MINUTES
DATE: December 20, 1993
MEMBERS PRESENT: Gerald Fontaine, Chairman
Rob Hamlin, Duane Elliott, Glenna Bealka, Darwin Wald, and
Dorothy Foster.
NOT PRESENT: Don Valsvik, Jay Kimble and Kirk Roetman.
PUBLIC HEARINGS:
1. Case No. V/93-62 - Richard Edstrom presented the plans for construction of
a garage. The request was for a five-foot front yard setback for construction
of a two-stall garage. He explained the request. The Commission explained they
would have to remove nine trees if access from the south was provided. Duane
Elliott indicated the street may be reconstructed in the future and result in
reconstruction move in the middle of the right-of-way. Robert Hamlin said he
was concerned with the change in access from Broadway rather than directly
from Broadway.
Tom Thompson, who lives immediately to the south, spoke in regard to the plan
proposal. Mr. Thompson presented the plans. He indicated the site is currently
flat and a grassy area that would be affected by the construction of a garage.
• He said the neighbors were in support of the proposal previously approved by
the Planning Commission and City Council in July.
Larry Lampi spoke to the Commission. He stated he is concerned about drainage
and impact on parking area.
Brian Palmer owns property at 1010 North Broadway. Nothing along North
Broadway built above it should be accessed from below as approved previously.
Tom Thompson was concerned the project design will impact neighborhood parking
along the street.
Robert Hamlin made a motion for denial, seconded by Darwin Wald.
Respectfully submitted,
Steve Russell
Acting Secretary
