Dev. Director Members Absent: Judy Curtis Rob Hamlin Don Valsvik Chairman Fontaine called the meeting to order. Motion by mark Ehlenz, seconded by Jean Jacobson to approve the minutes of November 11, 1988 as submitted. All in favor. PUBLIC HEARINGS Case No. SUP/88-73 - Special Use Permit to construct a 7,200 square foot auto and truck repair building on the southwest corner of Curve Crest and Industrial Boulevards in the IP-I.Industrial Park Industrial District. The applicant, Happy Thomsen, presented the request, and discussed the recommended 13 conditions of approval. His concern was with Condition No. 1 requiring the building be modified to include an overhanging mansard around the entire building. He has discussed this condition with the building designer, who informed Mr. Thomsen that a mansard would not be practical on a building of this size because of problems with snow, etc. The Commission also discussed Condition No. 8 which states that landscaping shall be in before building occupancy. The applicant plans to occupy the building before spring. The Commission agreed to change the Condition to require an escrow account of 125% of the estimated landscape costs. Ned Windmiller, an occupant of the Medical Arts building on Curve Crest, expressed his concern with the plans for a metal building and the nature of the business. Steve Russell explained that there are no restrictive guidelines in the Industrial Park at this time. Chairman Fontaine said the Commission should only consider usage, as they cannot restrict the building materials. Nancy Putz made a motion to approve the special use permit with 13 conditions, with the following addition to Condition No. 1: "or other design improvement to achieve design compatability." 1 Stillwater Planning Commission December 12, 1988 The motion was seconded by mark Ehlenz. Motion carried 6-0. The applicant was instructed to check with the City's building official to reach a compromise solution, and to prepare a new design before the City Council's public hearing. Crape No. SUB/88-72 - A minor subdivision dividing one lot into two lots of 7,476 square feet each at 514 and 518 west Maple Street in the RB Two Family Residential District. The applicant, James Blichfeldt/Blichfeldt Builders, was not present for the hearing. Chairman Fontaine asked for comments from the audience. A neighboring resident on Maple Street asked why the subdivision is being requested. Mr. Russell explained that the present lot was originally subdivided into two lots. A single house was built on the lots, and after the house was torn down, the legal description remained as only one lot. The applicant was issued permits to build two houses, one on each lot, based on the original subdivision. The purchasers of the homes cannot be issued clear titles until the legal description is changed. The present occupant of one of the homes stated that the curb in front of the home was damaged during construction. A next-door neighbor expressed his concern with possible drainage onto his property. The Commission recommended the following conditions of approval: 1) A drainage plan be submitted; 2) Repair curb cuts damaged during construction; 3)Sanitary sewer line be repaired if damaged and sewer easement be prepared on the west property line of the west lot (518), or proof be submitted that there is no sewer line. Mark Ehlenz made a motion to approve the subdivision request with the three conditions; Jean Jacobson seconded. Motion carried 6-0. OTHER ITEMS Chairman Fontaine requested that Planning Commission members call Steve Russell if they are unable to attend a meeting. The Commission discussed a plan for the Industrial Park. Steve Russell will send notices to all owners and residents of the Industrial Park, so that all are involved in the development of a plan.
