MINUTES
The Heritage Preservation Commission met Monday, April 1, 1991 at 7:00 P.M. in
the City Council Chambers of City Hall, 216 North Fourth Street.
Present: Chairperson Jeff Johnson, Marlene Workman, Bob Kimbrel, Ray
Zaworski, Shawn Draper, Tim Stefan and Katherine Francis.
Others: Ann Terwedo, Mike Kranz, E1 Speltz, James Anderson and Mark Balay.
Approval of Minutes, March 4, 1991 - deferred to later in the meeting.
1. Case No. DR /91 -3 - Design Review for the placement of an awning sign at
312 North Main Street in the CBD, Central Business District. E. Speltz,
Applicant. Shawn Draper made a motion to approve Jeff Johnson, seconded
seconded the motion.
ALL IN FAVOR.
2. Case No. DR/91 -4 - Design Review for the placement of an awning sign at
217 North Second Street in the CBD, Central Business District. James
Anderson, Applicant. Mr. Anderson stated the awning lettering will be ten
inches. Shawn Draper made a motion to approve the awning sign as proposed.
Ray Zaworksi seconded the motion.
ALL IN FAVOR.
3. Case No. DR/91 -5 - Design Review for the placement of
a wall sign at
214
South Main Street in the CBD,
Central Business District. Mike Kranz,
Applicant. Mr. Kranz presented
the proposal. Jeff Johnson suggested
that
the sign be limited to 3 ft. x
12 ft. By lengthening
and lowering
the
sign, it will more in proportion
on the mansard roof on
the building.
Mike
Kranz agreed. Jeff Johnson made
to approve the sign 3
ft. x 12 ft.
Tim
Stefan seconded the motion.

4. Case No. DR/91 -6 - Design Review for the placement of an awning cover and
projecting sign and a rear front restoration at 120 North Main Street in
the CBD, Central Business District. K.B. Francis, Applicant. Mark Balay
presented the sign proposal which includes:
PHASE I:
A. Retention of the existing awning with a sign band.
B. Addition of a projecting sign for "Katies Secret Garden ".
PHASE II:
A. Renovation of the rear of the building.
B. Relocation of the front awning to the rear of the building.
C. Replacement of dumpster.
D. Addition of a replacement flat steel door on the first floor.

Marlene Workman made a motion to approve Phase II section of the request
for renovation of the rear of the building. Jeff Johnson seconded the
motion.
ALL IN FAVOR.
Discussion followed about the appropriateness of the sign for "Katies
Secret Garden ". This projecting sign is too high. It should be placed
below the parapet area.
Jeff Johnson made a motion to table the case until Monday, April 18, 199:1
at 5:00 P.M. so the applicant's can rethink the sign /facade proposal.
Shawn Draper seconded the motion.
ALL IN FAVOR.
5. Open discussion on minutes of March 4, 1991.
Bob Kimbrel felt the Heritage Preservation Commission let themselves down
about the process by which the new chairperson was chosen. There was no
discussion about the motion Marlene Workman had made about appointing Jeff
Johnson as chairperson. Mr. Kimbrel also wanted to be considered for
chairperson.
Discussion followed about the length of time a chairperson should be
appointed. It should possibly be stated in the Preservation Ordinance.
Shawn Draper made a motion to appoint Bob Kimbrel as Vice - Chairperson.
Katherine Francis seconded the motion.
ALL IN FAVOR.
Katherine Francis stated that the chairperson position should be one year.
The Commission felt this item should be tabled until the next regular
meeting so the Commission has a chance to review the Ordinance.
6. The Commission reviewed the schedule for the MHS workshop in Stillwater
and at Fort Snelling.

Jeff Johnson will be presenting the Historic Stillwater Bridge issue at
the MHS Workshop on Saturday. Steve Russell will be attending Friday's
session at Fort Snelling.
7. Ann updated the Commission on the Downtown Brochure.
8. Marlene Workman reviewed the historic Walking Tour section of the
Stillwater magazine published by the Chamber of Commerce.

9. The Commission briefly discussed the Downtown Improvement Plan Phase I.
After all the hardwork over the past three years, it is a shame the
Council is ignoring Downtown Stillwater and its potential. Preservation
and public improvements tie together.
