STILLWATER PLANNING COMMISSION
MINUTES

The meeting was called to order by Doan Valsvik at 7 p.m.
APPROVAL OF MINUTES
MOTION by Glenna Bealka, seconded by Judy Curtis, to approve the
minutes of the meeting of April 9, 1990. (All in favor.)
PUBLIC HEARINGS
CASE NO. DR/90-2-(Information Only.) Change in color for of a
Design Permit for upgrading an existing storefront at 202 South Main
Street in the CBD, Central Business District, Local Historic
• District. Katie Holdorph, County Classics, Applicant.
CASE NO. SUB/90-22- A minor subdivision of a 32,005 square foot lot
(Lots 7, 2 and3, Peterson's Addition) into two lots of 10,000 square
feet (Lot 7) and 22,005 square feet (Lots 2 and 3) at 1911 West Pine
Street in the RA, Single Family Residential District. Dorothy
Gerson, Applicant.
Applicant discussed the proposal to subdivide one large lot into two
lots in order to sell the property and house on 1911 West Pine
Street.
No audience comment.
MOTION by Duane Elliott, seconded by Warren Pakulski, to approve the
recommendation. Unanimously approved.
CASE CASE NO. SUBl90-23-A major subdivision of three lots
consisting of 21,750, 21,750, and 43,500 square feet into four, lots,
all of which will consist of 21,750 square feet on Poplar Street
between North Fifth Street and North Everett Street in the RA, Single
Family Residential District. Larry Dauffenbach, Applicant.
Applicant discussed the request for a variance, for 4 Lots facing
• Poplar Street, with members. Emphasis surrounded drainage and
increased runoff due to development.

No audience comment, but Community Development Director, Steve
Russell, informed members of a telephone call from a citizen
who was concerned about drainage.
Applicant is not planning to improve Lot 1 and 4, at this time, but
would like to sell or build on these lots in the future. The
applicant is aware of the conditions of approval to submit a drainage
plan that shows how existing and increased runoff, due to
development, can be accommodated without adversely affecting
properties between the site and Willow Street.
MOTION by Judy Curtis, seconded by Gerald Fontaine, to approve the
Variance subject to the above condition of approval. Unanimous.
CASE NO. SUP/90-24 A Special Use Permit to construct a 31,086
square foot Auto Service and Retail Service Mall on the Northeast
corner of Tuenge Drive and 60th Street North in the IP-C Industrial
Park-Commercial District. Marco Construction, Applicant.
Industrial Engineer, Morris, presented the proposal and discussed the
application for a two-building auto service center, on Highway 36
. Frontage Road, in the Brick Pond Special Plan Area. A minor land
division is required as a condition of approval.
Emphasis surrounded the existing uses in the area, signage, and fire
access.
No audience comment.
MOTION by Gerald Fontaine, seconded by Warren Paku1ski, subject to
conditions of approval with changes as follows:
1. Item 10 (C)-The Center name would be placed on one sign.
Each tenant would be allowed a wall sign. No signs
would be allowed on the back of the building.
Unanimously approved.
CASE NO. SUP/90-25-A Special Use Permit to conduct a five-bedroom
Bed and Breakfast establishment at 319 West Pine Street, in the RCM,
Multi-Family Residential District. Bruce and Vikki Brillhart,
Applicants.
Applicant, Bruce Brillhart, and Architect, discussed the request to
conduct the Bed and Breakfast in the Hersey Bean Home on the
Southeast corner of Pine and Sixth Streets.

Applicant responded to the concerns expressed by Jeff Peterson. The
kitchen will be located in the back of the residence, and the
Washington County Health Department will dictate the other
requirements. The lighting has been designed to be a low-level
incandescence, surrounded by landscaping.
Mike O'Brien, 513 S. 6th, neighbor to the South, requested
consideration for an easement to the driveway entrance, which is the
entrance to his garage, along with a survey to be conducted for the
boundaries of the property.
Kimble explained the ordinance for !off street parking and
• commercialization of neighborhoods.
Leonard Feeley, expressed opposition to a Bed and Breakfast in the
area.
Members discussed the difference in the parking between a Bed and
Breakfast and apartments, along with the need to restore large older
homes. Members discussed the conditions of approval with the
applicant with the following additions:
11. A survey of the property to be conducted prior to the issuance
of building permits.
12. The access easement shall be maintained for the driveway accesss
of the existing neighbor.
13. The sign size shall be reduced to 4 feet in height.
MOTION to approve by Duane Elliott, seconded by Warren Pakulski,
subject to the conditions of approval and additions. Unanimous.

to conditions of approval with the following additions:
1. Review shall be made after the season.
Site dimension and facing shall be determined and approved by
the Community Development Director.
Unanimously approved.
ANNEXATION-THREE PROPOSALS
CASE NO. ANNEX/90-1-An Annexation Petition to the City of Stillwater
for an 88.5 acre parcel of property (Benson Farm) located North of
Orleans Street between Greeley Street and Washington Ave., currently
in Stillwater Township. Jeffrey D. Denson, representing the Gilbert
Benson Estate and Steve C. Fiterman, Ground Properties, Petitioners.
CASE NO. CPA/90-1-Comprehensive Plan Amendment by adding 88.5 acres
of land located North of Orleans Street between Greeley Street and
Washington Avenue, to the Comprehensive Plan Boundary and designate
such land Single Family Residential. Ground Development, Applicant.
CASE NO. ZAM190-1-Zoning Ordinance Map Amendment designating 88.5
acres of land RA, Single Family Residential, 10,000 square feet/D.U.
The property is located North of Orleans Street between Greeley
Street and Washington Avenue. Ground Development, Applicant.
Jeff Benson, Wayne Power, of Pioneer Engineering, and David Newman,
Attorney, presented information on the above proposals to members.
Discussion followed on the zoning recommendation for City Council.
Leonard Feeley discussed concerns over traffic and assessments.
Feeley requested consideration for the costs of the assessments for
the sewer system for the new development.
Joan Norman, 1281 W. Orleans, expressed concerns over the impact of
200 more homes in Stillwater or, the overcrowding in school district.
Members discussed the park requirements and open spaces, along with
traffic access by Lily Lake School.
Sandy Gettner expressed concerns over the water and sewer use and the
effects on her existing well and septic system.
Richard Meyer, W. Pine St., was concerned about access from West Pine
Street. Mayer and a Benson neighbor questioned access from West Pine
Street.

MOTION by Judy Curtis, seconded by Glenna Healka, to approve the
recommendation to the City Council for the rezoning to Single Family
Residential District, Case No. CPA/90-1, ZAM 90-1, and ANN 90-1.
Unanimously Approved.
OTHER BUSINESS
The Commission reviewed the draft and amendments and set a public
hearing for their June meeting on the three Stillwater Business Park
Zoning Amendments.
