HERITAGE PRESERVATION COMMISSION
July 7, 1997

Chairman Tomten called the meeting to order at 7 p.m.
Approval of minutes Mr. Tomten suggested a clarification in the wording
of Case 97 -24 to indicate the plans were changed to have the primary
entryway at the east elevation rather than the north elevation as
indicated in the architectural renderings. Mr. Tomten also asked that it be
noted in Case 97 -4 that the applicant had withdrawn the concept of
internally lit signage. Mr. Johnson, seconded by Mr. Peterson, moved
approval of the minutes of June 2, 1997, as corrected.
Case No. DR/97 -10 Approval of exterior sign at 129 1/2 S. Main St. Dave
McNamera, applicant. This case was tabled until later in the meeting. The
Commission considered the request when Diane Wagner was present
representing Mr. McNamera.
Most of the discussion centered on the placement of the sign at the second
floor elevation rather than at the sign band elevation. Mr. Johnson also
noted that the building owner, Sandy Hudson, is aware of the HPC's concern
regarding signage and suggested that it would help if an overall signage
plan were developed to provide good exposure for all tenants.
Mr. Johnson moved approval as conditioned with a fourth condition that the
sign be lowered to the vicinity of the sign band and clarifying that
condition No. 2, no additional signage, does not preclude the use of window
signage. Mr. Lieberman seconded the motion; all in favor.
Case No. DR/97 -11 Design review of exterior paint and signage at 110 E.
Myrtle St. Mark Balay, applicant.
Mr. Balay was out of town and unable to attend the meeting. Ms. Fitzgerald
noted that color samples had been provided. She said there is some
question regarding the number of signs as there will be building tenants;

the submission of a sign plan is a condition of approval to address that
concern.
Mr. Johnson moved approval as conditioned with the suggestion that the
colors be more gold than cream, as submitted. Mr. Peterson seconded the
motion; all in favor.
Case No. DR/97 -12 Design review of exterior dish antenna at 1825 Curve
Crest Blvd. William Hickey, applicant for Washington County Extension
Service.
Mr. Hickey was present for the discussion. He explained the limited
location options for placement of the antenna. The options are limited due
to the design of the building and the fact that the Extension Service is a
building tenant, he said.
There was discussion as to alternatives for screening the antenna to limit
visibility from the front elevation. There also was some discussion as to
the need for the antenna given the Internet and other new technologies.
Mr. Lieberman, seconded by Mr. Johnson, moved to table the request until
the applicant determines whether an antenna is, in fact, needed or
whether a smaller antenna might not suffice. If it is determined the
antenna is essential, the applicant shall submit screening
options /alternatives. Motion passed unanimously.
Case No. DR/97 -13 Design review of exterior sign at 322 N. Main St. Donna
Tarras, applicant.
Ms. Tarras was present for the discussion. Color samples were provided.
Mr. Tomten noted that when Mr. Orff made application to add a door and
window to the facade, the HPC suggested looking at the introduction of
sign banding. Ms. Tarras said there is a problem with alignment on the
facade. Mr. Johnson did some drawings at the table of possible banding
with the forest green trim color or the French blue accent color. Ms.
Tarras agreed Mr. Johnson's suggestions would be an improvement.
Mr. Johnson, seconded by Mr. Peterson, moved approval of the signage and
colors as submitted with the two conditions of approval as recommended
by staff, and the additional condition that some band of color will used
across the facade with parapet treatment applied to the band to give it
definition. Motion passed unanimously.

Case No. DR/97 -14 Design review of addition and renovation of Firstar
Bank at 6001 Stillwater Blvd. Scott Nelson, applicant for the owner.
Mr. Nelson was present for the discussion and explained the addition will
duplicate the existing building in all details. New signage is not being
requested. He said the addition of an ATM drive -thru will require the
removal of one ash tree in order to save the existing oaks. He also noted
that at the request of the city of Stillwater, the building will be tying
into the sewer service; again, he said, existing trees will not be disturbed.
Mr. Peterson, seconded by Mr. Johnson, moved approval as conditioned; all
in favor.
Case No. DR/97 -1 S Design review of building documents and signage for
Culver's Frozen Custard Restaurant on Market Drive. Tim Balsimo,
applicant for the owner.
Present for the discussion were Tim Balsimo and Dave O'Brien, partner in
the project. Shingle samples, photos and renderings were provided. It was
noted the design and colors had been reviewed by the Target /Cub people.
Initially, Target people wanted the primary facade color to be the dusty
rose with parchment accent. However, the week of the HPC meeting, it
was learned Target had no problem with the applicants' preference to use
the parchment as the primary color with the dusty rose as the accent.
There was considerable discussion about the site which gives the building
exposure on all sides. Mr. Johnson made several suggested for adding
design 'elements to treat the drive -thru as an exposed elevation. Ms.
Fitzgerald later suggested that if the building were moved back slightly
on the site, low landscaping could be added to soften the drive -thru
elevation.
Mr. Tomten asked about roof units. Mr. O'Brien explained that there will
only be a ladder opening. The trash enclosure will be the same masonry as
the building.
There was also discussion regarding signage and the applicants' request
for a changeable "flavor of the day" reader board.
There was discussion of the nine conditions of approval as recommended
by staff.

Condition No. 1. It was the consensus to allow the primary building color
to be parchment with dusty rose accent, with the blue
awning and shingle
roof as submitted.
Condition No. 2 was changed to allow two signs of no
more than 90 feet,
with the signage to be submitted to staff for final approval.
Condition No. 3 was not changed.
Condition No. 4 was changed to indicate the condition
also applied to the
parking lot lighting.
Conditions 5 -9 were not changed.
The following additional conditions of approval were made:
• That pilaster treatment be provided at the corner of
the north elevation
and half -way into the drive -thru;
• That a ladder access opening only, rather than a full
opening, be allowed
on the roof;
• That landscaping be added to the drive -thru elevation;
• That landscaping be completed within six months of occupancy or by
June 1998;
• That the reader board lettering be limited to the "flavor
of the day,"
with the lettering to be movable, non - electronic.
Mr. Peterson, seconded by Mr. Lieberman, moved approval as conditioned;
all in favor.
Case No. DR/97 -16 was withdrawn from the agenda.
Other business:
• Discussion of design implications of allowing a second residential unit
on lots in the RB District.
Karl Ranum was present and briefly explained his plans and request to
construct a new garage with an efficiency -type apartment on the second
floor. Members noted there is a concern about setting a precedent without
having guidelines in place to evaluate applications.
Mr. Tomten had prepared a list of suggested design guidelines. It was
agreed to refer the matter back to the Planning Commission and provide
the Planning Commission with Mr. Tomten's suggested guidelines. Mr.
Tomten agreed to attend the Planning Commission meeting when the
matter will be discussed again.
• Ms. Fitzgerald informed members that the bids had been awarded for the
Pioneer Park wall project and that the levee wall project is on schedule.

Mr. Johnson, seconded by Mr. Tomten, moved to adjourn the meeting at 9:10
p.m.; all in favor.
