STILLWATER PLANNING COMMISSION
MINUTES
Date: November 14, 1988

Acting Chairman Mark Ehlenz called the meeting to order.
APPROVAL OF MINUTES
Motion by Don Valsvik, seconded by Jay Kimble to approve the
minutes of October 10, 1988 as submitted. All in favor.
PUBLIC HEARINGS
• Case No. SUB/88-69 - Preliminary and Final Plat Approval for a
twenty lot subdivision located on both sides of Pine Tree Trail
and south of Pine Street (Benson's Addition) previously developed
in the Single Family Residential R-A District. Estate of Gilbert
Benson, Owner.
Barry Stack, surveyor, presented the plan.
There is one recommended condition of approval: An open space
easement shall be recorded over the rear portions of Lots 5, 6,
7, and 8 to maintain the area in a natural open space appearance.
Howard Costello, property owner at 1007 Pine Tree Trail (Lot 6)
stated that he would not be in favor'of the easement if it
prevented the homeowners from cutting and trimming trees to allow
views of the lake from their homes.
Motion by Don Valsvik, seconded by Judy.Curtis, to approve Case
No. 88-69 with the recommended condition of approval. Motion
carried 6-0; Glenna Bealka abstained.
Case No. PUD/88-71 - Final PUD Approval of three story addition
to the existing Washington County Government Center located at
14900 North 61st Street. Washington County, applicant.
Case No. SUP/88-68 - Special Use Permit for a 308 car parking lot
in the Single Family Residential R-A district located east of
• the County Government Center between Panama and Paris Avenues.
Washington County, Applicant.
These two cases will be considered together. Lyle Doerr,
Facilities Manager for Washington County, presented the plans

Motion by Nancy Putz to approve Case No. 88-68 subject to six
recommended conditions of approval. Seconded by Jean Jacobson.
Motion carried 7-0.
Motion by Don Valsvik to approve Case No. 88-71 subject to two
recommended conditions of approval. Seconded by Nancy Putz.
Motion carried 7-0.
The Commission discussed possible regulation of dog kennel
locations. It was determined that residents should be given
information regarding dog kennel locations through the city
newsletter or when their yearly dog license application is
presented.
The commission discussed possible attendance at the Annual
Planning Institute.
Steve Russell requested that one or two Planning Commission
members volunteer for membership on the Downtown Plan Action
Committee and the Downtown Design Review Committee. Don Valsvik
and Nancy Putz expressed interest in the Action Committee. The
Commission felt that Rob Hamlin may be interested in the Design
Review Committee. Mark Ehlenz also made a tentative committment
to membership on the Design Review Committee.
The Commission reviewed the first part of a Design Guide for
Downtown.
Steve Russell reported on the November 1 City Council meeting.
Motion by Nancy Putz, seconded by Jean Jacobson to adjourn the
meeting at 8:45 p.m. All in favor.
