HomeMy WebLinkAbout1993-02-01 HPC MINHERITAGE PRESERVATION COMMISSION MINUTES The Heritage Preservation Commission /Design Review Committee met Monday, February 1, 1993 at 7:00 P.M. in City Council Chambers of City Hall, 216 North Fourth Street, Stillwater. Present Chairperson Jeff Johnson, Marlene Workman, Bob Kimbrel, Katherine Francis, Howard Lieberman. Not Present Tim Stefan, Shawn Draper. Others Ann Pung - Terwedo, Todd Weiss. Approval of Minutes: Katherine Francis made a motion to approve the minutes of January 4, 1993 with one addition: The Heritage Preservation Commission supports the quality of Mr. Ibarra's historic photos and his pursuit of an exhibit is a benefit to the community for educational purposes. A letter of support should be drafted stating the Heritage Preservation Commission's support. DESIGN REVIEW 1. Case No. DR/93 -1 - Design Review for an addition to the Freight House deck along with a tent structure. Todd Weiss presented the proposal. He stated the tent idea has been dropped. He reviewed the project as it now stands. The Commission felt not enough information has been provided on issues such as lighting, pavement materials, landscape materials, and railings. The Commission suggested these specific materials be reviewed by the Committee at a future date. Todd Weiss questioned, the Committee as to why the tent structure was denied. Jeff Johnson stated the material, color and shape were not appropriate in an historic district such as Downtown Stillwater. The Heritage Preservation Commission added the following conditions to the case. 1. No tent, canopy, enclosure or other deck covering structure is allowed. 2. The Heritage Preservation Commission shall review and approve the lighting plan for the deck area before building permits are issued. 3. The Heritage Preservation Commission shall review and approve the concrete paving material and design and material of the trash enclosure structure before building permits are issued. 4. The Heritage Preservation Commission shall review and approve the landscape plan and railing detail for the Freight House site before construction begins. Planning Commission Meeting Minutes of February 1, 1993 Bob Kimbrel made a motion to approve Case No. DR /92 -1 with the additional conditions. Katherine Francis seconded the motion. Carried 5 -0. 2. Historic Courthouse Exhibit. Ann and Marlene Workman reviewed the concept for the Historic Courthouse Exhibit on Stillwater's history. This is an official Sesquicentennial event. 3. The Heritage Preservation Commission reviewed the list of interested individuals for appointments to the Heritage Preservation Commission. Members who have not been reappointed at this time questioned if they are still voting members of the Commission. Their terms expired at the end of December. Ann Terwedo will review the Preservation Ordinance and check with the City Attorney. She will call members. Shawn Draper resigned. A letter was sent to the Mayor A meeting was scheduled for February 23, 1993 to interview interested individuals for recommendation for appointments to the Heritage Preservation Commission.
