HomeMy WebLinkAbout1995-03-20 CPC MINPLANNING COMMISSION • MINUTES March 20, 1995 The Stillwater Planning Commission met Monday, March 20, 1995 in the Council Chambers of City Hall. Chairman Fontaine called the meeting to order at 7:00 p.m. PRESENT: G. Fontaine, Chairman G. Bealka, D. Foster, R. Hamlin, K. Roetman, D. Valsvik, D. Wald, T. Zoller ABSENT: D. Elliott ALSO: S. Russell, A. Terwedo, G. Van Wormer Community Development Director Russell explained that staff needs direction from the Commission tonight to proceed with a recommendation to the City Council on April 4. The Council will likely hold a workshop with the Commission, and then direct preparation of a final plan which will be forwarded to the Metropolitan Council. Information to be covered at tonight's meeting: Land use, fiscal impacts, traffic, and sanitary sewers. Land Use . Mr. Russell reviewed the three key goals for the land use plan. The alternative plans are A-2, F-3, and B-2. A-2 will provide 1,425 housing units in the expansion area; a total of 2,367 units in the City and expansion area; and a population increase of 6,300 by the year 2020. Alternative F-3 will provide 1,230 housing units in the expansion area, a total increase in housing units of 1,974 and a population increase of 5,200. Alternative E-2 will provide 316 housing units with a total increase of 844 housing units; a population increase of 2,200, and will provide 65 acres for industrial expansion. Mr. Hamlin suggested a convenience commercial center at Highways 96 and 15 be included as an option on the land use plan. Fiscal Impact Mr. Russell reviewed the increase in housing units and population and the resulting increase in property taxes, based on each scenario. He also reviewed the anticipated increase in City expenditures and the fiscal cost/benefit analysis of each scenario. Transportation Plan Traffic Consultant Glen Van Wormer reviewed the estimated increases in traffic and the potential problem areas. The proposed new river bridge should alleviate the current traffic problems downtown. A potential problem exists with traffic from Highway 15 to the commercial area on County Road 5 and Highway 36. Mr. Zoller asked about realigning existing north/south streets. Mr. Russell stated that the plan will • not propose widening or realigning existing streets. The street network will remain the same; traffic management techniques or traffic studies will be recommended to address specific traffic issues possibly in conjunction with Washington County or MN/DOT. Sanitary Sewers • Mr. Russell reviewed potential extension of City sewers. There is sufficient capacity to accommodate development in the expansion areas. Sewer lines could be located so as not to impact sensitive environmental areas such as Long Lake. A water tower would be required to increase water pressure and flow to the expansion area. Parks Open Space Trails City Planner Ann Pung-Terwedo reviewed the parks plan as recommended by the Parks and Recreation Commission. (The Commission recessed for 10 minutes at 8:45 p.m.) Recommendation to City Council Chairman Fontaine asked each Commission member to make a statement indicating the land use plan which they prefer: D. Foster - F3 R. Hamlin - F3 as Phase I, A2 as Phase II with commercial on Highway 15. D. Valsvik - F3 as Phase I, A2 as Phase II T. Zoller - Reserve opinion for City Council D. Wald - F3, phasing into A2 K. Roetman - F3 G. Bealka - F3 J. Fontaine - F3, with A2 in the future • (D. Foster left the meeting at 9:00 p.m.) Don Valsvik made a motion to accept F3 as the first phase of the Comprehensive Plan, to be completed by 2010, and A2 as the second phase to be completed by the year 2020. Seconded by Darwin Wald. Discussion: The Commission discussed when A2 should be implemented. Don Valsvik amended his motion to have F3 completed before A2 is considered. Darwin Wald did not second the amendment. Don Valsvik withdrew his motion and made another motion: To accept F3 as the first phase and A2 as the second phase and to include the planning area boundaries from Highways 96 to 15 to 36. Seconded by Darwin Wald. Ayes - 3; Nays - 4; motion failed. Motion by Kirk Roetman, seconded by Terry Zoller to recommend plan F3 to the City Council. Kirk Roetman amended his motion: F3 is reflective of the annexation area for the immediate future and the boundaries of Highways 96, 15, and 36 are reflective of the planning area. Terry Zoller seconded by the amendment. Motion carried 7-0. Adjournment Motion by Don Valsvik, seconded by Darwin Wald to adjourn the meeting at 9:30 p.m. Carried 7-0.
