Chairman Fontaine called the meeting to order.
APPROVAL OF MINUTES
Motion by Mark Ehlenz, seconded by Don Valsvik to approve the
minutes of January 9, 1989 as submitted. All in favor.
PUBLIC HEARINGS
• Case No. V/89-1 - Variance for the side yard and rear yard
setback requirements for a garage located at 1225 South Second
Street.
James Weber, owner, presented the application. The garage has
already been constructed with a four foot rear yard setback
(five is required) and a three foot side yard setback (five is
required). No building permit had been applied for because the
owner originally planned an addition to the garage. After
construction began, he realized that the original structure would
have to be removed and a new structure built.
The commission agreed that the new structure was an improvement
to the property, but that there should be some penalty imposed
for failure to apply for a building permit.
Motion by Don Valsvik to approve the variance request with the
condition that the applicant pay double building permit fee, and
to make note to the City Council that there should be a
substantial increase in after-the-fact permit fees in the future.
Seconded by Glenna Bealka. Motion carried 7-0.
Case No. CPA189-1 - Comprehensive Plan Amendment expanding the
City Comprehensive Plan boundary by adding 7.0 acres of land
designated Single Family Residential located South and East of
the intersection of Eagle Ridge Trail and Neal Avenue.
• Steve Russell presented the application for the City of
Stillwater.
Motion by Judy Curtis to approve Resolution CPA/89-1. Don Valsvik

seconded. Motion carried 7-0.
Case No. ZAM/89-1 - Zoning Ordinance Map Amendment designating
7.0 acres of land Single Family Residential, RA, 10,000 sq.
ft./D.U. The property is located South and East of the
intersection of Eagle Ridge Trail and Neal Avenue.
Steve Russell presented the application for the City of
Stillwater.
Motion by Don Valsvik to approve Resolution ZAM/89-1. Seconded by
Judy Curtis. Motion carried 7-0.
Case No. SUB/89-7 - Preliminary Plat for a 19 lot Single Family
Residential Subdivision on 7.0 acres of land located South and
East of the intersection of Eagle Ridge Trail and Neal Avenue in
the RA Single Family District. Blichfeldt Builders, Applicant.
Mr. Blichfeldt and his engineer and surveyor, Mark Kemper,
presented the request.
• Motion by Mark Ehlenz to approve the subdivision request;
seconded by Don Valsvik. Motion carried 7-0.
Case No. V/89-9 - Varience request to front yard setback
requirements for addition of steps to St. Mary's Church located
at 407 South Fifth Street. Robert Eardley, Applicant.
Richard Hillsman presented the request for Mr. Eardley, who was
out of town.
Motion by Nancy Putz to approve the variance request; seconded by
Judy Curtis. Motion carried 7-0.
Case No. SUB/89-10 - Preliminary and Final Plat approval to
subdivide a one acre lot into two lots of approximately 22,500
sq. ft., each, located at 1605 North Second Street.
Robert Flotten presented the request. Mr. Flotten submitted a
legal description of Lots 3 and 4 as required.
Motion by Don Valsvik to approve the subdivision request;
seconded by Mark Ehlenz. Motion carried 7-0.
Case No. SUB/89-11 - Preliminary and Final Plat approval to
subdivide an existing 2.39 acre lot into two lots of .93 acres
and 1.46 acres located at 1819 North Fourth Street.
• Robert Troyer presented the application. This request was
approved in 1987, but a survey was not completed at that time.

Motion by Mark Ehlenz to approve the subdivision request with two
conditions. Seconded by Don Valsvik. Motion carried 7-0.
Case No. SUP/89-12 - Special Use Permit for a commercial
recreational use (Billiard Hall) located in the Industrial Park
Commercial District at 14470 North 60th Street (Surplus Warehouse
Building).
Jeff Lundeen presented the application. Mr. Lundeen submitted a
sign plan as requested. He stated that no alcoholic beverages
will be served.
The Commission recommended the following conditions: 1) No
loitering in the parking lot; 2) Adequate lighting provided for
the parking lot; 3) Planning Commission reviewal after six
months.
Motion by Don Valsvik to approve the special use permit with the
three stated conditions. Seconded by Judy Curtis. Motion
carried 7-0.
Case No. DP/SUP/89-13 - Design Permit and Special Use Permit for
is construction of a 15,000 sq. ft. office building at 319 North
Main Street (Arrow Building Site).
Mike McGuire, architect, and Mark Desch, property owner,
presented the application. The Downtown Design Review Committee
has reviewed the plans.
Motion by Don Valsvik to approve the special use permit with the
conditions of approval. Seconded by Nancy Putz.
Motion carried 7-0.
Case No. V/89-14 - Variance request to the rear yard setback
requirements (20 ft. proposed, 30 feet required) for construction
of a 13,716 sq. ft. retail center located at 2000 Washington
Avenue in the Industrial Park Commercial District.
Mr. R. C. Ernst presented the application. The center would
share the existing Merrill Lynch driveway.
The Commission expressed some concern with the entrance and exit
plans, and there was discussion of alternative entrances and
exits.
Motion by Judy Curtis to approve the variance with the five
stated conditions. Seconded by Mark Ehlenz. Motion carried 7-0.
• Case No. CPA/89-3 - Comprehensive Plan Amendment adding 11 acres
of land to the City Comprehensive Plan boundary and designating
the land Government Center, and open space buffer, located East
of Panama Avenue and South of 62nd Street. City of Stillwater,

Applicant. Steve Russell presented the application for the City.
Motion by Don Valsvik, seconded by Mark Ehlenz to approve
Resolution CPA/89-3. Motion carried 7-0.

Motion by Judy Curtis, seconded by Nancy Putz to approve
Resolution ZAM/89-2. Motion carried 7-0.
Case No. CP A/89-2 - Comprehensive Plan Amendment adding 6.9 acres
of land to the City Comprehensive Plan boundary and designating
land Single Family Residential. The property is located West of
County Roa d 5 and North of 62nd Street. City of Stillwater,
Applicant. Steve Russell presented the application.
Motion by Judy Curtis, seconded by Don Valsvik to approve
Resolution CPA/89-2. Motion carried 7-0.
OTHER ITEMS
The Commission reviewed the Condominium Conversion Ordinance, the
Design Review Ordinance, and the Bluffland/Shoreland Ordinance.
The new Central Business District Ordinance was reviewed and
discussed.
Motion by Don Valsvik to hold a public hearing on the Central
Business District Ordinance at the March 13 meeting of the
Planning Commission. Seconded by Jay Kimble. All in favor.

Motion by Judy Curtis to adjourn the meeting at 9:30 p.m. Seconded
by Mark Ehlenz. All in favor.
