HomeMy WebLinkAbout1996-03-04 HPC MINI 0 0 HERITAGE PRESERVATION COMMISSION March 4, 1996 Present: Chairman Robert Kimbrel Katherine Francis, Jeff Johnson, Howard Lieberman, Jay Michels, Brent Peterson and Roger Tomten Others: Susan Fitzgerald and Steve Russell, planning Chairman Kimbrel called the meeting to order at 7:05 p.m. ARgroval of minutes Mr. Johnson, seconded by Mr. Tomten, moved approval of the minutes of Feb. 5, 1996, as presented; all in favor. Case No. DR/96 -31 Design review of exterior sign at 324 S. Main St., continued from the Feb. 5, 1996, meeting. Ronn Hechter, applicant. A representative from the Grand Garage was present for the discussion. He noted the concern with the Wild River sign resulted from changing the faceplate of an existing sign. The wattage of the sign was not increased, but the change in the background color made the sign appear brighter. However, he said he would be willing to reduce the wattage. The signage plan also includes a smaller sign space on the south side of the building. The request also is to change the faceplate on that sign to make it more informational as to the types of businesses that are in the Grand Garage. The sign would not be backlit. Mr. Johnson, seconded by Mr. Michels, moved approval of the signage program, with the condition that the wattage of the Wild River sign be reduced, that the south sign be externally lighted, and that any changes to the Grand Garage sign be brought back to the HPC for review. Motion passed unanimously. Case No. DR/96 -2 Design review of exterior signage at 214 S. Main St. Tara Dadak, applicant. The request is to move the existing Kmitsch Girls sign to the new location at 214 S. Main St. The applicant also requested replacing an existing sign under the awning with a smaller replica of the Kmitsch Girls sign. I Mr. Peterson, seconded by Ms. Francis, moved approval as conditioned; all in favor. Case No. DR/96 -3 Design review of exterior signage at 131 N. Main St. Sandy Hudson, applicant. Ms. Hudson said she does not want to do new signage at this time, as she plans to change the entire face of the building next year. She asked approval to add the work "Grill" to the existing signage. Mr. Michels asked how the new dimensions of the sign with the added lettering would fit in with the sign ordinance. Ms. Fitzgerald suggested that the HPC could approve the request with the condition that staff work with Ms. Hudson regarding the dimensions. Mr. Johnson moved approval as conditioned, with the additional condition that the square footage of the sign(s) meet the sign ordinance. Approval is for one year, with Ms. Hudson to come back to the HPC with an overall signage plan. Mr. Lieberman seconded the motion; all in favor. Members encouraged Ms. Hudson to pursue her plans to redo the facade of the building. Mr. Johnson noted the project may be eligible for tax credits since the building is in the Historic District. Case No. DR/95 -28 Design review of exterior signage at 231 E. Myrtle St. Mark Balay, applicant. Mr. Balay noted when the initial request was made, it was thought there were three front window panels. However, the original storefront consisted of two double -hung windows, rather than three as initially thought. Mr. Balay presented revised drawings and color samples /lettering of the signage and awnings. The existing Elks Club sign will be redone to be consistent with the Loggers signage. The first phase of the project will be redoing the windows, signage and awnings. The entrance will be redone in the second phase of the project. Mr. Tomten, seconded by Mr. Lieberman, moved approval as conditioned; all in favor. Case No. DR/96 -5 Design review of soffit awning removal at 201 S. Main St. Roger Larson, applicant. Members asked about the color of the stucco overlay that will replace the r soffit. It was suggested a lighter color might work better than attempting to match the existing brick color. Mr. Johnson asked about signage. Mr. Larson said signage has not been discussed at this time, but it likely will be a bronze corner sign. The applicant will come back to the HPC with a sign design after the soffit is removed. Mr. Johnson, seconded by Mr. Michels, moved approval as conditioned; all in favor. Case No. DR /SUP /96 -6 Design review of exterior signage at 2255 Tower Dr. Kellison Co., applicant. Mr. Soderland, owner, and Pete Vanasse, Kellison Co., were present for the discussion. Ms. Fitzgerald distributed a letter from a neighboring property owner which raised several concerns. Mr. Tomten asked whether mechanical equipment would be placed on the roof and about the parapet height. Mr. Tomten also asked about the light fixtures in the parking lot area, and noted the fixtures should be mounted so the light is, in fact, dispersed. Mr. Kimbrel and Mr. Johnson asked about landscaping, the possibility of preserving the existing trees, and about drainage. Drainage will be to the existing retention pond. The parking lot will have internal drainage. The exterior of the building will be colored rock face block, with banding carried around the building; there will be an awning over the central office area. The parking /storage area will be enclosed with fencing with the same details as Schoonover's. The requested signage is a 12 x 8 illuminated pylon sign. Mr. Tomten moved approval with the following conditions: that no other signage be allowed; that light fixtures be downcast and mounted to cut off horizontal light; that the parapet be 24 inches above the roof deck; and that the owner introduce landscaping along the east sign of both parking areas and utilize existing trees as much as possible. Mr. Johnson seconded the motion; motion passed unanimously. Mr. Johnson reiterated the fact that no other signage will be allowed. Case No. DR /V/96 -1 Design review of exterior signage at 2270 Frontage Road. Kellison Co., applicant. Lori Johnson, president of Central Bank, Pete Vanasse, Kellison Co., were present for the discussion. Mr. Johnson noted the requested signage for the bank drive thru would have to be limited to the lineal footage of the building. Most of the discussion centered on the requested halo -lit sign at the front entrance of the building. Ms. Johnson said the requested sign was to drawn attention to the main entrance of the building, as the entrance does not face the frontage road. Mr. Johnson said he did not think the requested sign would help define the entry any more than has already been done architecturally, and he noted the pylon sign provides the same kind of exposure. Mr. Russell, who arrived at 7:40 p.m., suggested the possibility of allowing a smaller sign, 25 feet was suggested, at the front, as was done at the Firstar Oakridge Branch bank. Mr. Johnson suggested placing the signage at the gable end of the vestibule or something on the glass in the entry which would be more pedestrian oriented. A landscaping plan was presented for the front entry and the sign bed, as well as screening of the side along Target. Mr. Johnson suggested adding some landscaping east of the drive thru to screen lights from the motel and Highway 36 traffic. Mr. Johnson moved approval as conditioned with the following additional conditions: that the rear (drive thru) sign be limited to 45 square feet; that the requested entrance sign be limited to 25 feet and preferably be placed at the canopy by the vestibule; that landscape screening be provided on the east side of the drive thru; that the parking fixture light poles be downcast with cut -off shields; that the wall packs on the building be downcast with cut -off shields; and that the ground floodlights be focused on the building. Mr. Tomten seconded the motion; all in favor. Lumber Baron's Hotel sign= Mr. Johnson reported that he and Mr. Tomten had not met with the hotel people regarding the signage. However, two photos had been submitted to Ms. Fitzgerald. There was considerable discussion regarding the style of the proposed signs. It was agreed to continue the matter and invite the developers to attend the next HPC meeting, requesting that they provide a more definite plan regarding lighting, wiring, mounting, etc. Pioneer Park lawn u ate Ms. Fitzgerald reported that about 20 people had attended the Feb. 22 public meeting. A concept plan was agreed on at that meeting. The next public meeting is scheduled for April 24. Charles Nelson, State Historical Architect, and Michael Koop, Historic 0 Preservation Program specialist, conducted a workshop session with the HPC.
