STILLWATER PLANNING COMMISSION
MINUTES

Chairman Fontaine called the meeting to order.
APPROVAL OF MINUTES
Motion by Mark Ehlenz, seconded by Judy Curtis to approve the
minutes of the meeting of October 9, 1989 as submitted. All in
favor.
PUBLIC HEARINGS
Case No. CPA/89-4 - Comprehensive Plan Amendment expanding the
City by adding approximately 2.7 acres of land to the City
boundary. City of Stillwater, Applicant.
Steve Russell presented the application and explained that the
property owners petitioned for annexation of 2.7 acres of land.
The township does not oppose the annexation.
Motion by Mark Ehlenz, seconded by Glenna Bealka to adopt the
resolution approving Case No. CPA/89-4. Roll call was taken;
motion carried 5-0.
Case No. ZAM/89-44 - Zoning Ordinance Text Amendment to zone a
2.7 acre parcel of land RA Single Ramily Residential. City of
Stillwater, Applicant.
Steve Russell presented the application. The 2.7 acres discussed
in the previous case (CPA/89-4) should be zoned single family
residential to be consistent with the existing character of the
area and development compatible with the land.
Motion by Judy Curtis, seconded by Mark Ehlenz to adopt the
resolution approving Case No. ZAM/89 -44. Roll call was taken;
motion carried 5-0.
Case No. SUB/89-73 - A minor subdivision of a 2.7 acre parcel
into three lots of 34,100, 43,090, and 34,100 square feet at 8031
Neal Avenue in the RA Single Family Residential District.

application. She is aware of the condition of approval and agrees
with the condition.
Motion by Nancy Putz, seconded by Judy Curtis to approve Case No.
SUB/89-73. Motion carried 5-0.
Case No. V/89-74 - A variance to the Sign ordinance setback
requirements (fifteen feet required, zero feet provided) to place
a 14' x 81, ten foot tall monument type building identification
and office directory sign at 1905-1983 South Greeley Street
(Greeley Square) in the IP-C Industrial Park Commercial District.
Richard C. Ernst presented the application. He explained that
tenants on the upper level need exposure to drive-by traffic.
There are currently eight tenants upstairs with space for another
12. Staff has recommended some changes to the sign. Mr. Ernst
wants the business names on the boulevard sign; staff suggested
putting the business names on a sign on the building. There is
also a problem with the sign extending onto county right-of-way.
The applicant and the Commission agreed to table the request. The
applicant will redesign the sign for reviewal at the next
meeting.
Motion by Nancy Putz, seconded by Mark Ehlenz to table Case No.
V/89-74 until the December 11 Planning Commission meeting. Motion
carried 5-0.
Case No. V/89-75 - Variance to the frontyard setback requirement
(twelve feet proposed, thirty feet required) for the construction
of a home with an attached garage at 900 North Broadway in the RB
Two Family Residential District.
Larry Lappi presented the application. He stated that this is the
most practical location to build on this property because of the
topography of the lot.
Glen Goggin, owner of the lot directly north of the property,
stated that allowing this home to be built 18 feet closer to the
street will hurt the value of his property.
Judy Curtis stated that she feels there is a definite hardship
because of the topography of the lot.
Motion by Nancy Putz, seconded by Mark Ehlenz to approve Case No.
V/89-75 with two conditions as stated. Motion carried 5-0.
The meeting adjourned at 8:20 p.m.
