MINUTES
The Heritage Preservation Commission /Design Review Committee met Monday,
March 1, 1993 at 7:00 P.M. in City Council Chambers of City Hall, 216 North
Fourth Street, Stillwater.
Present Jeff Johnson, Howard Lieberman, Katherine Francis, Bob Kimbrel.
Not Present Tim Stefan, Shawn Draper and Marlene Workman.
Others Ann Pung - Terwedo.
Approval of Minutes:
Katherine Francis made a motion to approve the minutes of February 1, 1993,
seconded by Howared Lieberman. ALL IN FAVOR.
DESIGN REVIEW
1. Case No. DR/93 -2 - Design Review for a facade creation along with the
placement of an 18 square foot sign at 318 North Main Street in the CBD,
Central Business District. Ned Souder, Applicant.
Ned Souder and Tom Pearson presented the proposal. The product which the
business sells is part of this project. The company is Architectural
Antiques.
The proposal includes the creation of a storefront out of a portion of the
blue metal manufacturing businesses on the north end of Downtown
Stillwater. The sign proposal includes a foe finished, marble sign with
Roman Font lettering. The side of the structure facing the alley will have
a display window with six panes of glass.
Ned Souder stated they have a recessed and a non - recessed storefront
option. They also have two options for color which includes a brown tone or
blue tone.
Howard Lieberman made a motion to approve the color scheme with the greens,
yellow and brown with the option to choose either the recessed or
non - recessed frontage based on Building Code regulations. Bob Kimbrel
seconded the motion. ALL IN FAVOR.
2. Case No. DR/93 -3 - Design Review for paint colors for 235 East Chestnut
Street and 202 -208 South Main Street.
The applicant was not present. The case was continued to the April 5th
meeting.
3. APPOINTMENTS AND REAPPOINTMENTS:
Bob Kimbrel updated the Commission on the process by which the following
individuals were recommended for reappointments and appointments.

4. Ann reviewed the "OPEN" sign issue in Downtown Stillwater and a possible
compromise with the Downtown businesses. She presented an 11 inch by thirty
five inch banner with five inch letters. The banner could match the
Downtown banners and be placed at seven feet.
Bob Kimbrel felt it important to have a Downtown representative at the next
meeting to discuss the issue.
Ann will make sure Jim Laskin is notified and present at the next meeting.
OTHER BUSINESS
Katherine Francis stated she would like to see awards given to individuals who
have done outstanding historic restorations. The Heritage Preservation
Commission has discussed it in the past and has never presented awards. Ann
stated that first annual awards could be given as part of the
Sesquicentennial. Katherine also stated she would like to see more public
education regarding preservation.
Jeff Johnson noted RTR is beginning to look at support effort to preserve the
historic lift bridge.
Mr. Johnson would like to see the City Council members at a Heritage
Preservation Commission meeting or have a joint meeting with the Council. The
Heritage Preservation Commission will send an invitation to the City Council.
Bob Kimbrel made a motion to adjourn, seconded by Katherine Francis. ALL IN
FAVOR. The meeting adjourned at 8:45 P.M.
