Chairman Tomten called the meeting to order at 7:05 p.m.
Approval of minutes Ms. Francis noted a correction in the minutes in Case
No. SUP /DR/97 -23. The motion of approval as conditioned was made by Ms.
Francis and seconded by Mr. Kimbrel; motion of approval failed 2 -3, with
Ms. Francis and Mr. Kimbrel voting in favor. Mr. Johnson, seconded by Mr.
Peterson, moved approval of the minutes of May 5, 1997, as corrected.
Case No. DR /SUP /V/97 -24 Design review of the renovation and addition of
• residential apartments at 124 S. Second St. Jon Whitcomb, applicant.
Present for the discussion were Mr. Whitcomb and Dave Brooks. Mr.
Whitcomb provided architectural renderings of the proposal, along with
photos of the existing site. Mr. Whitcomb explained that the plans as
shown have been changed some; specifically, the north elevation as shown
would be the front elevation.
After some discussion, members agreed they could do little more than
reiterate the concept approval given at the May meeting. Mr. Whitcomb was
advised that he needs to provide the HPC with detailed elevations, color
and materials samples, lighting plans, the design and location of the trash
enclosure, etc., before the Commission can give project approval.
Case No. DR/97 -7 Design review of an exterior signage and awning at 229-
233 S. Main St. Will Rogers, applicant.
Mr. Rogers was present for the discussion. He provided color and lettering
samples. The awnings are being replaced on both buildings; the logo will
not be on the new awnings.

Mr. Kimbrel asked about total square footage. Ms. Fitzgerald said the
applicant will have to be held to the allowable lineal square footage. Mr.
Kimbrel also asked about lighting. Mr. Rogers said he would like to fix the
existing lights if that would be permitted; if not, he will leave the lights
as is -- non functional. Ms. Fitzgerald said the assumption was that the
lights would stay not working.
Mr. Johnson said given the proximity of street lighting and the
questionable effectiveness of the awning lettering to pedestrian traffic,
he would have an objection to allowing the lighting.
Mr. Kimbrel, seconded by Ms. Francis, moved approval as conditioned; all in
favor.
Case No. DR/97 -8 Design review of exterior signage at 324 S. Main St.
Chuck Dougherty, applicant.
Mr. Dougherty was present for the discussion. He explained the request is
to re -use an existing, internally lit sign. Mr. Johnson asked whether there
was any lighting planned for the north side. Mr. Dougherty said there is one
existing light on the north side of the building; he may request an
• additional light over the entrance at a later date.
Mr. Dougherty explained that he is painting the existing white sign a cream
color to take care of the lighting intensity issue. .
Mr. Johnson provided some suggestions regarding the sign graphic.
Mr. Peterson moved approval with the additional condition that staff
review the cream color of the sign to ensure it takes care of the
brightness issue. Mr. Kimbrel seconded the motion; all in favor.
Case No. DR/V/97 -26 Design review of exterior signage at 14200 60th St.
Famous Dave's of America, applicant.
Kari Steinke, representing Edison Signs, was present for the discussion.
Ms. Steinke provided color drawings and explained the requested sign
package.
Mr. Johnson said he felt the requested pylon sign made sense given the
location, and he said he could agree with the sign on the front of the
building and the two small entry signs. However, he said the two 2 x 9

signs on the east and west side of the building were of questionable
• usefulness.
Mr. Johnson moved to approve the pylon sign as presented with the
condition that it be 15 feet from the property line; the non - illuminated
front gable sign and the two entryway signs, and to deny the requested 2 x
9 signs on the side of the building. Mr. Lieberman seconded the motion for
purposes of discussion.
The ensuing discussion centered on the review process, the relationship
between the HPC and Planning Commission, and the sign ordinance itself.
During the discussion, Mr. Lieberman made a counter - motion which he
later withdrew. The original motion passed 3 -2, with Mr. Kimbrel and Ms
Francis voting no; Mr. Lieberman abstained.
Case No. DR/97 -9 Design review of exterior signage at 601 N. Main St.
David Paradeau, applicant.
A representative of Mr. Paradeau was present for the discussion. He spoke
of the need to identify the business, especially given its location at the
• north end of town where there currently is little other commercial
activity.
Mr. Johnson suggested some design changes in the sign graphic could
provide the desired identification in the allowable size monument sign;
any larger sign becomes more of a billboard, he said.
Mr. Kimbrel moved to approve the monument sign as per the plans
submitted in 1993, an externally lit sign 30 square feet with a maximum
height of six feet, subject to staff review, and to deny the requested pole
banners. Ms. Francis seconded the motion; motion passed unanimously.
Other business:
• Mr. Johnson explained a letter from himself representing SEH that was
included in the packet regarding the results of the inspection of the front
facade of the building at 235 1/2 E. Chestnut St. He said SEH would be
recommending to the City Council that the needed repairs be made and
assessed to the owner. The recommendation is that the work should
replicate the original masonry detail and material as closely as possible.
Mr. Peterson, seconded by Mr. Lieberman, moved to support the
recommendation of SEH that repairs replicate the original building detail

as closely as possible. Motion passed unanimously, with Mr. Johnson
abstaining.
• Ms. Fitzgerald provided an updated schedule of the Pioneer Park project.
• A final draft of the Greeley architectural survey was included in the
packet Members were asked to get written comments to Ms. Fitzgerald by
June 16.
• Mr. Tomten reported that he had met with Grand Garage owners regarding
plans to restore the Wrigley's sign on the building. He said the intent to
restore the sign to its original colors and the owners indicate they are
more than willing to work with the HPC. It was agreed to ask Charlie
Nelson to review the proposed colors and to ask Mr. Nelson for any
pertinent resource materials to assist the HPC in their review.
• Lumber Baron's garbage enclosure update. Mr. Fitzgerald said she has
been instructed to do nothing until the building ownership issue is
clarified.
• Mr. Peterson reported the banner is up again at Stillwater Brick and
Stone. Ms. Fitzgerald noted the owner has been cited and fined once before.
Mr. Kimbrel, seconded by Ms. Francis, moved to adjourn at 9:03 p.m.; all in
favor.
