MINUTES
SPECIAL MEETING
The Heritage Preservation Commission met Monday, April 8, 1991 at 5:00 P.M. in
the Council Chambers of City Hall, 216 North Fourth Street.
PRESENT Katherine Francis, Ray Zaworksi, Marlene Workman, Shawn Draper, Bob
Kimbrel, Jeff Johnson and Tim Stefan.
OTHERS Laura and Rick Shely, Mark Balay, Dr. Schneider, Rick Muller, Steve
Gapitz, Steve Russell and Ann Terwedo.
1. Case No. DR/91 -6 - A continuation of a Design Review Permit for the
placement of three projecting signs at 120 North Main Street.
Marlene Workman stated the signage was appropriate for the use of the
building.
The building owners attended the meeting and discussed the restoration of
the Excelsior Block. Shawn made a motion to approve the three signs for
the building (i.e.three small projecting signs). Marlene Workman seconded
the motion.
ALL IN FAVOR.
2. Case No. DR /SUP/91 -15 - A Design Review Permit for the construction of a
nine hole miniature golf course, parking area and b ft. x 20 ft. sign.
Todd and Laura Shely presented the plan for the miniature golf course.
Marlene Workman expressed concern about the use of a site as a miniature
golf course next to a Historic District. Mr. Shely discussed the fence for
the use. The old boat and other amenities within the miniature golf
course.
The plywood sign will be 3 ft. x 20 ft.. The applicant agreed to reduce
the sign to 3 ft. x 17 ft.
Jeff Johnson stated that, though he may not agree with the proposed use,
he does feel this will improve the lot. Marlene Workman reiterated tier
position that this use is not compatible with historic Main Street
adjacent to the Historic District.
The Preservation Commission had the following comments on the miniature
golf course Design Review:
1. The sign is appropriate at 3 ft. x 17 ft.,
2. Brick material is appropriate for the small wall fence,
3. Planters are appropriate,
4. Pavers: Brick is appropriate,
5. Berm with landscaping plants will screen area from the South
elevation.

Bob Kimbrel made a motion to approve the design aspects as stated and the
sign at fifty square feet. Shawn Draper seconded the motion.
5 AYES 1 NAY.
General Comments on the Miniature Golf Course:
Marlene Workman stated that the golf course is visually intrusive to the
adjacent Historic District. Although the H.P.C. does not comment on use, the
H.P.C. felt the use is inconsistent with the character of the neighborhood,
appearance of Main Street, and is not in harmony with the architectural
integrity of the adjacent development.
Marlene Workman made a motion to send a memo to the Planning Commission on
this issue. Katherine Francis seconded the motion.
5 AYES 1 ABSTENTION
The meeting adjourned at 6:00 P.M.
