Dev. Director Arm Pung-Terwedo, Planner APPROVAL OF MINUTES Duane Elliott requested a correction to the minutes of July 11, 1994: Page 2, paragraph 4, should read: "Duane Elliott asked about providing a number of electrical outlets for engine heaters in the parking lot." Motion by Darwin Wald, seconded by Glenna Bealka to approve the minutes of July 11, 1994, as amended. All in favor. PUBLIC HEARINGS • Case No. SUP/94-42 - A special use permit for expansion of an existing athletic club and approval to allow joint parking between the athletic club and an adjacent medical office. The property is located at 1826 Northwestern Avenue in the BP-O, Business Park, Office District. E.A. Larey, applicant. Betsy Larey, owner, and her architect presented the request to construct a two level 7072 square foot addition to an existing 26,802 square foot recreation facility. There are three recommended conditions of approval. Motion by Darwin Wald, seconded by Glenna Bealka to approve the special use permit as conditioned. Motion carried 7-0. (Jay Kimble was absent) 2. Case No. V/94-43 - A variance to the sign ordinance to allow a 5 sq. ft. sign, 3 ft. in height for an existing business in a residential zoning district. The property is located at 303 North Fourth Street in the RB, Two Family Residential District. James Cummings, applicant. Greg Skoog, Hi-Tech Signs, presented the request for Mr. Cummings. There are two recommended conditions of approval. The Commission clarified that the sign posts are allowed to be 3 ft. in height, with the actual signage being two feet in height. 0 Stillwater Planning Commission Minutes • August 8, 1994 Motion by Glenna Bealka, seconded by Dorothy Foster to approve the sign variance request with two conditions. Carried 8-0. 3. Case No. PUD/94-44. A planned unit development for the construction of a 65-unit apartment complex at Tuenge Drive and 61 st Street in the RB, Two Family Residential District. Paul Schaefer, developer, presented the application. He stated that the development will probably be for elderly housing. The building will be three stories, 65 units, with an underground garage. The exterior will be brick with steel siding, and the interior will be sprinkled. Richard McGee, 1953 Eastridge Court, expressed several concerns. The area is zoned for duplex and the development does not fit the zoning. The pictures presented indicate a four-story building; it is difficult to determine what a three-story building will look like. The building will not be buffered from the west side, and the population density is too high. Steve Russell clarified that the zoning ordinance allows l unit per 5,000 square feet, or 8 units per acre. Based on the 9.73 acres before improvements, this proposal is within the allowable density. Mr. Russell also addressed the concern regarding traffic on Tuenge Drive. He stated that the • streets when built were designed to accommodate 3,000 to 4,000 trips per day. The height allowed is 35 feet, with a two-story maximum. With a PUD, taller buildings are allowed. With this proposal, the developer will be working with the topography. Mr. Russell agreed that more information is needed. Rob Hamlin stated that current zoning allows 61.5 units. Roger Wohlers, 1933 Eastridge Court, stated that he has concerns about density and traffic. Mary Jensen, 711 Harriett, asked if the area will be rezoned. Mr. Russell stated that the development will be in substantially in compliance without rezoning. Jim Aysta, 709 Harriett Drive, stated he would like to see a lower building. He also asked about detention ponds on site. Mr. Russell stated that a drainage plan will have to be submitted as a condition of approval. Rob Hamlin stated that the concept drawing is not adequate, and pictures should be submitted. Steve stated that the Commission has the option of continuing the case and asking for more detail. 0 2 Stillwater Planning Commission Minutes • August 8, 1994 Sam Terusho, real estate representative of the Augustine Brothers, stated that the City previously approved 89 units on this property. Motion by Rob Hamlin to continue the public hearing for more information, elevations, etc. Motion was not seconded. Duane Elliott stated that this is a concept approval of a PUD, and this application meets PUD requirements. Motion by Kirk Roetman, seconded by Glenna Bealka to approve the Planned Unit Development Concept Approval. Steve stated that the concept approval will be heard by the City Council. Condition No. 7 was included because PUDs typically do not come back to the Planning Commission. He stated that a condition requiring more elevations for the City Council meeting could be added. The Commission agreed to add Cond. No. 8 requiring additional elevations from all directions. Cond. No. 9 was added requiring renotification of all affected property owners before final PUD approval by the Planning Commission. • Motion by Kirk Roetman to amend the previous motion by adding two conditions. Seconded by Glenna Bealka. Motion carried 7-1. 3. Case No. V/94-45. A variance to lot size requirement (7,500 required, 7,095 proposed) and sideyard setbacks (30 ft. required, 12 ft. proposed) and (10 ft. required, 5 ft. proposed) for the construction of a single-family home. The property is located at 124 S. Sherburne in the RB, Two Family Residential District. Susan Doerr, applicant. City Coordinator Nile Kriesel presented the request. He has been in contact with Habitat for Humanity, which may be willing to build the house. Mrs. Doerr's previous residence burned down. The new house will be on the same lot, but will be narrower than the previous house. Motion by Dorothy Foster, seconded by Rob Hamlin to approve the variance request as conditioned. Carried 8-0. COMPREHENSIVE PLAN UPDATE Steve and Ann reviewed the schedule of ward meetings, and the revised comprehensive plan work program schedule. The Township will hold meetings tonight, tomorrow and Wednesday, and Steve encouraged the Commissioners to attend one of the Township meetings. 0 Stillwater Planning Commission Minutes • August 8, 1994 Washington County Comprehensive Plan update meeting will be held Thursday, August 11, with a public hearing on Saturday, August 24.
