HomeMy WebLinkAbout1991-05-06 HPC MINHERITAGE_ PRESERVATION COMMISSION MINUTES The Heritage Preservation Commission met Monday, May 6, 1991 at 7:00 P.M. in the Public Works Department of City Hall, 216 North Fourth Street. Present: Chairperson Jeff Johnson, Marlene Workman, Ray Zaworski, Shawn Draper, Tim Stefan and Katherine Francis. Not Present: Bob Kimbrel. 1. Shawn Draper made a motion to approve the minutes of May 6, 1991 as written. Ray Zaworski seconded. ALL IN FAVOR. 2. Case No. DR/91 -8 - Design Review for the placement of a projecting sign and two small 18 inch by 14 inch Park Service logo signs at 119 South Main Street. Albert Seidenkranz reviewed the sign proposal with the Commission as submitted. Discussion followed on the role of the new St. Croix Visitors Center in Stillwater. The location will have offices, an information tourist counter and interpretive area. With the dual usage of this site, three small signs were reasonable. Jeff Johnson made a motion to approve the sing plan as proposed. Shawn Draper seconded the motion. ALL IN FAVOR. 3. Case No. DR/91 -9 - Design Review for the placement of two wall signs on a corner building at 102 North Main Street. Mark Balay and Carol Paukert presented the proposal. The sign on Main Street will be two feet six inches by eight feet and the sign on Chestnut Street will be two feet Dy nineteen feet. this meets the Sign Ordinance regulation. Carol Paukert discussed the new use of the old Norwest site and the historic integrity of the interior of the building. Tim Stefan made a motion to approve the sings as proposed. Jeff Johnson seconded. ALL IN FAVOR. 4. Case No. DR/91 -10 - Design Review for the placement of a one foot by nineteen foot wave sign for a business and a small one foot by three foot graphic wall sign above an apartment door at 114 North Main Street. Tim Stefan presented the proposal with a limited amount of knowledge of the project. Issues such as window treatment and the painting of the facade were in question. The applicant should submit a written summary of these changes. Heritage Preservation Commission Minutes May 6, 1991 Page Two Marlene Workman made a motion to approve the signage as proposed. Katherine Francis seconded. ALL IN FAVOR. TIM STEFAN ABSTAINED. 5. Case No. DR/91 -11 - Design Review for the placement of a round twenty five square foot wall sign on a building at 390 North Main Street. Todd Shely presented the sign proposal. Issues were raised on the window and the top of the facade at the cornice. The Commission recommended that the sign be between the top of the facade at the cornice and the second story window on the facade. Jeff Johnson made a motion to approve the sign. Shawn Draper seconded the motion. ALL IN FAVOR. 6. Information to Downtown Businesses on Design Review Ordinance: Katherine Francis has a concern about new businesses and property owners not knowing the Design Review or Sign Ordinance. Ann stated she would follow up on sign permits in the next few days. 7. Tne Commission discussed the Preservation Ordinance and the by -laws pertaining to adding the following: 1. Vice Chairperson, 2. Chairperson - term in office, Ann will draft a by -law as stated in the Preservation Ordinance. 8. The Heritage Preservation Commission discussed the Downtown improvements. It was suggested a window be dedicated for artifacts found during construction. Ann will notify a property owner on this issue. The meeting adjourned at 8:30 P.M.
