signs will be dedicated to the lower level retail tenants and the other to the
upper level professional and office loft tenants. The retail tenant signs is proposed to
be 192" wide by 53" tall for a total of 70.6 square feet. The professional and office loft
tenants sign is proposed to be 96" wide by 52" tall for a total of 34.6 square feet.
The Liberty Village architectural review and design guideline call these type of signs
"master signs" and allows them to be up to 75 square feet in size. Additionally, these
type of signs are to only contain generic business names such a dentist, realtor, liquor
store, etc and not the actual store name, unless the name is shorter than the generic term
for the business. The total sign area of the proposed sign meets the requirements of the
code. The content of the signs needs to remain generic in nature to meet the
requirements of the code, unless the name is shorter than the generic term used for the
business.
RECOMMENDATION
Approval as conditioned.
CONDITIONS FOR APPROVAL
1. All revisions to the approved plan shall be reviewed and approved by the Heritage
Preservation Commission.
2. No additional signage without HPC approval.
3. The words selected for the master signs (the signs on the trash enclosures) shall be
generic in nature and not contain the business name, unless the name is shorter than
the generic term used for the business.
FINDINGS

DISCUSSION
The applicant is requesting design review and approval to install a new
shade/ greenhouse structure on the property where an old wooden shade structure was
removed earlier this year due to its condition. The new structure would occupy the
same footprint as the old structure and would be 24 feet by 50 feet and sit on the north
side of the building. The structure would be built of aluminum posts and cross
members and would have a clear rood with rollup sides.
Overall the proposal as submitted meets the intent of the West Business Park Design
Manual Guidelines.
STAFF RECOMMENDATION
Approve the requested shade/ greenhouse structure as conditioned.
CONDITIONS FOR APPROVAL
1. All revisions to the approved plan shall be reviewed and approved by the Heritage
Preservation Commission.
2. If lighting is used in the structure, detailed lighting fixture specifications must be
submitted for review by the City Planner before installation. Shielded light fixtures
shall be used with appropriate wattage of light bulbs to be approved by City
Planner.

Project Summary:
We have removed a wooden shade structure that was attached to our greenhouse. It had
gotten rotten over time. We would like to replace the structure with a new shade/
greenhouse structure on the same footprint as the old one The size of both structures is
24 feet by 50 feet, The new structure will have a clear roof and roll up sides that will be
removed most of the year. The sides will only be in place in the early spring when there
is a chance of frost and the plants need to be protected. The structure is designed and
built by Poly Tex Corporation in Castle Rock, MN. The blueprints have been approved
by their licensed engineer. The new structures intent is the same as the old, to provide a
lightly protected area to house plant material.
The attached photo shows the old structure in the background. The attached drawing
shows the footprint of the new structure as well as the gable end of the roof as it will be
seen from Washington ave.

DISCUSSION
The applicant is requesting design review and approval of elevation modifications to
13130 N 60th St (former Bakers Square building). The project calls for removal of the
greenhouse style windows. In their place, the roofline will be extended over the area
and new storefront style glazing will be installed.
Additionally new windows will be added on the north and west elevations. The new
windows will match the size and trim details to exiting windows in the building.

Members of the Commission:
This letter is on behalf of Rustad Properties, owners of the above referenced
property in Stillwater, Minnesota. The owners will be changing the use of the
building from its current Restaurant use to a Business Group B Occupancy
professional services office (Advanced Dermatology Care). The interior will be
extensively reconfigured and remodeled. The owners also plan minor renovations
to the existing building exterior, including replacement of two existing curved glass
"greenhouse windows" on the east and south elevations. The exterior neon strips
on the southeast eave and on the south, east, and north gables will be removed.
The wood entrance door will be refurbished and painted. At this time, the exterior
colors will remain the same as they are currently, with patching and repainting as
required.
New Storefront windows replacing greenhouse windows: The greenhouse glazing
system on the south and east currently extends from a small metal roof "eyebrow"
on the building facade. The glazing system will be removed, and a metal sloped
roof built extending from approximately the same location as the existing eyebrow,
at the same slope. The metal roof will match the existing roofs metallic copper
finish. The new windows will be a dark bronze anodized fixed storefront window
system, clear insulated glass, similar to other glazed openings in the building.
New Window Locations: On the north elevation, a new pair of windows will be
added adjacent to the existing windows at the lobby, matching size and trim details.
A separate single window will also be added at the employee lounge area further to
the west on this elevation. These will also be a dark bronze anodized fixed
storefront window system.
Exterior signage has not been included for review in this application, and will be
submitted for review and approval in a future Design Review Application. This
letter accompanies a Design Review Permit Application and contains supporting
information and documents for the application.

