MINUTES
The Heritage Preservation Commission /Design Review Committee met Monday,
April 3, 1993 at 7:00 P.M. in City Council Chambers of City Hall, 216 North
Fourth Street, Stillwater.
Present: Chairperson Jeff Johnson, Howard Lieberman, Katherine Francis,
Bob Kimbrel, Tim Stefan, Marlene Workman.
Others Mayor Hooley, Rich Cummings, Todd Weiss, Vicki Poisson,
Charlotte Robledo, Washington County Historic Society Members,
Marylou Meagher, Jim Laskin, Steve Russell, Clyde Jorgenson, Pat
Qualey, two Downtown business representatives and Ann
Pung - Terwedo.
Approval of Minutes:
Katherine Francis made a motion to approve the minutes of March 1, 1993,
seconded by Marlene Workman. ALL IN FAVOR. APPROVED.
DESIGN REVIEW
1. Case No. DR/93 -1 - Design Review for a lighting plan, paving materials,
trash enclosure structure, landscape plan, and railing detail for the
Freight House deck expansion at 305 South Water Street in the Historic
Commercial District. Todd Weiss, Applicant.
Todd Weiss presented the proposal. He reviewed the specific elements,
elevations of the trash enclosure and trellis area. He gave examples of the
paving materials and pattern and also lighting.
Ann Terwedo added that the proposal submitted has met all "conditions of
approval" except for the requirement that a sprinkler system be installed.
Todd Weiss stated they had no intention of putting in the sprinkler system.
Ann Terwedo stated Mr. Weiss would have to go to the City Council and
request that this condition be removed.
Mr. Weiss presented the brick material for the patio which will be set in
sand in a woven patter. The railing will match the existing railing.
Bob Kimbrel stated he appreciated the effort the Freight House has made in
order to get a project with good design.
Bob Kimbrel made a motion to approve Case No. DR /93 -1 as presented. Howard
Lieberman seconded the motion. APPROVED. Tim Stefan, Applicant.
2. Case No. DR/93 -3 - Design Review for paint colors for a series of
structures at 235 East Chestnut Street and South Main Street in the
Historic Commercial District. Forrest Cole, Applicant.

Mr. Cole requested a continuation of this project to the May 3, 1993
meeting.
3. Case No. DR/93 -4 - Design Review for a European style food cart in the
courtyard at the Grand Garage, 324 South Main Street in the Historic
Commercial District. Vickie A. Poisson, Applicant.
Vicki Poisson presented the proposal. The colors include green, yellow and
black. Marlene Workman questioned signage. Ms. Poisson stated that no
signage will be incorporated on the cart.
Jeff Johnson made a motion to approve Case No. DR/93 -4 as proposed.
Seconded by Howard Lieberman. ALL IN FAVOR.
4. Case No. Dr/93 -5 - Design Review for the construction of a carriage house
at the historic Warden's House Museum, 602 North Main Street, in the
Historic Commercial District. Charlotte Robledo, Applicant.
Charlotte Robledo presented the proposal. Other members of the Washington
County Historical Society were present at the meeting.
Ms. Robledo
stated the proposal calls
for recreating a carriage house
that
once stood on
the site. She presented photos and an elevation
plan of
the
carriage house.
The Washington County
Historical Society does
not have
the
funds to do
the completed project as
proposed. They plan on
doing
the
project in
phases as money becomes
available. The first
phase is to
construct the
frame of the structure,
frame the windows, and
put on
the
roof.
Charles Woodward, President of the Historical Society, added they need
storage space for many of their valuable items. Marlene Workman stated the
temporary partical board should at least be painted to blend with the
Warden's House.
Mayor Hooley added that there could be a possibility that there may be some
funds left over at the end of the Sesquicentennial Year. This may be a good
project for those funds.
Jeff Johnson stated the location of this proposed structure is out of view
from Main Street.
Bob Kimbrel made a motion to approve Case No. DR/93 -5. Seconded by
Katherine Francis. ALL IN FAVOR.
5. Case No. DR/93 -6 - Design Review for a temporary tent performance structure
along with signage for the Stillwater Shakespeare production at 501 North
Main Street (between Domino's Pizza and the north parking lot) in the
Downtown Plan Area. Marylou Meagher - Gammans, Applicant.
Marylou Meagher presented the proposal. She began by reviewing the signage
which includes a six foot by ten foot free - standing sign. The color of the
sign will be burgundy. Ann stated the sign must be placed fifteen feet from
the sidewalk. The Stillwater Shakespeare production has coordinated with
the St. Croix Valley Arts Task Force.

