Chairman Tomten called the meeting to order at 7 p.m.
Approval of minutes Mr. Michels, seconded by Mr. Kimbrel, moved approval
of the minutes of Sept. 3, 1997. Mr. Johnson noted a correction in Case No.
97 -48. Ms. Stefan, not Ms. Larson, was one of the presenters. Minutes were
approved as corrected.
Case No. DR/97 -22 Design review of exterior sign for "Jeepers" at 304 N.
Main St. Pamela Powell, applicant.
Ms. Powell was present for the discussion. The sign which has been
installed is 9 square feet, exceeding the allowable 6 square feet. Ms.
Fitzgerald said Ms. Powell was unaware of the ordinance when she had the
sign made and installed.
Ms. Powell said she had problems with passersby seeing the sign with its
location on a side street, but said she would be willing to reduce the size
if required to do so.
Mr. Johnson noted the building owner is aware of the sign ordinance, and
the new sign is not a part of the original sign package.
Mr. Michels, seconded by Mr. Peterson, moved to approve a 6 square foot
sign, with the conditions of approval as recommended by staff. Motion
passed unanimously.
Case No. SUP /DR/97 -57 Design review of proposed bed and breakfast at
1117 N. Fourth St. -- The Rose Cottage Inn. Aldine West, applicant.
Mark Balay represented the applicant.

Mr. Michels asked if the on -site
parking was sufficient
and if
there would
be screening to the north. Mr. Balay said
two parking spaces
are provided;
the property owner to the north
does have a fence and
there
would be no
problem providing screening if
that is
required. Mr.
Balay
provided an
updated sketch on a requested
sign. He
said the sign
would
be no taller
than 4 feet; the sign is needed,
he said,
to distinguish
the B &B from the
main house.
Mr. Peterson moved approval as conditioned, noting the request meets the
B &B ordinance. Mr. Kimbrel seconded the motion. Mr. Johnson raised a
question about the sign colors. It was agreed to have Ms. Fitzgerald review
the proposed sign /colors to determine if the signage needs to come back
before the HPC. Mr. Peterson and Mr. Kimbrel agreed to amend the motion
to add the condition that the signage colors be reviewed by Ms. Fitzgerald.
The amended motion passed unanimously.
Case No. DR/97 -23 Design review of storage building at 1951
Northwestern Ave. W. Ross Buchman for applicant IncStar.
Mr. Buchman was present for the discussion. Mr. Peterson abstained from
the discussion and vote due to his wife's employment with IncStar.
Mr. Johnson raised the issue of screening. He also if any consideration had
been given to a masonry building, rather than metal sided. Mr. Buchman
said a masonry building would be too cost prohibitive; the building will be
used only for barrel storage.
Mr. Tomten noted that according to the West Business Park guidelines,
metal siding is not allowed. He questioned whether that applied to
accessory buildings. Ms. Fitzgerald said that guideline is for the primary
structure, not accessory buildings.
Mr. Michels, seconded by Mr. Kimbrel, moved approval as conditioned. Mr.
Johnson suggested the added condition that the color of the accessory
structure match that of the main building. The amended motion passed
unanimously, with Mr. Peterson abstaining.
Case No. DR/97 -24 Design review of exterior signage for Acapulco
Restaurant at 1240 Frontage Road West, River Heights Plaza. Terry Semo,
DeMars Signs Inc., representing the applicant.
The applicant was not present. The case was tabled until later in the
meeting. When the case was reconsidered, there was some question as to

the signage elevation. According to the condition of approval, the proposed
signage is on the south elevation. Mr. Lieberman then moved approval as
conditioned. Mr. Michels seconded the motion; all in favor.
Case No. DR/97 -25 Design review of building documents and signage for
Video Update at Curve Crest and Stillwater Boulevard (County Road 5).
Peter Johnson, representing the applicant.
Present for the discussion were Peter Johnson and Chris Peterson.
Jeff Johnson confirmed that the main signage would be on Curve Crest and
the east elevation, with no signage facing County Road 5. It was noted that
signage is requested for the south and east side of the building, rather
than south and west as indicated in the agenda packet.
Peter Johnson and Chris Peterson answered questions regarding lighting,
materials, location of mechanicals and landscaping. Mr. Michels suggested
the proposed landscaping plan be modified to use spruce or some type of
low hedging to provide a screening from headlights. Peter Johnson said he
was not opposed to any changes in the landscaping and would be willing to
work with Ms. Fitzgerald.
Mr. Michels moved approval as conditioned, with the added condition that
the applicant work with Ms. Fitzgerald regarding the landscaping. Brent
Peterson seconded the motion. Jeff Johnson reiterated that the signage is
on the south and east elevation, not the west, and noted that the
mechanicals on the roof must be screened; the screening should match the
building. The amended motion passed unanimously.
Case No. DR/97 -26 Design review of a 340+ space parking ramp at South
Second and East Olive streets. John Roettger, applicant.
Present for the discussion were John Roettger and his architect, Jerry
Runk, and John Bourdaghs of Shorty Cleaners.
Members generally were in favor of the design concept as proposed.
Samples were provided of the brick and awning colors. There were some
questions about rooftop lighting. Mr. Runk and Ms. Fitzgerald noted there
are code issues involved with parking ramp lighting; it was agreed to look
at possible ways of minimizing the impact of the roof lighting, while
meeting code. There was some discussion about the south elevation
design, which Mr. Runk himself said he was a bit concerned with and was
still working on.

