Public Meeting
South of Boutwell Area Plan
June 17, 2002
Chairperson Hultman called the Public Meeting to order at 7:00 p.m.
Steve Russell, Community Development Director reviewed Comprehensive Plan.
Some of the issues the City has looked include traffic, land use, drainage, trails
and parks. Boutwell area is part of the Phase 4 to be annexed around 2015.
Sherri Buss, Bonestroo, Rosene, Anderlik and Associates gave a presentation of
the Boutwell Area Plan.
There were several residents in the audience with questions and concerns.
Joe Neitz, 7865 Manning Avenue was concerned about the trail around Brown's
Creek. Mr. Neitz is concerned about the trail that will cut through his property. He
is upset that he was not notified of the trail plan that would cut through his
property. Mr. Russell explained to Mr. Neitz that the trail plan was part of the
Comprehensive Plan. Mr. Neitz was also concerned about water drainage on his
property. Mr. Neitz also wanted to know what the plan is for County Road 15
between County Road 12 and Boutwell. Mr. Neitz wanted to know why the City
does not have definitive answers for any of the plans. Ms. Buss said she would
contact the County for information about County Road 15 for the final plan.
Chairperson Hultman clarified for Mr. Neitz that the Public Hearing is regarding
the Boutwell Area Plan, not the construction of County Road 15.
Bob Wilmer, 12960 75th Street N. had questions about the timing of the Neal
Avenue project and County Road 12 construction. The Neal Avenue project does
not necessarily need to go through for development to start. Mr. Wilmer was also
concerned about drainage. Mr. Wilmer wanted to know if the developer would
need to connect the ponds in order for the development to proceed.
LaVerne and Richard Schultz, 13055 Boutwell Road was concerned about
loosing part of their property to the road. Ms. Schultz wanted to know how does
she get compensated for the use of her property for the road. Mr. Russell
informed Ms. Schultz that the position of the road is not definite; it is a map that
shows how the roads will connect. Commissioner Teske clarified that the road
will only go through their property if they sell or develop. They will also be
compensated for the use of their land. Mr. Schultz requested clarification on
compensation. Mr. Schultz felt like he has misled since he purchased the
40 property.
Tom Chuckna, 7850 Newberry Court was concerned about the trail running along
Boutwell Avenue. Mr. Chuckna claimed he was not informed of any plans for the
trail. He would like to know where the trail would be placed. Ms. Buss informed
Mr. Chuckna that she believes the trail would be in the right of way of Boutwell
Avenue. Mr. Chuckna was also concerned about loosing the privacy on his
property. Ms. Buss recommended that Mr. Chuckna contact Klayton Eckles, City
Engineer.
Joanne and Doug Nelson, 7729 Minar Avenue was concerned that if Neal
Avenue does not go through, Minar Avenue become a busier road. Ms. Buss
informed Ms. Nelson that Minar Avenue was not discussed as an alternative. Mr.
Nelson asked if Minar Avenue could be treated as a cul-de-sac and remove an
intersection. Mr. and Ms. Nelson do not want additional traffic traveling through
their neighborhood.
Dave Hanson, 7960 Newberry Court N. was concerned about additional traffic on
Deerpath. Mr. Hanson asked what would be done to limit traffic on Deerpath. Ms.
Russell reviewed information about new frontage road with Mr. Hanson. Mr.
Hanson believes it is unrealistic that people will use alternative routes. Mr.
Hanson was also concerned about land density. He does not want to see a
cookie cutter effect development like Woodbury.
Tom Garley, 13295 Boutwell Avenue was concerned about the proposed road
coming too close to his property. Mr. Garley was concerned about the proposed
road becoming another Deerpath.
David Johnson, Stillwater Township, Joint Commission Member questioned the
land use density. Mr. Johnson requested clarification about the 3 units per acre.
Mr. Johnson commented on the plan. Mr. Johnson said the road system need to
be addressed before development proceeds to avoid another Deerpath. Mr.
Johnson informed Mr. and Ms. Nelson that Stillwater Township is aware of the
problem on Mynar Avenue and they will work on a solution.
Eileen Douglas, 221 Boutwell Road questioned who gets notified of public
meetings, because she did not receive a notice for the first two meetings. Mr.
Douglas was also concerned about the speed limit on Boutwell Road.
Mark Wendt, 142 Boutwell Court was confused about all of the organizations
involved regarding speed limits, traffic counts and noise. Council Representative
Zoller informed Mr. Wendt that traffic speed limits are controlled the State
Transportation Department and Commissioner.
Mike Adams, 12950 75th Street N. was concerned about the land use density. Mr.
Russell stated that the developer would have to meet the standard of three units
• per acre.
Patty Ogborn, 7940 Neal Ave N. was concerned about public safety with all of
the additions to the City. Ms. Ogborn wanted to know if the City has looked into
additional fire and police personnel. Council Representative Zoller informed Ms.
Ogborn that the City has looked into the need of additional fire and police
personnel.
The Commission did not make any decisions at this meeting. The Commission
was comfortable with all aspects of the Boutwell Area Plan, except with the road
plan. The Commission decided to postpone making a decision until the
Commission was in receipt of traffic counts and traffic analysis.
Motion made by Commissioner Wald, seconded by Commissioner Middleton to
adjourn at 10:00 p.m. Motion carried unanimously.
