HomeMy WebLinkAbout1998-08-10 CPC MINPlanning Commission i Aug. 10, 1998 Present: Jerry Fontaine, chairperson Russ Hultman, John Rheinberger, Kirk Roetman, Don Valsvik, Darwin Wald, and Terry Zoller Others: Community Development Director Steve Russell; Sherri Buss, Bonestroo, Rosene & Anderlik Absent: Glenna Bealka and Tom Weidner Mr. Fontaine called the meeting to order at 7 p.m. Approval of minutes: Mr. Wald, seconded by Mr. Rheinberger, moved approval of the minutes of July 13, 1998; all in favor. Case No. V/98-50 A variance to the front yard setback (50 feet required, 35 feet requested) for construction of a house at 221 Boutwell Road in the RA, Single Family Residential District. Bill Lecuyer, applicant. Mr. Lecuyer was present. He said without a variance, several large white pines would have to be removed to construct a house on the lot; it also would disturb the natural drainage. He also said • there is room to provide a vehicle turnaround/combined driveway if the variance is granted. He provided a letter from the property owner to the rear of the site in support of the variance. Mr. Russell noted that if the variance is granted, the Commission may want to place some conditions to hold the developer to keeping the trees and maintaining drainage. Mr. Rheinberger, seconded by Mr. Hultman, moved approval with the condition that the developer maintain natural drainage and minimize tree loss, subject to review by Mr. Russell; all in favor. Case No.V/98-51 A variance to the side yard setback (5 feet required, 1.5 feet requested) for construction of a garage addition at 717 Sixth Ave. S. in the RB, Two Family Residential District. Tim Stefan, representing Vern and Sharon Stefan, applicants. Vern Stefan was present. He noted the existing structure already encroaches into the setback. A letter from Jean Stenseng, 709 Sixth Ave S., in support of the request was read into the record. Mr. Rheinberger, seconded by Mr. Zoller, moved approval as conditioned; all in favor. Case No. SUB/98-52 A resubdivision of the north half of Lot 5, Block 42, Carli and Schulenburg's Addition to create three lots of 150' x 50' at 301, 307 and 309 East Willow Street in the RA, Single Family Residential District. Daniel Kalman, applicant. • 1 Planning Commission • Aug. 10, 1998 All three property owners affected by the resubdivision request - John Schoenecker, 301 E. Willow; Randy Waslien, 307 E. Willow; and the applicant were present, and all three were willing to sign the application for the subdivision. Don Teske, the property owner east of the requested resubdivision properties, spoke of the potential water runoff/drainage problems. Commission members pointed out that all three lots currently have homes on the properties and the subdivision won't add to water runoff. The resubdivision request is simply to make three legal lots. Mr. Rheinberger, seconded by Mr. Hultman, moved approval as conditioned; all in favor. Case No. SUP/DR/98-53 A special use permit for construction of a single story commercial building at 2510 Curve Crest Blvd. in the BP-C, Business Park Commercial District. Kellison Company, representing St. Croix Bicycle & Skate/Kennedy Transmission, applicant. Mr. Kellison was present. He stated that he had talked with Mr. Russell and Mr. Russell agreed that condition of approval No. 11 should be eliminated. Also, condition of approval No. 17 has already been met; all other conditions will be met. He provided color renderings of the building. Signage will be 18" channel lettering on each business. • Mr. Rheinberger, seconded by Mr. Wald, moved approval as conditioned, eliminating conditions No. 11 and 17. Motion passed unanimously. Case No. V/98-41 was continued to the Sept. 18 meeting on a motion by Mr. Rheinberger, seconded by Mr. Wald; motion passed unanimously. Other business: Presentation of 62nd Street Planning Area plan alternatives: Sherri Buss of Bonestroo, Rosene & Anderlik reviewed three concept plans and the primary elements of the three plans - land use, storm water drainage, traffic circulation and utilities. Storm water alternatives are still being worked on, she stated. Gary Smith, 1110 Nightingale Blvd., spoke against making Nightingale a through street, noting that original property owners paid a lot premium because Nightingale was a dead-end street. Changing that would lower property values, he stated. Richard Huelsmann, 12610 62nd Street, pointed out that two of the plan alternatives show a portion of property he owns as part of the park dedication; he clarified that property is not available for city use. Mr. Huelsmann also questioned why existing zoning of single-family areas along 62nd Street was changed in alternative No. 2, when all 10 existing property owners desire the zoning to remain 2 %z acres. Mr. Huelsmann also noted the planning area is between Croixwood which has been in existence for 20+ years and the 62nd Street neighborhood which 2 Planning Commission Aug. 10, 1998 has been in existence for 15 years; changes, such as making Nightingale a through street, will have a big impact on current residents' investments, he stated. Dan Berner, 12190 62°d St., asked why making Nightingale a through street was still being considered when all residents on 62°d Street and all the residents, with one exception, on Nightingale are "overwhelming" opposed to that change. After discussion, it was the consensus that all three alternatives should be presented at the public information meeting on Aug. 13; chairman Fontaine asked all members who could to be in attendance at the public meeting. Mr. Zoller suggested holding a workshop after the public meeting to begin narrowing down alternatives and then hold a public hearing. If there is no consensus after the public hearing, then "go back to the drawing board." A workshop session was set for Aug. 31. The recording secretary left at 9 p.m. Green Corridor Project: Michael Pressman, project leader, reviewed the goals and work to date on the Green Corridor Project, an undertaking by a consortium of seven organization aimed at preserving open space in Washington and Chisago counties. • Review of Greenways, Trails and Parks Plan and draft Wetlands Buffer Ordinance: Mr. Russell reviewed the proposed Greenways, Trails and Parks Plan for the expansion area and a draft Wetlands Buffer Ordinance.
