Therefore a Chair needs to be elected. A motion was made and seconded to not recommend approving the request to make a longer turn lane for traffic going east on Chestnut and turning right onto Main street. The motion passed in a unanimous voice vote. City staff will forward approved motions. Before moving forward to create a longer turn lane on the east side of Third from Olive to Chestnut, Shawn will check with the County for their approval. agenda discussion action 3. Update on ramp surveillance cameras Mike said the cameras have not gone out for bid yet and the pr• .11en behind the tentative timeline presented at the last meeting. THE BIRTHPLACE OF MINNESOTA , TO: Downtown Parking Commission FROM: Bill Turnblad, Community Development Director DATE: September 13, 2010 RE: Validity of Parking Ramp Passes During Events Background The parking ramp rates are incorporated into a resolution and adopted by the Council annually on recommendation from the Parking Commission. The current rate resolution states that contract parking passes are not valid during any events. Events include summer weekends, Stillwater Criterium, July 4th and Lumberjack Days. Weekends, the bike race and July 4th pose no problems for contract parking pass holders, since the events occur outside of standard business hours when contract parking is valid. However, during business hours on Thursday and Friday of Lumberjack Days there is a problem. Consequently, pass holders have asked the Planning Commission to allow the contract parking passes to be valid during standard business hours on the Thursday and Friday of Lumberjack Days. Points to Consider As the City's management team for the parking ramp got accustomed to its additional responsibilities, there were a few things that ran roughly. One is that many of the contract parking pass purchasers were not told that their passes would not be valid during events. So on Wednesday before Lumberjack Days when signs were put out at the ramp reminding (we thought) ramp customers that passes would not be valid on Thursday and Friday, a cry of foul went up. The resulting cry led City staff to decide that during the standard business hours on Thursday and Friday (normal pass hours), the passes would be valid this Lumberjack Days. Staff believed that the number of event goers during business hours that would use the ramp would be so low that the City would lose very little event revenue. At the same time we thought it appropriate to give the benefit of the doubt to our prime customers, the contract parking purchasers. As it turned out, transient parking in the ramp during the day on Thursday and Friday of Lumberjack Days was negligible as expected. So event goers were finding parking elsewhere at that time of day. Recommendation Since event use of the ramp before 6 PM on the Thursday and Friday of Lumberjack Days was minimal this year and is expected to be in future years, staff recommends allowing the contract parking passes to be valid during that time. bt Niro 4.03 (1.1.1.111111t w ter. .................... Len's has asked for the City sign shop to make the signs and install them. Len's would pay for them. The signs would read something like: "Parking for Len's and Residents Only". The requested location of the three signs is seen in the attached air photo. Points to consider: • The City has several areas in town where "Parking for Residents Only" signs are installed. • The City does not post on -street parking for individual businesses. • The combination language for both residents and a specific business would be a first. • Len's understands that the posted restriction is not enforceable, but he is satisfied with that. Last Wednesday the City held a through at the ramp with potential bidders on the project. Here is a list of key days remaining on the project: September 17, 2010 at 4:30 PM September 22, 2010 by 4:30 PM September 29, 2010 by 1:00 PM Questions and clarifications are due from vendors. On a straw vote the Council unanimously approved all of the Parking Commission's rates and policy recommendations conceptually. Staff will bring a Resolution back to the Council for formal adoption on September 21. bt
