HomeMy WebLinkAbout1996-05-06 HPC MINHERITAGE PRESERVATION COMMISSION May 6, 1996 Present: Robert Kimbrel, chairman Jeff Johnson, Howard Lieberman (left at 8:30 p.m.), Jay Michels, and Roger Tomten Absent: Katherine Francis and Brent Peterson Others: Sue Fitzgerald, planning Chariman Kimbrel called the meeting to order at 7 p.m. Approval of minutes It was noted the address for Case No. SUP /V /DR /96- 15 should be 302 S. Second St. It was also requested that Mr. Johnson's comments regarding that case be removed from the record. Mr. Johnson, seconded by Mr. Tomten, moved approval of the minutes as corrected; all in favor. Case No. DR/96 -10 Design review of .exterior signage at 1200 W. Frontage Road. Anthony Weinand, applicant. The applicant was not present, and the _. case was continued. Case N0. DR/96 -11 Design review of exterior signage at 324 S. Main St. Cynthis Gellerman, applicant. Mr. Johnson, seconded by Mr. Tomten, moved approval as conditioned; all in favor. Case No. DR/96 -12 Design review of exterior signage at 402 N. Main St., River Valley Arts Council. Jay Huber, applicant. Mr. Huber provided color samples of the proposed sign. Mr. Johnson asked whether there would be any additional signage. Mr. Tomten suggested that any future signage be of similar size and proportion. Ms. Fitzgerald stated she would write a letter to building owner Monty Brine regarding the need for an overall sign plan for the building. Mr. Michels, seconded by Mr. Lieberman, moved approval as presented; all in favor Case No. DR/96 -13 Design review of exterior sign at 423 S. Main St. Christine White, Stillwater Area Chamber of Commerce, applicant. Ms. White and Mr. Kellison were present for the discussion. Mr. Kimbrel questioned the guidelines regarding banners as part of a building sign plan; Ms. Fitzgerald noted the requested banner /sign is for a public purpose. Ms. White spoke of the difficulty the public has in locating the chamber's office. Mr. Lieberman, seconded by Mr. Michels, moved approval. Mr. Johnson suggested that the vertically- oriented sign as proposed is difficult to read and further suggested that something might be done graphically to change the unbalanced appearance of the sign. Mr. Kellison said riasing the lettering of one of the words might improve the appearance. Motion for approval passed unanimously. Case No. DR/96 -30 Design review of exterior signage at 127 S. Water St., Lumber Baron's Hotel. John Berglund, applicant. Mr. Berglund and Mr. Chuck Dougherty were present regarding the request. Mr. Michels noted that the applicated dated Jan. 2, 1996, calls for lighting and asked whether the HPC also was approving the lighting. Mr. Berglund said lighting is less of an issue than the requested signage and asked the HPC to consider granting approval with the condition that the lights not interfere with traffic and that the lights not be turned on until staff has reviewed the fixtures /wattage, etc. Regarding the signage at the front /south of the building, Mr. Tomten said fixtures are available with recessed lamps. He suggested contacting a sales rep who could perhaps design something for the sign; he suggested the applicants go look at the Traditions signage as a good example. Mr. Tomten also reitereated that the applicants should work with staff prior to putting the signs up. Mr. Johnson said the hotel's letterhead logo works good and suggested that the logo be carried through on the signage. He also suggested for the conference sign that the word "hotel" be the same color as "conference center." Mr. Lieberman seconded the The applicants also requested approval to install 10 light standards -- six along the east (river) side_ and two each at the north and west sides of the building. There was a discussion as to the style of lighting allowable in the Downtown Plan. Mr. Tomten asked whether the requested light standards had acrylic globe and noted that would be contrary to the design guidelines; also, acorn globes are the preferable style. Mr. Johnson spoke of the need for symmetrical spacing of the lights and said there may not be room enough for 10. Mr. Tomten agreed to work with staff in reviewing the style and location of the lights. Mr. Johnson moved approval of the placement of no more than 10 eight - foot high, black light standards with acorn luminaries of not more than 50 watts, that have been reviewed by and approved by staff, with the additional condition that the applicants work with staff and Mr. Tomten in locating the standards. Mr. Michels seconded the motion; all in favor. The applicants updated members on their building plans. They said they would be willing to come back in September to discuss the completion of the second phase of the building. Also, Mr. Berglund stated they would have plans for trash enclosures available for staff review by the end of the week (May 10). Case No. DR/96 -31 Design review of exterior signage at 324 S. Main St. Grand Garage, Kevin LaCasse, applicant. Mr. LaCasse was not present. Mr. Johnson, seconded by Mr. Kimbrel, moved approval as conditioned, with the additional condition that the spelling of that staff re be similar to rence center 'thoppe" be changed to "Shop." If changing the spelling is not acceptable to the applicant, the request will come back before the HPC. Motion passed unanimously. Case No. DR/96 -14 Design review of exterior modifications at 301 S. Second St. Andiamo /St. Croix Catering; Mark Balay, applicant. Mr. Balay and Mr. Richard Anderson, owner, were present for the discussion. Members expressed support for the mural concept. Mr. Balay said he would submit the exact light fixtures to be used to Ms. Fitzgerald for her review. Most of the discussion centered on the lighting for the vestibule /entrance to the banquet facility as the main source of lighting rather than lighting from the exterior of the building. Mr. Michels moved approval