August 4, 1997
Present: Roger Tomten, chairman
Jeff Johnson, Robert Kimbrel, Jay Michels
Absent: Katherine Francis, Howard Lieberman, Brent Peterson
Chairman Ton4t called the meeting to order at 7:05 p.m.
Approval of minutes Mr. Johnson noted a correction in the minutes in Case N. DR/97 -15. The
motion of approval as conditioned included the `flavor of the day" sign be non - movable and non-
electronic, Mr. Johnson, seconded by Mr. Michels, moved approval of the minutes of August 4,
1997, as corrected.
Cm No. =9 -17 Resign review of exterior signage and canopy for 220 & 224 Chestnut
Street. Marlene Dendinger, applicant.
Present for the discussion were Ms. Dendinger. She said she would like to amend the original
proposal. The request was to remove the "Marlene's" sign from above the door and install the
name `Uarlene's" in white lettering, on the face of the awning. "Tea Room and "Deli - Take
Out" would be in white lettering on the valance of the awning. Ms. Dendinger stated that there
would be no lighting on the sign or awning.
After some discussion, Jeff Johnson suggested that the signage all be on the building using the
maximum 40 feet frontage, and no signage on the canopy. Mr. Johnson said the signage would
be seen better on the building than on the canopy. Ms. Dendinger said she could do it that way.
Mr. Johnson moved with the additional condition that a full width sign ban be installed on the
building, with the green canopy starting directly below the sign ban. Mr. Michels seconded the
motion; all in favor.
Case No. 7-18 Design review of an office building at 1751 West Tower Drive. Bob
Bankers, applicant.
Mr. Bankers was present for the discussion. Mr. Kimbrel suggested that the plans needed a
complete landscape plan, and should be brought into the HPC at a later date for approval. Mr.
Johnson added that a detailed sign program be included with the landscape package for approval.
After some discussion, members agreed they could approve the concept. Mr. Bankers was
advised that he needs to provide the HPC with a landscape plan and a master sign program.
Mr. Kimbrel motioned to approve the project with the conditions that a detailed landscape plan

and a master sign program be approved by the HPC. Mr. Johnson seconded the motion. Mr.
Tomten amended the motion to include the addition of approval of HPC to the #7 Condition of
Approval. It would read - A Sign Permit is required along with review and approval of the HPC
and city staff. All in favor.
base. No. DR/97-19 Design review of a professional /bank building at West Tower Drive and
Northwestern Avenue. Ray Damis, applicant.
Present for the discussion were Mr. Damis and Matt Cooper 'representing Architectural Network.
Mr. Cooper provided architectural renderings of the proposal along with material samples of the
building. He presented the project to the HPC and asked if there were any questions. Mr.
Tomten asked for a detailed landscape plan to be reviewed and approved by the HPC.
Most of the discussion centered on proposed signage. Mr. Johnson noted that the applicant is
requesting two monument signs and a pylon sign. One monument sign for Tower Dr. and one on
Northwestern Avenue. The pylon sign is requested for the bank that is proposed. Mr. Johnson
suggested they switch the monument sing for the pylon sign and have a monument sign on Tower
Drive.
Mr. Johnson motioned for approval with the following conditions be added to the conditions of
approval:
1. Landscape plans to be reviewed and approved by the HPC.
2. The square footage of the monument or pylon on Northwestern Avenue be within the
sign ordinance.
Mr. Kimbrel - seconded the motion; all in favor.
Other business:
- DR/97 -12. Design review of an exterior dish antenna. Washington County Extension Service,
applicant. Present for the discussion were Chuck Leifeld, Washington County Extension Service
and William Hickey of Wm Hickey Architects. This item was tabled at the July 7, 1997 HPC
meeting the applicant determines from the client whether an antenna is, in fact, needed or whether
a smaller antenna might not suffice. If it is determined the antenna is essential, the applicant was
to submit screening options /alternatives.
A letter from Charles Leifeld, Extension Educator /County Extension Leader, was presented to
the Commission stating the need for the proposed antenna. Mr. Hickey provided a drawing of the
proposed wooden fence screening around the antenna. Mr. Johnson asked if the wood screening
the antenna would be stained. Mr. Hickey said it would be stained to match the building.
Mr. Johnson motioned to accept the screening with it being stained to match the building and it
should be less than eight feet in height. Mr. Michels seconded the motion: all in favor.
-Mr. Johnson motioned to approve the request of Don Empson to publish the Greeley
Architectural Survey for public use, with the following conditions:

1. SHPO needs to approve the request,
2. SHPO and HPC be accredited for funding
3. HPC approve final document.
Mr. Kimbrel seconded the motion: all in favor.
- Jeff Johnson and Jay Michels have volunteered to attend the St. Paul Ravine Meeting. Mr.
Empson will contact them when a date is set.
-Mr. Tomten will draft a letter stating HPC's support for Washington School Preservation.
-Mr. Tomten will pursue developing a pamphlet on "Caring for Historic Houses in Stillwater".
- Mr. Tomten will draft a letter to MNDOT stating HPC's endorsement of installing Historic
Directional Signs at the entrances to Stillwater.
Mr. Johnson, seconded by Mr. Michels, moved to adjourn at 8:50 p.m.; all in favor.
