HomeMy WebLinkAbout1996-08-05 HPC MINi Fj 4 HERITAGE PRESERVATION COMMISSION Aug. 5, 1996 Present: Robert Kimbrel, chairman Jeff Johnson, Jay Michels, Brent Peterson, and Roger Tomten Absent: Katherine Francis and Howard Lieberman Others: Sue Fitzgerald, planning Chairman Kimbrel called the meeting to order at 7 p.m. Approval of minutes Mr. Tomten, seconded by Mr. Johnson, moved approval of the minutes of July 1, 1996; motion passed unanimously. Case No. DR /SUP/96 -51 Design review of graphic wall sign for Andiamo Banquet Hall at 207 S. Second St. Mark Balay, applicant. Building owner Richard Anderson and architect Ed Hocksford were present for the discussion. Mr. Anderson explained that the request is to make one addition to the mural on the building. Mr. Johnson noted the size of the text is within the guidelines. Members felt the mural as completed to date looked good. Mr. Michels, seconded by Mr. Johnson, moved approval of the requested addition to the building mural; motion passed unanimously. Mr. Anderson made several other requests regarding lighting. He said he would like to highlight the mural with seven floodlight fixtures which would be mounted at the cap of the building. He asked the commission to approval the trial installation of one fixture to see if it provides the desired type of lighting. Mr. Johnson noted the commission previously approved light fixtures for the exterior of the building. He suggested letting the previously approved fixture style stand, with Mr. Anderson to notify the HPC when the trial fixture is in place so members can review the impact of the lighting and styles of the fixtures. Ms. Fitzgerald suggested that the trial light be installed so it can be seen from Main Street. Mr. Anderson also said he would like to use two light standards, similar to those at St. Mary's Church, in the entryway; the HPC had previously 0 0 approved wall sconces for the entry way. Mr. Tomten suggested the requested change might make the lighting "too busy." Mr. Michels volunteered to serve as a liaison and inspect the requested fixtures. Mr. Michels, seconded by Mr. Peterson, moved to table the request until the September meeting; all in favor. Mr. Anderson also informed the HPC that there were two minor text changes to the signage on South Second Street. St. Croix Designs, 125 S. Main St. Ms. Fitzgerald explained not all the materials were available for inclusion in the agenda packets. Business owner Kris Rumsted said the request is to freshen up the backside of the building and identify the business from the Water Street entrance. The proposed style of the rear signage is different than the signage on the Main Street elevation. Members expressed a preference that the style of the front signage be carried through to the Water Street elevation. Mr. Michels noted Ms. Rumsted could use window lettering to highlight the Art by Kenya portion of the business. Mr. Tomten, seconded by Mr. Peterson, moved to accept the paint color scheme as presented with Ms. Rumsted to return to the HPC for review of the proposed signage. Motion passed unanimously. Other business • Lumber Baron's Hotel. Ms. Fitzgerald reviewed the proposal sign, commissioned by Lebo Sign Co., that will replace the previously approved sign for the southwest side of the building that was destroyed in a recent storm. The sign will be the same size, color and style as the previous sign. Mr. Tomten said he and Ms. Fitzgerald had met with Mr. Dougherty regarding the light posts requested for the patio area. The HPC had approved 10 light posts, Mr. Dougherty has 12. The light posts are being painted black. Mr. Tomten said he thought the placement of the 12 standards was acceptable. Members agreed to allow the use of 12 lights based on Mr. Tomten's opinion. Regarding the ongoing issue regarding the enclosure of the outside trash area, Mr. Tomten said the owners stated that new management is coming on board and they will get back to the HPC in a month. Mr. Michels spoke of the need to follow up on the issue. Ms. Fitzgerald will write a letter to the hotel owners. 0 0 Later, Mr. Kimbrel brought up the matter of the enclosure of the new portion of the hotel building at the Myrtle Street elevation. According to an April 24 letter, the owners agreed to bring their plans back to the HPC in September. Mr. Kimbrel said the issue should be brought to the council's attention or the developers should be asked to be at the September meeting. It was agreed that Ms. Fitzgerald would ask the developers to be at next month's meeting to discuss both the trash enclosure issue and the completion of the building. • Bus benches. Members reviewed a draft of Mr. Tomten's letter to the City Council regarding the bus benches. Mr. Michels noted there is only one official bus stop in the downtown area -- in the back of the Oasis Market. Mr. Michels suggested replacing the wording "bus benches" in the first sentence of the letter with "advertising benches." Mr. Michels also suggested changing the wording of the first sentence of the last paragraph to: "The Heritage Preservation Commission would like to see benches not on the immediate bus route removed and those that are (on the bus route) replaced with benches of an appropriate design." In the last sentence it was agreed to add the word "historic" character of downtown ... Mr. Johnson, seconded by Mr. Michels, moved to forward the letter, with the noted changes, to the City Council; motion passed unanimously. • South Hill Survey. Mr. Fitzgerald said the survey is about 85 percent completed. She expects to receive a final draft in several weeks. • Mr. Michels noted that J. Clark Clocks, 113 S. Main St., has added a new sign on the sign band. He also noted the HPC previously decided to send a letter to the building owners regarding the need for an overall sign plan. Mr. Michels, seconded by Mr. Kimbrel, moved to send a letter to the clock shop owners regarding the need for HPC approval of the sign and to the Masonic Lodge, building owners, regarding the need to submit an overall sign plan. • Sandwich board advertising. Ms. Fitzgerald said it is likely the City Council will ask that all sandwich board advertising be removed from the downtown area by the end of the year. It was agreed to have Mr. Kimbrel draft a letter to the Mayor and City Council pointing out that sandwich board signs are not a permitted use under the Design Guidelines. • Mr. Johnson noted that there are wall pack lighting units on the building northeast of Staples Mill. As part of the HPC review, the lighting was supposed to be shielded. The wall packs should either be replaced or • shielded, he said. Ms. Fitzgerald will call Mr. Kellison regarding the matter. • Historic light fixtures. Members expressed concern about the height and the brightness of the sample fixture. Ms. Fitzgerald said she had already talked to NSP about those two issues. Mr. Kimbrel expressed his concern that HPC has not been contacted regarding the proposed lighting. It was the consensus of the members that the NSP fixtures would be appropriate if the standards are lower and different bulbs of less wattage are used. Mr. Kimbrel reiterated his concern that the proposal had not come before the HPC. Mr. Johnson, seconded by Mr. Michels, moved to send the following communication to the City Council for the Council's Aug. 6 meeting: The Heritage Preservation Commission supports the concept of historic lighting in the downtown area and looks forward to working with the City Council and City of Stillwater Chamber of Commerce on the final details of the lighting plan.