as stated. Mr. Lieberman seconded the motion; all in favor. Case No. DR/96 -15 Design Review of exterior sign at 229 E. Chestnut St. R- Cottage on the Croix; Eldene Rosenwinkle, applicant. t _ Mr. Michels, seconded by Mr. Tomten, moved approval as conditioned; all in favor. Case No. DR/96 -16 Design review of exterior doors at 501 N. Main St. Dominos Pizza; Ali Salehi, applicant. Mr. Johnson, seconded by Mr. Tomten, moved approval as submitted and as conditioned by staff. Motion passed unanimously. Case No DR/96 -17 Design review of exterior signage and building plans at 1501 Curve Crest Blvd. Spinal Clinic; Mark Finnemann, applicant. Members generally liked the building design, but expressed some concern about not carrying the design elements along the rear elevation. Mr. Johnson suggested that carrying the parapet colors through may help to carry the strong horizontal lines of the building at the rear elevation as well. Regarding lighting, Mr. Johnson suggested using taller luminaries along the west and north elevation rather than building mounted wallpacks. He also noted lighting plans should be submitted for staff review. Mr. Finnemann said final landscaping plans would be submitted for staff review. All mechanical units will be inside of the building, not on the roof. Mr. Johnson moved approval of the signage and plans as presented in the four graphics submitted by Mr. Finnemann, indicating HPC's preference for the darker color scheme. In addition to the recommended staff conditions of approval, the motion included the condition that the wallpack lighting be removed along the west and north of the building and replaced wiht full- mounted luminaries and that there be no rooftop mechanical units. Mr. Tomten seconded the motion and suggested the additional conditions that the retaining wall plans /materials be added to the final landscaping plan for staff review and that the color of the parapet be carried along the rear elevation. Mr. Johnson accepted the additional conditions as an amendment to his motion. Motion passed unanimously. Case No. SUP /DR/96 -25 Design review of popcorn wagon at 401 S. Main St. Mike Bastian, applicant. Mr. Bastian was present for the discussion. -- Mr. Kimbrel, seconded by Mr. Johnson, moved approval as conditioned; all in favor. Case No. SUP /DR/96 -27 This case was continued. Case No. SUP /DR/96 -28 Design review of concession /garden eating area at 304 N. Main St. Janet Calkins, applicant. Ms. Calkins was present. She briefly explained her proposal and had a sample of the proposed canopy material. Ms. Fitzgerald said staff needs to review seating for the possible need for a variance for parking. Mr. Johnson, seconded by Mr. Tomten, moved approval as conditioned; all in favor. Case No. V/DR/96 -29 Design review of exterior sign and building plans for 1375 Curve Crest Blvd. Kellison Company, applicant. Present for the discussion were Jim Kellison, Tim Stepan, architect, and Dr. Stenberg, one of the owners of the proposed dental clinic. Mr. Kellison reviewed the plans to resubdivide the site into two lots. The resubdivision would include easements for common access. The dental clinic would be located on the rear lot and the owners would be agreeable to placing the wooded area at. the rear of the lot in a conservancy; they also would agree to a covenant regarding a single monument sign at the front of the property. Mr. Stepan explained the site plan and building de- sign /materials /elevations. Mr. Tomten said his initial concern was with the common drive and parking on both sides. Mr. Johnson said the monument sign was too large, as the front lot would be a "front lawn" for some time. The density of the resubdivided lot would be no greater than a single lot, therefore the sign should not exceed 30 square feet, with a 15 foot setback. Regarding the request for a second sign on the building(s), members were understanding of the need, but noted the second sign will require a variance from the Planning Commission /City Council. Mr. Tomten moved approval of the building design as presented, with the following conditions: that the monument sign be reconfigured to meet the ordinance guidelines; that the request for the building signs be returned pending the hearing on the variance request; that final landscaping and lighting plans be submitted to the HPC for review; that all trash enclosures and mechanical equipment be located inside the building; and that grading and drainage plans be submitted to Public Works for review. Mr. Michels second the motion; all in favor. Other business DoBoy facade -- Ms. Fitzgerald explained that the owners would like to try to match the brick behind the sign that has been removed rather than stucco the area as previously approved by the HPC. Mr. Kimbrel moved to amend the previous action allowing for brick, subject to Mr. Tomten's and staff review of the brick and mortar samples. Mr. Tomten seconded the motion; all in favor. preservation awards -- Mr. Kimbrel suggested that members reaffirm the process and winner of the awards. Mr. Johnson said he felt the preservation awards were a tradition that the HPC should carry on, with awards determined by a majority vote of the HPC. Ms. Fitzgerald said plans are to expand the awards next year to include a residential category. Winners of the 1996 awards are: Best Restoration -- Lumber Baron's Hotel; Best Reuse -- Cub Foods corporate headquarters; Best Facade -- Cameo Costume and building owner Clark Nyberg; Best Signage -- Traditions. Other -- Mr. Kimbrel suggested the HPC might want to consider amending or adding to the design review guidelines. Mr. Kimbrel also asked about the possibility of maintaing a resource file of good examples to assist people_..__ in developing design plans. There was a brief discussion about the bus stop benches; Ms. Fitzgerald will be meeting with Mr. Kriesel to discuss the issue.