DISCUSSION
The applicant is requesting design review and approval to replace face of the existing
freestanding sign from Mara Mi to Acorn Direct at 232 Main St N. The sign face is 33-
inches tall by 66- inches wide for a total area of 15.125 square feet. The sign is proposed
to contain the words "Acorn Direct ", the building address, and their acorn logo all in
black on a white background.
For retail storefront signs the Commercial Historic District Design Manual provides the
size of signs shall be consistent with the Sign Ordinance. The zoning ordinance allows
freestanding signs of up to 30 square feet in size and 6 feet tall. The total sign area of
15.125 square feet and at a height of 5.83 feet meets the requirements of the zoning
ordinance.

Monthly Heritage Preservation Meetings
The HPC reviewed 45 cases November 1, 2009 to October 31, 2010. A majority of the
project reviewed by the Commission covered signage and building facade improvements.
Other cases included one infill design review of a new single - family home within the
Stillwater Conservation District. Additionally, the commission reviewed four demolition
requests and approved all of the requests. One of the approved cases was for the
demolition of an outbuilding (i.e. garages, sheds, and a barn), two were for a single -
family homes and one was for a portion of a single - family home. Three projects were
voluntarily withdrawn before the commission reviewed and took action of the
applications. All other projects submitted for consideration were approved (some with
conditions) by the Commission.
Annual Preservation Awards
The HPC annual awards were presented at the May 18, 2010 City Council meeting. The
awards presented were as follows:

Heirloom Homes and Landmark Properties Website
With a SHPO CLG grant and a State Legacy grant, the Commission started work on the
third phase of the Heirloom Homes and Landmark Properties Website. For this phase,
the City retained the services of Carmen Tschofen. Work on this phase of the project will
be completed by July 2011.
St. Croix River Crossing
On October 11, 2010, the National Park Service (NSP) issued their section 7(a)
evaluation on the new St. Croix River Crossing. The NPS has determined that the project
will have a direct and adverse effect on the values for which the Riverway was
established, and thus is blocking the project. The Wild and Scenic Rivers Act does
include a clause that would allow Congress to consider approving projects found to have
a direct and adverse effect. The likelihood that Congress would override NPS is unclear.
This recent developed raises concerns related to the future of the Historic St Croix Lift
Bridge. Pressure may once again be placed on demolishing the Historic St Croix Lift
Bridge in order construct a more effective crossing in its current location or to move the
crossing downstream.
In light of NPS's action, MnDOT has ceased much of the bridge mitigation items
including the relocation of the Bergstein Shoddy Mill and Warehouse to the Stillwater
Barge Terminal Site (Aiple Property).
The future of the overall project is unclear at this point.
Annual State Preservation Conference
Roger Tomten and Jeff Johnson from the HPC with staff members Bill Turnblad and
Mike Pogge attended the State Preservation Conference in Winona, Minnesota on
September 16 and 17, 2010.
Electronic Records
All HPC agenda packets are available on line, starting from January of 2008, on the
City's website (www.ci.stillwater.mn.us) under public documents.
Local Designations
The City of Stillwater HPC did not complete any local designations during this period.
The HPC is focusing on the completion of Heirloom Homes and Landmark Program in
FY 2011 with hopes that the Commission can clearly identify and work on creating a
local designation district in the FY 2012.
National Register Nominations
The City of Stillwater HPC did not commence or submit any property for nomination
during this period. The Commission reviewed the Stillwater Archeological District
nomination developed by SHPO that was subsequently added register by the NPS in FY
2010.

Surveys and the Heirloom and Landmark Sites program on -line at

John Brach Background
Civil Engineer licensed in Minnesota specializing in water resources projects. 32
years experience working for the Natural Resources Conservation Service in
Minnesota and Illinois. During a detail to the Minnesota Pollution Control Agency,
authored the original MPCA Stormwater Handbook.
Interests
Woodworking and restoration of old homes are my "hobbies ". Have restored
three 1880's era homes in Stillwater. All three are part of the Stillwater Heirloom
Homes program.
Community Involvement
Stillwater resident since 1987
President of River Town Restoration for two years in the 1990's. RTR was an
organization founded to save the old Nelson School building. For approximately
20 years it was made up of residents interested in fixing up their historic homes
and preserving the history of Stillwater. The organization is now inactive.
St. Croix Valley Athletic Association coach for soccer and baseball.
Member of Facilities and Finance Committee for ArtReach St. Croix.
Serving on the City of Stillwater HPC is a logical extension of my interest in
preserving local history and restoration of old homes. What I bring to the HPC
would be a knowledge base of the realities of home renovation and the ability to
work with people who have differing viewpoints.
