MINUTES
The Heritage Preservation Commission /Design Review Committee met Monday,
June 9, 1993 at 7:00 P.M. in City Council Chambers of City Hall, 216 North
Fourth Street, Stillwater.
6:00 P.M. MEETING
Present: Acting Chairperson Bob Kimbrel, Katherine Francis, Howard
Lieberman, Jay Michels, Brent Peterson.
Not Present: Jeff Johnson, Tim Stefan
Bob Kimbrel opened the meeting at 6:40 P.M.
1. Downtown Council /Discussion of temporary signage and street furniture on
public sidewalks in the Downtown.
No representatives of the Downtown Council were present at the meeting.
The item was continued.
2. The Heritage Preservation Commission briefly discussed the Bed and
Breakfast Ordinance. K.B. Francis feels the ordinance is too strict.
3. The Commission discussed the Sign Ordinance which will be further discussed
in two weeks.
7:00 P.M. MEETING
The Heritage Preservation Commission /Design Review Committee met at 7:00 P.M.
in the City Council Chambers of City Hall, 216 North Fourth Street,
Stillwater.
Present: Chairperson Jeff Johnson, Howard Lieberman, Pat Qualey, K.B.
Francis, Bob Kimbrel, Tim Stefan, Jay Michels and Brent Peterson.
Others: Ann Pung - Terwedo, Steve Russell, Mike McGuire, Forrest Cole, Heidi
Knutson, Janet Cook, Jim Taausch, Bill Porter, Rick Kemper, Manos
McGuiness, JOhn Dietrich, John Hilpsich, Charlene Gulbrandser.
Approval of Minutes: Bob Kimbrel made a motion to approve the minutes of May
3, 1993 with a comment on the good quality of record. Seconded by K.B.
Francis. ALL IN FAVOR.
I. Case No. DR/93 -3 - Design Review for paint colors for a series of buildings
at 235 East Chestnut Street and 202 South Main Street in the Historic
Commercial District. Forrest Cole, Applicant.

Mr. Cole presented the proposal. He stated Country Classics would like the
blue color and Treasure Island a deep burgundy. Smitty's and the Record
Shop would like a brown and cream color.
Bob Kimbrel made a motion to approve Case No. DR/93 -3 as proposed. Seconded
by K.B. Francis. ALL IN FAVOR. APPROVED.
2. Case No. DR/93 -14 - Design Review for an adaptive reuse project for the
Commander Elevator at 421 East Nelson Street in the Downtown Plan Area.
Mike McGuire, Applicant.
Mike McGuire presented the proposal.
Jeff Johnson stated the south and east elevations are not visible and are
rather sketchy at this time.
Mike McGuire reviewed the project in detail. He stated some windows will be
put in at various locations on the first floor elevation.
Jeff Johnson stated he would like to see more detailed drawings of the
first floor facade to include:
- first floor elevation
- deck
- signage
Jeff Johnson made a motion to approve the concept plan as proposed.
Detailed plans are to be submitted at a later date. Seconded by Robert
Kimbrel. APPROVED 8 -0.
3. Case No. DR/92 -11 - Design Review for signage, fencing, and an information
kiosk for the Grand Garage at 324 South Main Street in the CBD, Central
Business District. Kevin LaCasse, Applicant.
Mr. LaCasse was not present. The case was continued until July.
4. Case No. DR/93 -15 - Design Review for a 25 square foot wall sign at 370
North Main Street in the Downtown Plan Area. Charlene and Lydee
Gulbrandser, Applicants.
Charlene Gulbrandser presented the proposal. The sign is in place. The
color was discussed briefly.
Pat Qualey made a motion to approve Case No. DR/93 -15. Seconded by Bob
Kimbrel. ALL IN FAVOR.
5. Case No. DR/93 -18 - Design Review for a six square foot projecting sign at
228 East Chestnut Street in the Historic Commercial District. Heidi
Knudson, Applicant.
Ms. Knudson presented a change in her proposal to include a 24 square foot
wall sign. After discussion with the H.P.C., Ms. Knudson returned to her
plan as proposed.
The sign will be located to the west of the door opening. The colors will
be hunter green and cream.

Jeff Johnson made a motion to approve Case No. DR/93 -18. Seconded by Brent
Peterson. ALL IN FAVOR. APPROVED.
6. Case No. DR/93 -17 - Design Review for a facade alteration at 1250 -1500
Frontage Road West (River Heights Plaza) in the BP -C, Business Park
Commercial District. Garfield Clark and Associates, applicants.
Janet L. Cook presented the proposal. She stated the mall portion of River
Heights Plaza has not been successful. The plan is to create storefronts.
The main entrance to the mall will remain.
Jeff Johnson suggested that awnings be added in order to provide visibly,
more pleasing storefronts. Possibly teal green would be appropriate. Ms.
Cook appreciated the comment and will look into it.
Jeff Johnson made a motion to approve Case No. DR/93 -16. Seconded by Tim,
Stefan. ALL IN FAVOR. APPROVED.
7. Case No. DR/93 -16 - Design Review for a Target /CUB Foods retail center on
the northeast corner of Highway 36 and County Road 5 in the BP -C, Business
Park Commercial District. RLK Associates, Applicants.
Jim Tausch, Bill Porter, Rick Kemper, Manos McGuiness and John Dietrich
representing CUB /Target project were in attendance.
Bill Porter presented the CUB Foods portion of the project.
Jim Tausch presented the site plan portion of the project and reviewed the
conditions of approval.
Tim Stefan asked about the elevation of Tower Drive vs. the elevation of
the Target Store.
Jeff Johnson had concerns regarding the rear view of the building. Jim
Tausch stated this area is intended to be more natural. Manos McGuiness
presented the design elements.
Ann Terwedo questioned the signage on the south elevation of the project. A
detailed discussion followed on signage.
The conditions of approval were modified to reflect a 20 ft. sign height on
County Road 5.
Jeff Johnson made a motion to approve the CUB /Target proposal with the
added condition on signage. ALL IN FAVOR. APPROVED.
John Dietrich presented the landscape plan. Jeff Johnson questioned the
landscaping on the southwest corner of the Target structure.
Jeff Johnson made a motion to approve the landscape plan as proposed.
Seconded by Pat Qualey. ALL IN FAVOR. APPROVED.
8. Bed and Breakfast guest room determination for a Special Use Permit. Mr.

Hilpisch presented the layout of the home and how the home can accommodate
a Bed and Breakfast.
The home has 3,800 square feet which allows for a four guest room Bed and
Breakfast.
Bob Kimbrel made a motion that the home can accommodate a four bedroom Bed
and Breakfast. Seconded by Katherine Francis. APPROVED 7 -0. Pat Qualey
abstained.
9. Case No. DR/93 -18 - Design Review for a sign permit for a 16 inch by 18 ft.
wall sign.
Jeff Johnson made a motion to approve the signage as proposed with the
color to be reviewed by Staff. Seconded by Brent Peterson, ALL IN FAVOR.
APPROVED.
10. The Heritage Preservation Commission will meet Monday, June 21, 1993 at
7:UO P.M. to discuss the Context Study.
Bob Kimbrel made a motion to adjourn. Seconded by Katherine Francis. ALL IN
FAVOR.
The meeting adjourned at 10:52 P.M.
