MINUTES
The Heritage Preservation Commission /Design Review Committee met Monday,
August 2, 1993 at 7:00 P.M. in the City Council Chambers of City Hall, 216
North Fourth Street.
Present: Chairperson Jeff Johnson, Brent Peterson, Jay Michels, Pat
Qualey, Tim Stefan.
Not Present: Katherine Francis, Bob Kimbrel and Howard Lieberman.
Others: Kevin LaCasse, Everett Spelz, Ms. Getschel.
1. Approval of Minutes:
Brent Peterson made a motion to approve the minutes of June 21, 1993 and
July 12, 1993. Seconded by Tim Stefan. ALL IN FAVOR.
2. Case No. DR /93 -11 - Design Review for signage, fencing and an information
kiosk for the Grand Garage at 324 South Main Street in the Historic
Commercial District. Kevin LaCasse, Applicant
Mr. LaCasse presented his proposal. Tim Stefan questioned the lighting
source of the kiosk. Kevin stated it may be back lit.
Jeff Johnson stated it is too bad that more information signage for
individual tenants was not identified.
Kevin LaCasse stated he felt that knowing what is in the Grand Garage is
important.
Downlighting of the brick columns on the kiosk was recommended by Mr.
Johnson with no backlighting of the kiosk.
Tim Stefan made a motion to approve Case No. DR/93 -11 with removal of the
second condition of approval. Brent Peterson seconded the motion. ALL IN
FAVOR. APPROVED.
2. Case No. DR/93 -22 - Design Review for construction of a parking lot for
Trinity Lutheran Church on the 100 block of North Third Street. Don
Valsvik, Applicant.
Mr. Valsvik presented the proposal. He stated that the lot would be paved
and marked. No landscaping is planned for the south or west edges of the
lot. Mr. Valsvik feels the lot needs to be improved. This would be
advantageous for the City.
Brent Peterson asked about drainage.
over the bluff.
The drainage would go toward the east

Tim Stefan asked if any lighting would be involved in the plan. Mr. Valsvik
stated the lighting would be placed on the east side of the lot.
Chinese Elms were recommended to be placed along the south property line.
Mr. Valsvik felt this could be accomplished.
The Commission stated that landscaping should be added along Third Street.
Mr. Valsvik indicated he did not know what type of landscaping would be
best on the street area but it would be good. He stated planters would be
constructed in this area.
Jeff Johnson made a motion to approve the parking lot proposal (Case No.
DR/93 -22) as proposed. Seconded by Jay Michels.
ALL IN FAVOR. APPROVED.
3. Case No. DR/93 -23 - Design Review for a new door opening at 312 North Main
Street in the Downtown Plan Area. Everett Speltz, Applicant.
Mr. Speltz presented the proposal. He stated the door would be between
three to four feet. It will be a street door painted blue.
The awning will be moved. Brent Peterson made a motion to approve Case No.
DR/93 -23. Seconded by Jay Michels. ALL IN FAVOR. APPROVED.
4. Case No. DR/93 -24 - Design Permit for a sign permit for a 17 square foot
sign at 233 South Second Street in the Downtown Plan Area. Deanna Getschel,
Applicant.
Ms. Getschel presented the proposal. She stated the sign would be vertical
in shape with a redwood base.
The sign will be connected to the deck. The sign will not be lit.
Jeff Johnson made a motion to approve Case No. DR/93 -24. Seconded by Tim
Stefan. ALL IN FAVOR. APPROVED.
Brent Peterson made a motion to adjourn. Seconded by Pat Qualey. ALL IN FAVOR.