The tent structure will be a white canvas material with sidewalls. Picnic
tables have not been shown but will be reviewed if it is decided to be
placed on the site.
Howard Lieberman stated he is concerned about the denial of the Freight
House tent and this proposal. Jeff Johnson added that this tent is
temporary and may not affect planning and zoning. It was discussed that
this is a different area of town and does not have historic precedence.
Tim Stefan made a motion to approve the signage as proposed. Howard
Lieberman seconded the motion. ALL IN FAVOR.
No motion or approval was taken on the tent structure due to its temporary
nature.
6. Case No. DR /91 -1 - Design Review for flower boxes at 306 East Chestnut
Street in the Historic Commercial District. James P. Laskin, Applicant.
Mr. Laskin presented the proposal. Katherine Francis made a motion to
approve the flower box proposal. Seconded by Tim Stefan. ALL IN FAVOR.
Approval.
7. Case No. V /SUP /93 -15 - Analysis and determination of variances to the Bed
and Breakfast Ordinance for a Bed and Breakfast special use at 210 East
Laurel Street in the RB, Two Family Residential District. Clyde Jorgenson,
Applicant.
Clyde Jorgenson reviewed the proposal with the Commission.
Jeff Johnson stated the original home is 100 years old, even though the
rooms have been modified. The interior moldings have been recrafted. The
exterior porch has been added.
Bob Kimbrel felt there should be some latitude with this project.
Tim Stefan felt the addition is a product of today. He thinks the design is
very subjective. The home as it has been modified was done for a Bed and
Breakfast. It does meet the spirit of the Ordinance.
Bob Kimbrel made a motion to submit the following comments about the
structure in relation to the Bed and Breakfast Ordinance regarding the
determination of the variance requests.
1. A variance is not required for the Bed and Breakfast bedrooms in the
structure. The number of original bedrooms in the home is dictating
the number of guest rooms allowed.
2. Technically, the Secretary of Interior's Standards were not followed
for this project. However, the renovation was conducted in the
spirit and intent of the ordinance.
3. The original home can still be considered 100 years old. The home's
character and setting within this neighborhood add to the integrity.

Tim Stefan seconded Bob KimbrelIs motion. ALL IN FAVOR. A memo will be
directed to the City Council on these comments.
8. PRISON SITE STUDY
Roberta Opheim presented the proposal to conduct a reuse study of the Old
Prison Site.
A group of individuals concerned about its future met in St. Paul in
January and in March in Stillwater to discuss the attributes of the site
and review possibilities for its reuse.
The Minnesota Historical Society is willing to contribute $4,000 for an
$8,000 Reuse Study to look at possibilities of economically rehabing the
building for an appropriate use.
Steve Russell added that reuse studies are a good resource because they
identify the conditions of a site and describe the opportunities. These
studies can be used as a marketing tool for developers.
Marlene Workman made a motion to recommend the City participate in a Reuse
Study, seconded by Bob Kimbrel. ALL IN FAVOR.
9. "OPEN" SIGNS:
James Laskin presented a proposal which is hopefully a compromise to allow
"open" signs in the Downtown.
Tim Stefan stated there should be some latitude on the colors of the "open"
signs. The colors of forest green and burgundy was too narrow.
Marlene Workman did not think these signs are appropriate.
The Commission discussed color.
Tim made a motion to approve the "open" signs with the following
restrictions:
1. Approval of signs at seven feet.
2. The sign shall be removed at night.
3. The sign should be not larger than 35 inches by 11 inches.
4. The signs should be of a fabric material.
5. Any color can be used (as reviewed).
DISCUSSION: Katherine felt there should be a palate of colors. She asked Ann
which colors are appropriate for Downtown buildings. Ann stated that the
following colors could be used:
- dark burgundys
- dark blues
- dark greys
- dark browns
d rk greens
with off -write lettering.

Howard Lieberman seconded Tim Stefan's original motion.

Jeff Johnson made a motion to approve the "open" sign proposal as Tim Stefan
outlined with the exception that the broad range of colors be used.
Katherine Francis seconded the motion. Jeff Johnson, Katherine Francis,
Marlene Workman, Bob Kimbrel, Ayes. Tim Stefan, Howard Lieberman, Nayes.
APPROVED.
10. CUB Foods Office Building Proposal and Hotel Proposal
Steve Russell reviewed the CUB project for the East Junior High Site and the
Hooley's buildings.
Marlene Workman stated her concern with the West Junior High site. As the
Preservation Commission, she feels the reuse issue was not studied enough. She
felt there were some problems that were not dealt with.
POSSIBLE HISTORIC ISSUES:
- murals
- old boiler faces
- old parts of the building that could be reclaimed.
Bob Vogel has been contracted to review the possible historic significance of
the building.
Marlene Workman stated the building should be studied more. She wondered why
the Preservation Commission was not more involved.
11. The Commission discussed the appointment and reappointments with Mayor Hooley.
The meeting adjourned at 10:45 P.M.
