Mr. Tomten called the meeting to order at 7:05 p.m.
Approval of minutes Mr. Johnson, seconded by Mr. Peterson, moved approval of the minutes of June 1,
1998. Mr. Tomten suggested the wording of the third paragraph of Case No. DR/98 -22 should be
changed from "architecturally feasible" to "structurally feasible." Mr. Johnson and Mr. Peterson
accepted that amendment to the motion for approval; amended motion passed unanimously.
Case No. DR/98 -18 Design review of freestanding sign face change at Oasis Market Service Station,
1750 S. Greeley St. Ray Roemmich, Suburban Lighting, applicant.
Mr. Roemmich was present. He stated the requested change is due to a change in supplier — from Fina to
Amoco. He said the name Amoco would not be placed on the canopy; there would be no names on the
gas pumps and no change to the lighting under the canopy. The requested change to the pylon sign
would resulted in signage slightly smaller that the existing sign —from 98 to 94 square feet.
Mr. Johnson noted that 65 square feet is allowed under the city's ordinance. He suggested that
considering the closeness of the sign to the road and the traffic patterns in the area the applicant consider
an Amoco sign one unit smaller than proposed — 60" x 100 ", rather than 6' x 10'.
Mr. Johnson moved approval with the following conditions: no additional signage; the only change to
the canopy be the color band; the pylon Amoco and price sign be reduced to a 60" x 100" Amoco sign
for a total of about 80 square feet of signage; that the pylon sign be 25' 2" in height. Mr. Lieberman
seconded the motion; all in favor.
Case No. DR/98 -19 Design review of sign changes, painting of parapet, and gas pump canopies at Oasis
Market Service Station, 103 N. Main St. Ray Roemmich, Suburban Lighting, applicant.
Mr. Tomten noted there is a different set of design guidelines in the downtown area and asked if any
consideration was given to the fact that station is adjacent to an historic district. Mr. Roemmich said he
thought Amoco would have been willing to go along way in coming up with design alternatives, but it
appeared from a conversation with Mr. Russell that the City was not willing to negotiate or consider any
alternatives.
Mr. Lieberman said he would like to se the case tabled in order to explore alternatives. Mr. Johnson
noted the HPC is delegated with the authority in design matters and would entertain other proposals to
come up with a better solution. Mr. Lieberman also stated it should be communicated to Amoco /Oasis
that the HPC is willing to sit down and explore alternatives.

Mr. Lieberman moved to table the case and set up a joint meeting with Amoco representative Alan
Czanstkowski and Dan Price of Oasis Markets and their design people, city staff and members of the
HPC to explore design alternatives prior to the August HPC meeting. Mr. Peterson seconded the motion;
all in favor.
Case No. DR/98 -23 Design review of exterior sign for Hudson Flooring at 1500 Frontage Road (River
Heights Plaza). Rick Whitmire of Trick Communications, applicant.
The applicant was not present. Mr. Lieberman, seconded by Mr. Peterson, moved approval as
conditioned, with the additional condition, as suggested by Mr. Johnson, that the lettering be placed in
the lower one -third of the cream band to be consistent with adjacent businesses in the Plaza. Motion
passed unanimously.
Case No. DR/98 -24 Design review of replacement exterior signage for new identity of INCSTAR at
1990 Industrial Blvd. Laura Von Holtum, applicant.
The applicant was not present. Mr. Peterson asked whether the HPC had reviewed the earlier name
change to American Standard. It also was noted that the request involves several signs on two street
frontages. Mr. Peterson, seconded by Mr. Lieberman, moved to table the request until the applicant is
present; all in favor.
Case No. DR/98 -25 Design review of sign face replacement for Burnet Realty at 2020 Washington St.
Phil Eastwood, applicant.
The applicant was not present. Mr. Lieberman, seconded by Mr. Langer, moved approval as
conditioned, with the additional condition that there be no increase of the size of the signage; all in
favor.
Case No. DR/98 -26 Design review of ATM installation at Norwest Bank, 12000 Northwestern Ave.
Stephen Madson — BKPV representing Norwest Bank, applicant.
Present for the discussion were Bob Seager, Norwest company architect, and Steve Zinnel, president of
Norwest, Stillwater office.
Mr. Johnson asked whether the requested ATM machine could be placed by the drive -thru access in the
back, rather than detract from the front of the bank. Mr. Seager said it would not be possible to located
the machine in the back due to the proximity to property lines and the need for stacking at least three
cars. Mr. Zinnel also spoke of the need for security.
Most of the discussion centered on the ATM colors and the HPC members' preference that the machine
be enclosed somehow to limit the visual impact, especially from the south elevation. Mr. Seager
explained the mechanical requirements of the machine and the need to provide access to the interior of
the machine. He said it would be possible to decrease the size of the ATM signage striping, but not the
colors.