There was considerable discussion about the proposed tower feature at
the south -east corner. Mr. Roettger and Mr. Runk said the openness of the
glass provides for security of patrons. Mr. Michels suggested flattening
out the tower feature or rounding it off like the other entrance.
It was pointed out that a sign package must be submitted so signage isn't
an issue everytime a retail tenant moves.
Mr. Kimbrel moved approval as conditioned, clarifying condition of
approval No. 2 to indicate a sign package must be presented to the HPC as
part of the final design approval. Mr. Johnson suggested that the HPC
should be involved in reviewing the details of the project as final plans
are developed. Mr. Kimbrel agreed to amend his motion to indicate that in
addition to review /approval of any changes to the concept plan, the HPC is
to be involved in the review /approval in the final design development
phase of the project, and that a sign package be incorporated into the final
design plans. Mr. Michels seconded the amended motion; motion passed
unanimously.
Case No. DR/97 -27 Design review of a 76 -unit condominium at 304 S.
Second St. John Roettger, applicant.
Present were John Roettger and architect Jerry Runk. Mr. Runk explained
that they had several problems with the previously proposed project:
access for vehicles and pedestrians, which led to the Third Street
entrance; taking advantage of the view of the river and downtown
Stillwater, thus the undulating facade of the structure; and providing
parking on -site. Mr. Runk said they attempted to move the building back to
the south of the site and had purchased a parcel of property from
SuperValu in order to accomplish their goals of addressing what they
considered to be the problems with the previous project.
Brick and roofing samples were provided.
Much of the discussion centered on the design features of the Third Street
elevation. Members felt the facade at that elevation needs to be broken up
somehow; several suggestions were provided.
There was also discussion about the proposed roof patio and elevator
which would add 16'6 above the highest floor. Mr. Johnson suggested that
perhaps the patio could be provided to a lower level, thus reducing the
added height of the elevator equipment. Mr. Runk showed photos that

indicated the proposed structure is still within the tree line; Mr. Johnson
asked that a rendering be done showing the proposed patio /elevator in
relation to the tree line.
Mr. Johnson also commented on the "repetitiveness" of the building. He
suggested that perhaps changing colors or window treatments might break
up some of the massing.
Mr. Runk noted the applicant is looking for concept approval only at this
point, and the HPC will be able to review the project as design details are
developed.
Mr. Michels, seconded by Mr. Johnson, moved to accept the design concept
with the added condition that the HPC be involved in the review /approval
of the final design development phase of the project. Mr. Lieberman said
that motion would not be giving the Planning Commission any direction; he
suggesting commenting on each of the design guidelines in the Bluff City
Site Design Guidelines. Members agreed and made the following comments
on the Bluff City Guidelines:
• Pedestrian Oriented - Mr. Lieberman noted a concern about the
pedestrian orientation of the Second Street elevation; a concern about the
mass of the building on the Third Street elevation; access between the
Third and Second Street elevations; and a pedestrian - friendly orientation
at the southeast elevation.
• Proportion and Height - It was noted concerns were raised about going
beyond the 50 -foot height and about the massing of the building, with the
suggestion that detailing around the window openings may help scale down
the massing.
• Materials/ Finishes - Color- Fixtures - Signage- Lighting- Equipment - Those
details will be reviewed later in the design development.
• Setback - The project meets the setback on Second Street; a variance
will be required on Third Street. It was noted the proposed Third Street
setback is consistent with the existing structures.
• Parking - It was noted parking is a Planning Commission issue. The
proposal does meet all the parking requirements for tenants on -site.
• Landscaping - Landscaping also will be reviewed at a later date. It was
noted that removal of trees should be kept to a minimum. Mr. Lieberman
noted there is a requirement that landscaping make up 20 percent of the
site.
Mr. Michels and Mr. Johnson agreed to amend their motion of approval to
include the Bluff City Site comments; motion passed unanimously.

• Approval of Dutchtown Architectural Survey preparation - Ms. Fitzgerald
reported that seven RFPs were sent with only one returned, that being
from Don Empson. Mr. Peterson, seconded by Mr. Michels, moved to approve
the proposal from Mr. Empson; motion passed unanimously. Ms. Fitzgerald
reported there is grant money for the survey; she also said each member
will be asked to work on about 15 survey sites.
• Review of existing sign for Mark Balay Architects - Mr. Balay has moved
his sign to his new business location.
• Historic tax credits for the Territorial Prison Hotel - A copy of the
review sheet of the Historic Preservation Certification Application was
included in the agenda packet.
• Letter from Robert Briggs of Eckberg, Lammers, Briggs, Wolff & Vierling
requesting modification or elimination of the signage restriction along
County Road 5 in the West Business Park - Steve Russell was present for
the discussion and provided members with a memorandum he had prepared
for the City Council in response to the letter.
It was the consensus that the HPC opposes any changes to the sign
ordinance, but would encourage people to come before the HPC with any
concerns they might have.
• Mr. Lieberman raised the issue of the placement of on- street vending
machines and suggested the City Council should look at the issue.
On a motion by Mr. Lieberman, seconded by Mr. Peterson, the meeting was
adjourned at 11 p.m.
