HomeMy WebLinkAbout1993-11-29 CPC MIN Special Meeting• STILLWATER PLANNING COMMISSION MINUTES Date: November 29, 1993 Time: 7:00 p.m. Members Present: Gerald Fontaine, Chairman Glenna Bealka, Duane Elliott, Dorothy Foster, Rob Hamlin, Jay Kimble, Kirk Roetman, Don Valsvik, and Darwin Wald Absent: None Also Present: Steve Russell, Community Development Director Ann Pung-Terwedo, City Planner Melissa Gronseth, Planning Intern Others: Diane O'Bryan, Dave Johnson, Richard Schubert, John Hall, Mayor Hooley, Art Palmer, Neil Casey COMPREHENSIVE PLAN UPDATE Questionnaire Results • Steve Russell provided information compiled from the 1990 Census and the recent City-wide questionnaire. Just over 800 responses were received from the questionnaire, a response rate of about 14 percent. Ann Pung-Terwedo reported on responses regarding Downtown. Melissa Gronseth reported on the neighborhood respondents and identified the 10 neighborhoods. Ann reported that 53 percent of the respondents were in support of a community center. Forty-four were against. Sixty-seven percent were in favor of a swimming pool. Ann reported on the Community Environment issues that were identified in the survey, including the best and worst things about living in Stillwater. Steve reported that respondents were split 50/50 in favor of economic development. An audience member who lives on South 4th St. stated that he sees traffic steadily increasing on his street. Steve stated that traffic patterns and more regulation of traffic will be one of the items looked at in the Comprehensive Plan. • Dave Johnson of Stillwater Township stated that economic growth may not necessarily mean an increase in traffic because it may provide more jobs for residents of Stillwater, therefore eliminating the need to commute longer distances. 1 Stillwater Planning Commission November 29, 1993 • Goals and Policies Ann reported that she met with the Stillwater Parks and Recreation Board and reviewed each park and its service areas. Parks and recreation goals and policies were reestablished. The South Hill area and Oak Glen were identified as being deficient in neighborhood parks. Ann reviewed the Park and Recreation and Open Space Goals. She will also be bringing goals and policies from the Historic Preservation Commission. Steve will be gathering trend information and land use information. The Commission will be looking at alternative plans and the impacts of each.
