HomeMy WebLinkAbout2002-01-14 CPC MINI• City of Stillwater Planning Commission January 14, 2002 Present: Russ Hultman, chair Glenna Bealka, Robert Gag, Karl Ranum, David Peroceschi, Paul Teske and Terry Zoller Other: Community Development Director Steve Russell Absent: Dave Middleton and Darwin Wald Mr. Hultman called the meeting to order at 7:05 p.m. Approval of minutes: Mr. Ranum, seconded by Mrs. Bealka, moved approval of the minutes of Dec. 10, 2001. Mr. Peroceschi noted that he was present at the December meeting, Mr. Ranum was absent. Motion to approve the minutes, as corrected, passed unanimously. Case No. V/02-01 A variance to the rear yard setback (25 feet required, 1 foot requested) for construction of an attached two-car garage with partial living space at 416 W. Churchill St., in the RB, Two Family Residential District. Mark Balay representing Amy Scott, applicant. Mr. Balay and Ms. Scott were present. Mr. Balay handed out graphics of the existing and proposed conditions. Mr. Balay noted the existing structure, which is about to give way, is non- conforming, and the proposed structure will be more in compliance than the existing garage, 1 foot from the rear property line versus 0. Mr. Hultman noted there is no question that the lot is a substandard lot. Mr. Ranum asked about the proposed living space. Mr. Balay stated the additional space will consist of a bathroom and closet. Mr. Zoller asked about windows; Mr. Balay stated there will be no windows on the north side. Mr. Zoller suggested that if approved, the applicant should have a survey completed. Mr. Balay agreed and said the applicant may have to come back before the Commission depending on the outcome of the survey. Mr. Ranum moved approval as conditioned, with the additional condition that the structure be located no less than one foot from the rear property line; that the impervious surface be no more than the 46 percent requested; and that a certified survey be completed. Mr. Zoller seconded the motion; motion passed unanimously. Case No. V/02-02 A variance to the sign ordinance for replacement of a monument sign located at 1402-1410 S. Greeley St. in the RCM, Medium Density Multiple Family Residence District. Shawn Otto, Onyx Properties, applicant. 1 City of Stillwater • Planning Commission January 14, 2002 Mr. Otto was present. He noted the sign would be 19' off the roadway, not 15' as noted in the agenda packet. Mr. Ranum asked how far from the sidewalk the sign would be situated. Mr. Otto said the sidewalk is on his property; the sign wold be 11' off the sidewalk. Mr. Otto stated the goal is to identify the property adequately. Currently, he said the property is poorly marked, with the sign masked from the south. Mr. Zoller asked if the sign could be moved slightly to the north. Mr. Otto stated that a sign should be located within 20' of the driveway to successfully identify the property. Mr. Ranum moved approval as presented, with the additional condition that the sign be 19' from the east property line. Mr. Teske seconded the motion; motion passed unanimously. Other items: • Boutwell Area Plan - Mr. Russell explained that the City has had requests for annexation of the area south of Boutwell in advance of the scheduled Phase IV annexation date of 2015. He said the intent is to conduct a study of the area similar to that conducted for the North 62"d Street area.. Sherri Buss of Bonestroo, Rosene and Anderlik consulting firm was present and walked the Commission through the proposed study work plan which will look at existing and potential land uses; trails and parks; engineering/utility issues and storm water issues. She suggested major issues are likely to be infrastructure and storm water. She said options would be presented to neighbors for their input. Once a preferred option is developed, it will reviewed for its AUAR impact. Mr. Zoller pointed out that when the City/Township went through the annexation process, it was recognized that some property owners may want to be annexed early. As long as the property is abutting the City, early annexation would be considered, noting that the City is not changing its policies or the annexation agreement. Mr. Russell said the intent is to be ready and plan for future development. There was a brief discussion about the annexation agreement limit on the number of yearly building permits the City can grant. Mr. Zoller noted the Joint Board has talked about possibly changing the agreement in that respect. • Community Block Grant Application - Mr. Russell informed the Commission that the City will receive about $100,000 in federal money through Washington County and the Community Development Block Grant program. He suggested that the money be used to write down the cost of assessments for the North Hill project for low- and moderate-income households. Mr. Ranum, seconded by Mr. Teske, made that in the form of a motion; motion passed unanimously. 2 City of Stillwater Planning Commission January 14, 2002 • Highway 36 Corridor Study meeting - Mr. Russell asked if members had any questions about the meeting held the week prior to the January Planning Commission meeting. Members felt it was a good meeting. The next meeting is scheduled for Feb. 13. • Annual review of the Andiamo permit was continued to the February meeting. • Mr. Hultman stated he would like Mr. Gag to serve as vice chair and made that a motion which was seconded by Mr. Peroceschi; motion passed unanimously.
