Lower St. Croix Task Force Meeting on Lower St. Croix Management Plan NATIONAL HISTORIC PRESERVATION WEEK MAY 10—16,1998 CITY HALL: 216 NORTH FOURTH STILLWATER, MINNESOTA 55082 PHONE: 612-439-6121 Heritage Preservation Commission May 4, 1998 Present: Roger Tomten, chairperson Katherine Francis, Jeff Johnson, Robert Kimbrel, Frank Langer (7:17 p.m.), Howard Lieberman, and Brent Peterson Also present: Planner Sue Fitzgerald Absent: Jay Michels Mr. Tomten called the meeting to order at 7 p.m. Approval of minutes Mr. Peterson, seconded by Ms. Francis, moved approval of the minutes of April 6, 1998; all in favor. Case No. V /DR/98 -15 Design Review of a two -car garage with an efficiency studio apartment above at 1213 Fifth Ave. S. Karl Ranum, applicant. Mr. Tomten noted this is the first review of a studio apartment in the RB District under the city's new ordinance; the HPC's charge, he said, is design review. Mr. Johnson noted a correction in the address; the address is 1213 5 th Ave. S., rather than 1215 as listed in the packet. Mr. Ranum and his wife, Michelle, were present for the discussion. Mr. Ranum provided photos. The new structure will have the same exterior and roof pitch as the primary structure; the setback will to similar to a neighbor's old garage. The Planning Commission approved a variance to the side yard setback, he said. Mr. Lieberman moved approval of the design as being consistent with the primary unit in design detail and materials. Mr. Kimbrel seconded the motion; all in favor. Case No. DR/98 -11 Design Review of exterior signage at 200 E. Chestnut St. Loren Lorenzen, representing U.S. Bank, applicant. Mr. Lorenzen provided a sample of one of the signs. He noted the signage will be the same as the existing signage, with less characters and, therefore, less square footage. The only illuminated signs will be the directionals. He stated that because of cold weather, low wattage lighting cannot be used as recommended by staff. Mr. Lorenzen said the proposal is to apply a vinyl applique behind the sign cover to reduced the opaqueness of the background, which will achieve the same result as low wattage. Mr. Johnson moved approval as conditioned, adding wording to allow low wattage or a less opaque background surface. Mr. Peterson seconded the motion. Mr. Lieberman suggested amending the motion to indicate that the less opaque background surface achieve a result similar to low wattage and that staff review the directional signage. Mr. Johnson and Mr. Peterson accepted the amendment. Amended motion passed unanimously. Heritage Preservation Commission May 4, 1998 Case No. DR/98 -12 Design review of exterior signage at 312 N. Main St. Keri Beyer, applicant. Ms. Beyer was present for the discussion. Mr. Tomten noted it would be helpful if the applicant had provided some construction drawings. Ms. Beyer did have one of the requested signs with her; both of the requested signs would be of the same design. Ms. Francis, seconded by Mr. Kimbrel, moved approval as conditioned, subject to staff review of the final drawings. Motion passed unanimously. Case No. DR/98 -13 Design review of exterior signage at 308 S. Main St. Robert Lillyblad, applicant. Mr. Lillyblad provided a revised sketch, sample of the signage material and example of the proposed bracket. The requested sign is six square feet; it would be located above the front entry, with the lights mounted under the arched area of the building. Mr. Lillyblad said he also would like approval for two additional lights to illuminate the existing window lettering. Mr. Tomten expressed concern that there might not be enough room for the sign and two light brackets in the middle of the arched area. Mr. Johnson said there were options to mount the lighting on the sign frame, which would work better with the arched area. Mr. Johnson expressed a concern about the additional window lights; he suggested that the applicant try the new sign first and come back if he still thinks additional lighting is necessary. Ms. Fitzgerald asked whether there should be any condition placed on the wattage of the lighting; Mr. Johnson noted that with the incandescent lights proposed, it would be easy to change the bulbs if the wattage is deemed excessive. Mr. Johnson moved approval for the revised signage with the conditions that the lighting be from the sign itself; that the wattage be of acceptable level; that the sign be mounted on a shepherd's hook bracket; and that no additional signage is allowed. Ms. Francis seconded the motion; all in favor. Case No. DR/98-14 Design Review of exterior signage at 1901 -1931 Curve Crest Blvd. Susan Baker, applicant. Ms. Baker was present. She provided color samples. There currently is no signage on the building; at this time, only one tenant is requesting signage — a 2x18' cabinet lit sign for Crabtree's law