HomeMy WebLinkAbout1996-07-01 HPC MINT • u HERITAGE PRESERVATION COMMISSION July 1, 1996 Present: Robert Kimbrel, chairman Jeff Johnson, Howard Lieberman ( 8:15 p.m.), Brent Peterson, and Roger Tomten Absent: Katherine Francis and Jay Michels Others: Sue Fitzgerald, planning Chairman Kimbrel called the meeting to order at 7 p.m. Approval of minutes Mr. Johnson, seconded by Mr. Peterson, moved approval of the minutes of June 3, 1996. Case No. DR /SUP /96 -40 Design review of bed and breakfast at 303 N. Fourth St., continued from June 3. Carol and William Hendrickson, applicants. Carol Hendrickson was present for the discussion. Mr. Kimbrel said the only question about the case related to the number of original bedrooms; there were five original bedrooms on the second floor. The owners' residence will be on the third floor. Mr. Johnson asked whether the square footage was sufficient to allow for five guest rooms. Ms. Fitzgerald responded in the affirmative, noting the third floor is entirely finished. Mr. Peterson, seconded by Mr. Tomten, moved approval as conditioned; all in favor. Case No. DR/96 -20 Design review for exterior signage for the Elks Club at 279 E. Myrtle St. Frank Vikingstad, applicant. Mr. Vikingstad was present for the discussion. Ms. Fitzgerald said it is staffs' recommendation that the sign be placed over the club entrance, rather than at the corner. Mr. Vikingstad said the preferred placement is at the corner to provide more visibility, especially for out of town guests. 0 0 Mr. Vikingstad said the club also would like to use the traditional Elks signage. The sign -maker can cut the desired lettering out of vinyl. The sign background would be white, with dark purple lettering. Mr. Johnson said a border would provide some finish to the sign. Mr. Johnson moved approval of the sign of the requested size, with the additional conditions that the sign be placed in the sign band at the same elevation as the Loggers sign, that the sign be placed directly above the club entrance, and that color chips be presented to Ms. Fitzgerald for her review. Mr. Peterson seconded the motion; all in favor. Case No. DR/96 -21 Design review of exterior sign /awning for a design studio and home furnishings gallery at 120 1/2 N. Main St. Robin Klitzke, applicant. Ms. Klitzke was present for the discussion. Mr. Tomten said he was concerned about the choice of materials, shape and use of an awning on a Victorian building. Mr. Johnson pointed out the type and shape of the requested signage /awning is not allowed under the Design Guidelines. Ms. Klitzke spoke of the problem due to the business location on the second floor. Projecting signage loses its effectiveness when signs are placed one after another, she pointed out. Mr. Tomten said he would be willing to work with the applicant(s) to develop a design so as not to delay the business opening. Mr. Johnson moved to deny the request as presented, with the applicant(s) to work with staff and Mr. Tomten to develop signage as per the Design Guidelines. Mr. Peterson seconded the motion; all in favor. Case No. DR/96 -22 Design review for exterior signage for a gift shop at 131 N. Main St. Gerald Mazzara, applicant. Mr. Mazzara was present for the discussion. He said the proposed style of the signage was based on Ms. Hudson's use of the existing signage for her business, not because it was the owner's preferred style Mr. Johnson pointed out the approval for Ms. Hudson's use of the existing sign was to be temporary, and he said he was not sure the HPC wished to see that type of signage proliferate based on what was supposed to be a temporary use. 0 0 There also was some question about the location of the Diamonds on Main sign. Ms. Fitzgerald said while it is unlikely the sign will be changed due to cost, the signage will be moved over the entrance. Mr. Kimbrel agreed that he would prefer a different style of signage. Mr. Johnson used Traditions and JP Laskin's as examples of possible styles. He also noted that given the business use, some type of railroad lettering style might work well. Mr. Mazzara said he would be willing to submit a revised design for the sign. He also noted the owner would like to open in about 30 days. Mr. Peterson, seconded by Mr. Tomten, moved approval as conditioned, with the additional condition that Ms. Fitzgerald and Mr. Johnson review the revised design. Motion passed unanimously. Ms. Fitzgerald will write a letter to Sandy Hudson regarding the need for a building signage plan. Case No. DR/96 -23 Design review of paint color for the old post office exterior trim and wrought iron fence design at 220 E. Myrtle St. Carol King, applicant. Ms. King and David Hurley were present for the discussion. Mr. Hurley presented paint chips of the proposed color. Mr. Johnson asked whether fencing would be placed along the west elevation. Mr. Hurley said there are no plans for fencing to be placed at that elevation. Mr. Peterson, seconded by Mr. Tomten, moved approval of the request as presented; all in favor. Mr. Johnson asked about the continued use of the public garden area on the property. Mr. Hurley said while there are still some issues to be addressed, including liability and a concern about vandalism, the intent is to continue to make the area available for public use. He said there have been some "good" discussions with City Attorney David Magnuson regarding the issue. Case No. DR/96 -24 Design review of retail sale of flowers from a cart at 402 -410 N. Main St. Cindie Sinclair, applicant. 0 0 Abby Potter was present to represent Ms. Sinclair. The actual sign was presented for review. The cart that will be used for the sales is an antique English grocer's cart. Mr. Tomten, seconded by Mr. Kimbrel, moved approval as conditioned; all in favor. Case No. DR/96 -25 Design review of building facade and signage at 324 N. Main St. Judd Orff, applicant. Mr. Orff was present for the discussion. Mr. Tomten noted the HPC is trying to develop some uniformity in the proportions and placement of signage. Much of the discussion centered on some changes that might provide a more vertical look to the facade, as well as provide desired uniformity in the placement /proportions of signage. Mr. Tomten moved approval as conditioned, with the additional conditions that the size of the signage lettering be reduced to 23" x 10" inches in order to create a sign band across the entire facade of the building, with the sign band to continue the line of the similar facade immediately to the north of the location; that the entrance be a standard square door casing with no pediment over the door; that a glass transom be placed above the door to the bottom of the sign band. Mr. Johnson seconded the motion; all in favor. Other business • Mr. Kimbrel brought up the issue of the role of the HPC in the development of the old Territorial Prison site. He asked whether members though it might be appropriate to provide some encouragement to the current proposal. It was the consensus that members felt the proposal was an appropriate reuse of the historical property as indicated in the reuse study. Mr. Kimbrel said he would write a letter to the City Council indicating the HPC's support of the proposal. Mr. Peterson said he also would attend the July 2 meeting when the matter was to be discussed again. • Mr. Nolde was present to inform the HPC he wished to proceed with his project at 311 S. Third St. He said the project had been approved earlier and he had addressed the previous concerns and conditions of approval (DR /SUP /V/95 -47). Because the case was considered some time ago, Ms. Fitzgerald was directed to check to make sure all of the conditions of approval have been complied with.
