MINUTES
February 20, 1995
Special Meeting
The Stillwater Planning Commission met Monday, February 20, 1995, in the Council Chambers
of City Hall.
PRESENT: G. Fontaine, Chairman
G. Bealka, D. Foster, R. Hamlin, K. Roetman, D. Valsvik, D. Wald, T. Zoller
ABSENT: D. Elliott
ALSO: S. Russell, A. Terwedo, A. Palmer, J. Hicks, M. Schulte, R. Parker
Jerry Fontaine opened the meeting at 7:00 p.m. He gave an overview of the Stillwater/Stillwater
Township Joint Task Force meeting.
The Commission discussed issues regarding sewer hook-ups.
• The Commission discussed issues regarding City expansion.
Jerry Fontaine felt that the new development does not provide for open space areas.
Mr. Russell reviewed the changes in the land use map based on discussions with the Joint Task
Force. The Commission discussed densities and if it is appropriate for the 2 and % acre lots to
come into the City.
Rob Hamlin stated that it should be even over the board. It should be equitable over the board.
Steve Russell gave examples of areas including the Boutwell area vs. the Schubert farm to be
expanded into the City.
Terry Zoller questioned why the City should grow.
Kirk Roetman stated that the City should provide for growth because it is where the urban
services are. From a regional and Washington County perspective, Rob Hamlin stated that 2 and
'/2 acre development is expensive.
The Commission discussed the phasing concept.
• Rob Hamlin feels the phasing concept is not acceptable. Basically, the market will drive
development. Don Valsvik feels that the appropriate measure is annexation with orderly
• phasing.
The Commission discussed square boundaries vs. accommodating the existing Township
residents.
Jerry Fontaine wanted both actions regarding the boundary issue.
Kirk Roetman discussed the trail issue. Steve Russell stated that there are some compromises
that need to be made.

Kirk Roetman asked about services to the Boutwell area. It may be appropriate in 10-15 years.

Ann Terwedo reviewed the trail/pathway system.
Rob Hamlin feels that the whole thing should be under one jurisdiction.
Jerry Fontaine feels that everyone's rights come into play. Although we do not like it, the
Boutwell area is developed and those people have rights. If the four large property owners want
• to come into the City and the City should plan for that development.
Jerry Hicks, Stillwater Township Board, made it clear that the comments of the Joint Task Force
or Stillwater Township do not reflect on the Town Board.
The Township Board will be meeting on March 16, 1995 with the Township residents.
Art Palmer felt that the developers need to respond to the market. He needs to respond to
everyone.
Mary Schultz stated the Ward Network is concerned about open space, fiscal impacts and parks.
Jerry made a motion to adjourn. Seconded by Duke Wald. All in favor. Meeting adjourned at
8:50 p.m.