firm. Heritage Preservation Commission May 4, 1998 2 0 0 Members were in consensus that the proposed location of the Crabtree signage was not appropriate. Members suggested that the signage for the building tenants should be located on the awnings or on a monument sign which would identify the major tenants in the building. Mr. Kimbrel moved to table the request pending more information. Mr. Johnson seconded the motion, suggesting that if the request is tabled the HPC should give an indication that the signage plan as submitted is not acceptable and that the applicant should consider a monument sign or signage on the awnings /sign banding as alternatives. Mr. Kimbrel accepted that as an amendment to the motion to table; motion passed unanimously. Case No. DR/97 -5 Design Review of signage and lighting plan for St. Paul Lutheran Church. Pastor Bill Schoenbaum, applicant. Present for the discussion were Pastor Schoenbaum; Diane Palmer, president of the congregation; and Ed Seekel. Mr. Peterson abstained from the discussion as he is a member of the congregation. The number and height of light poles has been changed/reduced from that indicated in the plan. It was suggested that the church look at the parking lot east of Lakeview Hospital as an example of lighting appropriate to a residential area. Pastor Schoenbaum said they would come back with a more definitive lighting plan, but were concerned that they be allowed to get started on the landscaping as some Eagle Scouts are willing and ready to work on the project. Mr. Johnson noted that a previous condition of approval was that two or three parking spaces be eliminated in order to do some type of landscaping to carry the boulevard feel and provide a separation of the street from the parking lot along Fourth Street. The requested signage was a 7'6" x 10' monument sign. It was staff's recommendation that a 5'5" x 10' sign be allowed. The proposed location is at the northwest corner of Willard and Fourth Street. Mr. Johnson suggested that a location away from the corner might provide for better visibility. Mr. Seekel said if, as more definitive plans are developed, it appears the recommended size is too small, they will return to the HPC. Mr. Johnson moved to approve proceeding with the landscaping subject to staff approval of the plant schedule and clarification of the requirement regarding maintaining the boulevard feel by bringing the paved parking surface away from the street; that the applicant return with a lighting plan and more definitive sign plan; and that curb /gutter and other engineering considerations be reviewed by staff. Mr. Lieberman seconded the motion; all in favor. Other business: The annual Heritage Preservation Awards were to be presented at the May 5 City Council meeting to the following: Carriage House at the Warden's House Museum, best new development; Sammie's Women's Casual Attire, best facade; Maple Island Hardware, best reuse of an existing building; Tasteful Thymes and Grandma's House, signage. Ms. Fitzgerald suggested that next year the HPC might want to consider recognizing project completed before the awards were initiated. 3 Heritage Preservation Commission May 4, 1998 • Ms. Fitzgerald said she had requested funding to allow members to attend the annual Minnesota Historic Conference to be held in Faribault May 15 -16. Mr. Tomten will be giving a presentation at the conference. • Ms. Fitzgerald said the City of Stillwater Chamber of Commerce has funding to purchase 48 planters for the downtown area; the Chamber will be responsible for planting and maintaining the planters. The HPC had previously approved the style and brackets for eight such planters. • Ms. Fitzgerald showed a model of the Pioneer Park play equipment which has been ordered. • There was a brief discussion about a memo from Community Development Director Steve Russell regarding a meeting of the Lower St. Croix Task Force and the Lower St. Croix Management Plan, specifically as it relates to the bridge issue. It was agreed members who have concerns would try to attend the May 5 meeting or submit written comments. • Mr. Tomten raised the issue of the demolition ordinance and whether the HPC might consider some revisions to the ordinance. He said he had met with Mr. Russell who has several concerns about the ordinance as written. After considerable discussion, it was decided to require all demolition requests for structures over 50 years old, as determined by the Washington County Assessor's records, to go through the nine -step plan review. It was suggested that the demolition ordinance might be a good topic for discussion at the Minnesota Historic Conference. It also was noted that several obvious wording corrections to the ordinance still need to be made. Mr. Lieberman, seconded by Ms. Francis, moved to adjourn at 9:40 p.m.; all in favor.