Members suggested enclosing with machine with a wooden structure, hinged to provided the necessary
access. It also was suggested that perhaps the enclosure could pick up some of the details of the bank
building.
There was some discussion regarding the landscaping requirement. Mr. Seager said there was a concern
due to security, and Mr. Zinnel also spoke of the cost. Ms. Fitzgerald said if the machine is enclosed, the
required landscaping plantings could be reduced.
Mr. Johnson moved approval with the recommended staff condition that lighting not be a hazard to
traffic and reflect away from adjacent properties; that the ATM machine be enclosed with wooden
fencing on the south, east and west elevations; that the wooden fencing carry out some of the
architectural details of the main bank building; that 12 to 14" above the wooden enclosure an instant
cash machine sign be allowed along with the color stripes typical of ATM. Mr. Lieberman seconded the
motion; all in favor.
Ms. Fitzgerald will work with Mr. Zinnel and Norwest people regarding the planting requirements.
Case No. SUPN/DR/98 -49 Design review of new construction/building facade at the corner of Chestnut
and Water streets. Tim Stefan, applicant.
Mr. Stefan and Mark Hanson were present. Mr. Stefan provided samples of the proposed materials and
colors and reviewed proposed designs which were well received by HPC members. Members and Mr.
Stefan agreed that the awning should be a continuous panel rather than three separate panels as shown in
the drawings, due to the fact that the first and second levels of the building are not symmetrical. It was
noted that drainage may be an issue with the building department.
The requested colors are one shade lighter than the "traditional" colors used downtown. Mr. Hanson
explained he preferred a "more delicate" look to the building.
Mr. Johnson moved approval as conditioned, approving the use of the "tumbled brick" as presented and
the colors as presented — one shade lighter than the traditional colors, with the additional conditions that
all mechanicals be located to the back of the building and screened; that the awnings be a continuous
panel; and that some consideration be given to providing more
relief in the gable area, as well as some brick coursing around the windows. Mr. Lieberman seconded
the motion; all in favor.
Old business
Ms. Fitzgerald said she had been working with Shawn and Lessa Geary, Enchantment Floral, (Case No.
DR/98 -15) regarding the replacement of the existing monument sign. Mr. Johnson, seconded by Mr.
Peterson, moved to accept the new monument sign as being within design guidelines for size, and to
approve the lettering and colors as submitted. Motion passed unanimously.
Copies of the final draft of Dutchtown Survey were included in the packet.

New business
Mr. Peterson and Ms. Fitzgerald briefly explained plans by the City of Stillwater Chamber of Commerce
to purchase plaques recognizing properties that contribute to the historic downtown district; the
Chamber also will be purchasing plaques for two properties on the National Register — Mill Antiques
and the Territorial Prison. Samples of the plaques were not available.
Mr. Lieberman raised the issue of the use of a portion of the Aiple property for parking over the 4 th of
July and the City Council's approval for the same use during Lumberjack Days. He suggested that the
HPC should take a position that such use undermines the current planning process for the future of the
property, and that until a decision is made regarding the use of the property, the permission to use the
property for parking during Lumberjack Days be rescinded. He also said he thought the property should
be chained off and marked "no parking." Mr. Johnson agreed, considering the HPC was part of the
planning process and discussions with SRF Consultants. Mr. Lieberman also suggested that an HPC
representative be in attendance at the July 7 City Council meeting where the issue was to be discussed.
Mr. Lieberman made a motion recommending that the City Council rescind the authority to use the
property for parking during Lumberjack Days, padlock both entrances to the property, have the site
repaired at the expense of the group that used the site for parking, and stick to the intent to look at the
property for future use as parkland. Mr. Johnson seconded the motion. Motion passed 4 -1, with Mr.
Langer voting no.
Mr. Johnson raised the issue of Jon Whitcomb's building on South Second Street. Ms. Fitzgerald said
she had spoken with Mr. Whitcomb and informed him he will have to come back to the HPC to discuss
changes made to the approved plans. Ms. Fitzgerald was directed to write a formal letter to Mr.
Whitcomb informing him he will have to come back to the HPC regarding the changes.
Mr. Peterson, seconded by Mr. Johnson, moved to adjourn at 9:50 p.m.; all in favor.
