CITY HALL: 216 NORTH FOURTH STILLWATER, MINNESOTA 55082 PHONE: 612 - 439 -6121 Heritage Preservation Commission March 2, 1998 Present: Roger Tomten, chairperson Jeff Johnson, Robert Kimbrel, Frank Langer, Howard Lieberman, Jay Michels and Brent Peterson Absent: Katherine Francis Others: Sue Fitzgerald, planning Chairman Tomten called the meeting to order at 7 p.m. Approval of minutes: Mr. Johnson, seconded by Mr. Peterson, moved approval of the minutes of Feb. 2, 1998, as presented; all in favor. Paring ramp, condominium„project update: Developer John Roettger and architect Jerry Runk were present to provide an update on the South Second Street parking ramp and UBC site condominium project. Mr. Runk discussed several minor changes in the parking ramp. He said Mr. Roettger is working with National Guard representatives to obtain a small piece of the armory property in order to double -load the ramp which will provide about 30' additional parking spaces. He also briefly discussed some changes to the south elevation, and he said those plans will be developed further. Mr. Johnson asked about the elevation of the ramp to the parapet. Mr. Runk sated the ramp is 48 feet to the roof, with a 42 inch parapet. Members generally were pleased with the progress made, especially in the design plans for the south elevation. - Ms. Fitzgerald asked when final plans would be submitted. Mr. Roettger noted there is a lot of preliminary work, such as driving pile, that will be required which will provide for additional time for final plans to be developed/submitted for review. Mr. Runk also reviewed design plans for the 76-unit condominium project and reviewed several changes, including design changes to the Third Street entry/elevation. Samples were provided of the brick and metal roofing material. Primary points of discussion were the height of the structure and the design of the Second Street elevation. Mr. Johnson expressed concern about the overall height of the structure, noting that 830 feet is approximately the same elevation as the River View parking lot. Mr. Lieberman agreed that the HPC should take a close look at the height, suggesting that residents would not react favorably to losing the view provided at Fourth and Pine streets. Mr. Runk pointed out there is a possibility the structure will be lowered by four feet due to the soils in the area. Comments on the Second Street elevation included possible changes to make the elevation more pedestrian friendly. Members also made several suggestions for additional details to make the structure appear less massive and more architecturally interesting. Members did agree that the wall elevation drawings probably didn't do justice to the design details; members also expressed favorable comments regarding changes made to the Third Street elevation. Following the presentation, Mr. Tomten said given the concern regarding the height of the building, it might be helpful to walk the site. It was agreed to set a "field trip" for March 16; members were to meet at the River View parking lot at 6 p.m. asc No. DRI 8-2 Design review of exterior materials and colors of proposed 50,280 square foot retail building and sign review for Stillwater Marketplace Center II. David L. Reimer, applicant. Mr. Reimer stated the design has been approved by the Target people. The design is very similar to the original concept, previously approved by the HPC, he said; the colors/materials will be the same as CUB/Target. Mr. Reimer requested approval of a Stillwater Marketplace sign on the building at the terminus of the main drive to CUB/Target. He noted the sign was added at the suggestion of the city's Community Development Director. Ms. Fitzgerald said the sign is an artistic expression that provides a focal point for the center. Mr. Tomten expressed a concern about lighting of the sign. Mr. Reimer said it would be subdued lighting that would splash off the letters. Mr. Tomten and Mr. Kimbrel also suggested that the requested signage might add to the confusion regarding Stillwater Marketplace Center I and its relationship to the overall PUD. Mr. Johnson moved approval of the requested sign with the applicant to return with details regarding lighting. Mr. Lieberman seconded the motion. Motion passed 6-1, with Mr. Kimbrel voting no. ase No. DR/28-1 Design review of exterior for existing bed and breakfast sign at 303 N. Fourth St. Carol Hendrickson, applicant. Mr. Johnson, seconded by Mr. Peterson, moved to approve the request as submitted; all in favor. ase No. DRI 8-3 Design review of exterior sign at 312 S. Main St., Annacle Restaurant Group. Tim McKee, applicant. The applicant was not present. Mr. Johnson and Mr. Peterson expressed a concern regarding the proposed whitewash portion of the sign as being inappropriate on an historic building. Mr. Johnson also pointed out the size of the signage needs to be verified. Mr. Michels, seconded by Mr. Kimbrel, moved to table the request pending more information. Mr. Johnson said Ms. Fitzgerald should inform the applicant that whitewashing of the building is 2 not allowable; that the signage is limited to 40 feet; and that a lighting plan must be submitted for review. Ms. Fitzgerald asked members for some indication as to their feeling regarding the proposed style of lettering. Mr. Lieberman said he would not necessarily be opposed to the proposed style. Mr. Tomten said the style would be more appropriate for a window sign as opposed to the building signage. It was the consensus to suggest that the applicant look at other options. Ms. Fitzgerald noted the restaurant is opening March 15; it was agreed to allow the use of temporary signage. Motion to table the request passed unanimously. Other hu5iness Ms. Fitzgerald reviewed the request for approval of the style of hanging flower baskets and a proposed information kiosk submitted by James Laskin on behalf of the City of Stillwater Chamber of Commerce. Mr. Michels said additional information, especially the proposed location, is needed regarding the kiosk. Mr. Tomten agreed the placement of the kiosk needs to be coordinated with the Aiple property. Mr. Michels, seconded by Mr. Peterson, moved to table the request. Mr. Langer pointed out some lead time is necessary to purchase and install the hanging baskets. Mr. Michels amended his motion to approve the design for the hanging baskets and table approval of the kiosk pending additional information; Mr. Peterson agreed to the amended motion. Motion passed unanimously. Mr. Johnson noted that the City sent out RFPs for preparation of a plan for the Aiple property. He, along with Mr. Junker of the Park and Rec Board and Mr. Laskin, sat in on the committee that reviewed the RFPs. The committee's choice was SRF; the City Council was expected to authorize SRF to prepare the Aiple property plan at the Council's March 3 meeting. Mr. Kimbrel asked about the bus benches; Ms. Fitzgerald said all of the advertising benches have been removed from the downtown area. Mr. Kimbrel also asked about the historic lighting for the downtown area; Ms. Fitzgerald said NSP is still working on the lighting proposal.
