HomeMy WebLinkAbout1993-01-04 HPC MINHERITAGE PRESERVATION COMMISSION MINUTES The Heritage Preservation Commission /Design Review Committee met Monday, January 4, 1993 at 7:00 P.M. in City Council Chambers of City Hall, 216 North Fourth Street, Stillwater. Present Chairperson Jeff Johnson, Marlene Workman, Bob Kimbrel, Katherine Francis, Howard Lieberman and Tim Stefan. Others: Ann Pung - Terwedo, UBC Representatives Mike Wilkus, Todd Weiss. Steve Russell, Mr. and Mrs. Iberra. Approval of Minutes: Jeff Johnson made a motion to approve the minutes of December 4, 1992 with one minor addition. The Heritage Preservation Commission discussed the lighting of the sign on the Brunswick Inn on Chestnut Street. Seconded by Bob Kimbrel. ALL IN FAVOR. DESIGN REVIEW 1. Case No. SUP/92 -52 - Design Review for United Building Center located between Curve Crest Boulevard and Orleans Street in the BP -I, Business Park Industrial District. Washington County Housing and Redevelopment Authority, Applicant. Mike Wilkus presented the proposal. He reviewed the colors of the structure which include: - Cliff Grey with a red band for the retail store. - Slate Grey for the Warehouse. Jeff Johnson questioned the galvanized chain link fence. Is it opaque? He has concerns in regard to the screening of the lumberyard. He felt a different material could be used. Bob Kimbrel questioned the Ivy proposed for the fence and if it will screen the area. Tim Stefan felt if UBC has a limited budget, they should concentrate the landscaping on the east and north sides. Bob Kimbrel added that this plan included more landscaping in the front of the building. This was appropriate. - A UBC representative stated the goal of the design of the building is to blend into the area. - Bob Kimbrel questioned the lighting plan. Mike Wilkus stated all lighting is mounted on the building with a shoebox source. No glare will be forced from the site. 1 Tim Stefan made a motion that the fencing along the north and south property lines should be opaque with some landscaping. Bob Kimbrel seconded the motion. ALL IN FAVOR. 2. Steve Russell reviewed the Stillwater Downtown Projects with the Heritage Preservation Commission. These projects may include two housing projects, a grocery store, hotel and a CUB office building. 3. Case No. DR /93 -1 - Design Review for a reception area addition to the Freight House deck at 305 South Water Street in the Historic Commercial District. Bob Sabis, Applicant. Tim Stefan presented the proposal. He stated the 40 ft. by 60 ft. area will be an extension of the deck. It will have a white tent covering the area. Other improvements will include landscaping, a trash enclosure, and moving the caboose. Katherine Francis stated she was concerned about the visual impact of the tent as viewed from the St. Croix River. The Downtown and the Freight House are on the National Register of Historic Places. Tim Stefan noted that only the Freight House is historic and not the whole site. Marlene Workman felt the tent does not add to the integrity of the Freight House. The tent proposal is not in keeping with the historic integrity of the Downtown. The white will reflect off the site. The Commission felt the landscaping and trash receptacle improvements area appropriate. Bob Kimbrel made a motion to deny the proposal based on the height, color, material and shape of the tent. Katherine Francis seconded. The motion carried 5 -0. Tim Stefan abstained. 4. Bob Vogel, Historic Consultant for the Context Study, updated the Committee on progress to date. Each context reviewed will have the following elements: - Abstract - Brief Overview - Rationale for Each Context. - Geogrpahic Region - Property Types - Representative properties - Preservation planning goals, objectives. The final product will be a workable text for the Heritage Preservation Commission to use. Jeff Johnson stated streetscapes in historic areas are very important. He can foresee conservancy areas or Historic Districts. Ann Terwedo pointed out this is intended to be a goal in the end. E � k The Commission discussed what the document will be used for. Three options are: 1. Document on Historic Contexts? 2. What is the history of Stillwater. 3. Guide for Context planning. A Management tool. The Commission felt very strongly about making sure the Context Study will be usable for the Heritage Preservation Commission. 5. Mr.and Mrs. Iberra presented their reproduction photos which they produce from old photos. They are looking for an endorsement from the Heritage Preservation Commission for an exhibit they would like to do for the Sesquicentennial. Bob Kimbrel made a motion to endorse the proposal to be used for educational purposes. Katherince Francis seconded the motion. CARRIED 6 -0. Jeff Johnson made a motion to adjourn.
